Evaluation Of The Support Programme For The Democratic Transition In Chad At International Institute for Democracy and Electoral Assistance

The “Support for the Democratic Transition in Chad” programme was launched in December 2021, this project is implemented by IDEA International and funded by the EU/FPI (Crisis Response and Conflict Prevention component of the Rapid Response pillar of NDICI). The programme was designed to support Chad’s political transition following the death of President Idriss Deby Itno.

The project’s overall objective is to “Contribute to a participatory, consensual and conflict-sensitive transition process in Chad”.

The evaluation of the programme will cover the areas of intervention, including N’Djamena, the provinces of Logone Oriental and Occidental, Ouaddaï (Abéché), Chari Baguirmi, Lac (Bol), Guéra, Batha, and Salamat.

The target groups of the project or the partners concerned are;

  • The Ministry of National Reconciliation and Social Cohesion.
  • The Ministry of Gender.
  • The Organizing Committee of the Inclusive National Dialogue (CODNI),
  • The High Steering Committee for the Follow-up of the Implementation of the Resolutions and Recommendations of the Inclusive and Sovereign National Dialogue (HCP)
  • The National Committee for the Organization of the Constitutional Referendum.
  • Political parties and movements
  • Civil society (including women, youth, the media, the diaspora and other vulnerable groups).

Due to contextual changes in the implementation of the project, it was necessary to review and revise the initial plan. Therefore, changes have been introduced in the revised Action Plan to better respond to the new directions of the project during the second phase of the transition.

In this context, International IDEA wishes to engage the services of one or more independent consultants or a consulting firm to undertake a final evaluation of this project.

It is anticipated that during the initial phase of the evaluation, the successful bidder will need to elaborate on the theory of change underlying the evaluation in order to further clarify the purpose of the evaluation. Thus, the scope of the evaluation and the theory of change of the project will be further developed by the successful bidder in the initial report.

The successful bidder will need to finalize/reconstruct the intervention logic during the start-up phase and reflect an updated and shared view of the initially desired causal chain that underpins the intervention.

REQUIRED PROFILE

Education: Master’s degree in social sciences, political science, international development, law or other relevant field.

Experience: A team leader who has completed at least five evaluations of development projects.

Writing Skills: Professional writing – French language skills and ability to communicate in English.

It is desirable that the evaluation team include the following skills:

  • Experience in peacebuilding, conflict prevention/management, dialogue and mediation, thematic and professional experience in Chad or similar settings.
  • Evaluators must be independent of the purpose of the evaluation and the activities being evaluated and have no interest in the evaluation results.
