CONTEXT :
Humanity & Inclusion (HI) has been present in Chad discontinuously since the 1990s and permanently since 2014. HI works today in N’Djamena, Borkou (North),’Ennedi (North East), Tibesti (North-West), Moundou, Doba and Gore (South), Kanem (Mao), etc, BeG (Moussoro), in Lake Chad in Ngouri, Bol and (West) and recently in the’East (Adre).
On 15 april 2023, the, clashes broke out in Sudan between the Sudanese Armed Forces (SAF) and the rapid support forces (RSF) due to power struggles between the army commander and the leader paramilitary rapid support forces on the country’s transition plan. Since then, the clashes have turned into violent conflicts, plunging the country into chaos.
Despite the official closure of the Chad-Sudan border announced on 15 April, Chad continued to host refugees fleeing the conflict in Sudan. The humanitarian situation continues to deteriorate dramatically. For example, neighbouring Chad hosts the largest number of refugees.
In response to humanitarian needs, HI launched a first evaluation of’Atlas Logistics, an operational and technical unit of’HI, a, to know the logistical and’access needs of humanitarian actors as well as inclusive humanitarian’action which made it possible to highlight the needs of logistical solutions (rehabilitation of’a humanitarian air runway, etc, shared storage and transport for’aide actors) and’aiding support for response actors to make essential activities more inclusive. In a second step, a team of specialists in functional and physical rehabilitation as well as mental health are deployed to analyze the needs in the province of Ouaddai.
MISSION :
Under the direct responsibility of the’Area Manager East, the Atlas Logistique Storage Project Manager is in charge of setting up the storage service for humanitarian organizations, as well as the’ achievement of the objectives, results and expected impacts at the’activity of’ warehousing and stock management.
The/the Storage Project Manager is in charge of setting up the storage service for humanitarian organizations, as well as achieving the objectives, of, results and expected impacts at the level of’activity of’ warehousing and stock management.
It is the guarantor of the operational and administrative management of storage activities. It organises, supervises and optimises the quality of storage services provided to organisations.
He supervises an operational team (Responsible Management of stocks, Responsible Operations Storage, Manutainers..) optimizes the resources and the means at its disposal, ensures monitoring and performance within the framework of the objectives of costs, deadlines, quality and safety set by the’organisation. Service activity H2H (humanitarian to humanitarian), It also develops and maintains the relationships and the portfolio of organizations using the storage services offered by Atlas, France, in connection with transport activities where applicable.
He is the/the guarantor(e) of the respect of the commitments made with the organizations and of the control of the flow of’information related to the requests. It ensures that the contractual conditions negotiated with the organizations are well implemented and respected.
As part of your missions, here are the tasks on which you will be likely to intervene :
- Manage a project while monitoring the implementation of the action plan ( development of steering tools, reporting, compliance with planning, compliance with deliverables … )
- Ensure the transition to the operational phase of the solutions proposed by effectively communicating with the stakeholder departments ( storage methods, process compliance, implementation of continuous improvement and dashboards, … )
- Participate in the general HI policy and guarantee the implementation and achievement of the objectives defined in the project proposals.
- Define objectives and implement’action plans in order to ensure the development of storage services,’ increase the number of user organizations,’ efficiency and the quality of services provided.
- Coordinate, manage and resolve incidents, disputes of goods with user organizations.
- Interpret the history of requests taking into account parameters that may impact sales (humanitarian needs, displaced, contingency, seasonality, etc.).
- To establish demand forecasts on a regular basis in the short, medium and long term.
- S’ ensure the proper management of the budgets allocated to his/her AL warehouses and report to his hierarchical superior (Area Manager).
- Establish the prospecting and development strategy for the signatures of the ( Memorandum of Understanding – MoU ) with humanitarian organizations ( followed, loyalty and development of relationships with user organizations and prospecting for new ones if necessary )
- Ensure administrative and HR monitoring of teams.
- Participate in the adaptation of storage delivery methods and conditions of realization with user organizations or transport providers.
- Guarantee a quality objective ( services, costs, deadlines ) and compliance ( compliance with transport regulations, safety standards, established processes ) by determining monitoring indicators.
- S’ ensure that immediate corrective solutions are put in place in the event of’incidents, loss or’avaries of the goods in stock, and quantify the amount of these losses/damages for the user organizations.
- Ensure technical responses (and tariff=> as part of recovery)
PROFILE :
- You have a diploma in logistics, transport or distribution. In particular, you had the’ opportunity to have experiences as a’ warehouse manager in the’humanitaire.
- ’team management is a prerequisite.
- You have a good command of social regulations and safety rules, specific storage of hazardous materials and products. You also have knowledge of the regulations in terms of temperature controlled storage and cold chain.
- You have excellent knowledge of management software packages (ERP, SAP, etc.), and a good command of office tools (Advanced Excel) and database management software (Access, etc, SAS, etc**.)**
- You have a mastery of the continuous improvement (lean management) approaches
