Coordinator of Livelihoods and Food Security – San Cristóbal (Venezuelans only) At Norwegian Refugee Council

The purpose of the Food Livelihood and Security Coordinator (LFS) position is to lead the implementation of the delegated portfolio of LFS competitor projects in consistent with NRC proposals, strategies, requirements and technical quality at the area office level.

Duties and responsibilities

Generic responsibilities
one. Comply with NRC policies, standards, strategies, tools, manuals, and guidelines
2. Manage the performance and development of the work team.
3. Contribute, with the Area Manager, in the development, management and monitoring of the project budget.
4. Contribute to the development of the LFS strategy as well as the preparation of new proposals.
5. Certify that projects target participants most in need of protection, explore and evaluate new and better ways to help.
6. Promote and share ideas for improvement and necessary changes in activities.
7. Ensure the capacity building of project staff and transfer key skills.
8. Liaise and collaborate with relevant local authorities and other key stakeholders.
9. Promote the rights of internally displaced persons and returnees in line with the advocacy strategy.
10. Ensure that the personnel in charge correctly comply with the NRC code of conduct during the development of all activities, paying special attention to those that involve relationship and coordination with the participants of the NRC LFS projects.

12. Monitor and document the implementation of project activities carried out by partners, carry out quality control and provide technical support to partners.
13. Represent NRC at external meetings with humanitarian partners, sub-clusters, authorities, and community leaders.

Specific responsibilities
one. Coordinate the required actions in the Project Cycle Management (PCM) of LFS projects in your Area
2. Establish the competition work plan in the area and ensure compliance through regular meetings with the team under its direction.
3. Represent the LFS competition in the AMT and report on the progress of activities, challenges, solutions found and priorities.
4. Develop, in coordination with the LFS specialist, the methodologies and methodological tools for the implementation of LFS projects.
5. Monitor the correct application by the team of tools and methodologies for the selection of participants, the performance of context analysis, and communication with the intervention communities.
6. Contribute, through the provision of technical inputs, to the preparation of project reports and new proposals.
7. Closely coordinate with the Monitoring team the visits to the participating homes for data collection after the implementation of the activities according to the established methodological period.
8. Define, together with the team under his leadership, the necessary training plan to increase the capacities of the professionals in charge of implementing the actions in the communities.
9. Develop close and assertive communication with humanitarian actors (international and national) and technical authorities linked to food security and livelihoods present in the area of intervention.
10. Lead, in coordination with finance and logistics, the launch of the purchasing processes that competing projects require.

Qualifications

Generic professional skills:
one. Extensive knowledge of the food security and livelihood sector, its concepts, implementation methodologies, technical approaches, community approach, and socio-economic analysis.
2. University diploma or master’s degree in: agro-economics, engineering (agricultural, agricultural, agricultural, food technology), veterinary medicine, nutrition, or equivalent
3. Previous experience in the implementation of livelihood rehabilitation projects in a humanitarian or recovery context.
4. Previous work experience in complex and volatile contexts.
5. Work skills in multicultural contexts.
6. Basic knowledge of the English language (Level A1 or A2) will be positively valued.

Context / Specific skills, knowledge and experience:
one. Minimum three (3) years of proven experience in planning, implementing and closing food security projects. This includes increasing local food production, improving family income, income-generating activity establishments, food distribution, yard production, small livestock, horticulture and community training. Market analysis and business dynamics.
2. Ability to perform vulnerability analysis (conjunctural and structural) on a small and medium scale of target families. In addition to being able to lead capitalization processes of lessons learned and good practices.
3. Knowledge of public policies, work plans of related government entities (ministry of agriculture, sole authority of food), and agro-productive dynamics of intervention areas. Particularly from the states of Bolivar, Táchira, Apure, Amazonas and Zulia.
4. Minimum two (2) years of experience coordinating with national / territorial government technical entities (technical institutes), international agencies or other humanitarian organizations.
5. Availability to travel in the states among which NRC has a presence and spend the night on the ground.
6. Knowledge of MS Office office utilities (Word, Excel, Power Point, Outlook).
