Coordinator of the ALAPAJ Project At Jesuit Refugee Service

Introduction

The Jesuit Refugee Service (JRS) is an international Catholic organization and work of the Society of Jesus. It was founded in 1980 and is now found in some fifty countries around the world. Its mission is to accompany, serve and defend the rights of refugees and forcibly displaced persons.

JRS collaborates with other organizations and humanitarian agencies in order to’ accompany forcibly displaced persons, to provide them with quality services, to, and to make their situation publicly known in such a way that their rights and dignity are more respected. JRS is open to collaboration with Jesuits, religious and lay people of all religious and philosophical convictions. Since its creation, JRS has been able to fulfill its mission through the participation of volunteers and’employees committed to the service of refugees and displaced persons.

JRS has been present in Chad since 2006 and implements activities in the’ East of Chad, Ndjamena and the Lake with funding from several donors. Currently the delegation of the European’union and the’AFD (French Development Agency) in Chad have joined forces to finance a project aimed at the inclusion and the’emancipation of girls and children out of school via ’education, in the provinces of the Eastern Logone, Mandoul, Ouaddai and Wadi Fira. The consortium (JRS-HI-ACCRA-) has expressed interest in developing a proposal for this’ project to improve learning for youth empowerment (ALAPAJ).

General objective of the position

Under the supervision of the (of the) National Program Coordinator (e) and in collaboration with the Country Director, the (the) Coordinator(trice) the ALAPAJ Project Coordinator will have the role of ensuring the proper implementation of the ALAPAJ project on behalf of JRS in Chad, the management of the teams linked to the project and will contribute to the development of the different sectors and the activities leading to them.

He/She will have to ensure the quality of programming in the context of the implementation of this project while ensuring strict compliance with JRS procedures.

Main responsibilities of the position

  1. As Coordinator of the ALAPAJ project
  2. Under the supervision of the National Programme Coordinator :
  • Prepare the programming of the’ plan execution of the activities planned in the project in collaboration with the project staff ;
  • Develop the operational work plan and project documentation regarding possible changes from the original plan ;
  • In collaboration with the Head of the program department, set up project monitoring tools ;
  • In collaboration with the Head of the Program Department, define and monitor performance indicators ;
  • Ensure weekly monitoring of the proper implementation of all field activities related to the project;
  • Write the activity reports and technical reports as well as all the reports before submitting them to the Head of the program department ;
  • Monitor the reporting schedule, and have a first draft of the narrative report prepared in the format required by the lessor who finances the project ;
  • Facilitate good institutional relations with the beneficiaries, project partners, local authorities and the donor, and, in collaboration with the country coordination and in compliance with the JRS guidelines; and ;
  • Represent JRS in humanitarian meetings organized by donors ;
  • Contribute to the’ identification of needs for the drafting of new projects ;
  • Give special interest to compliance with JRS procedures and the funder in all project-related activities and actions, operational, administrative, financial or logistical ;
  • Organise field visits to the’intervention areas to ensure the harmonisation and consistency of the implementation of activities on the ground ;
  • Ensure the correct implementation of the project in order to guarantee the achievement of the project’s expected objectives ;
  • Organize the’ periodic evaluation of the performance of the monitoring agents assigned to the project according to the schedule established by the Human Resources Officer.
  1. Administrative/financial responsibilities, in collaboration with the’ finance team and the logistician :
  • Track expenditures made and/or to be made for ALAPAJ project activities for better control of expenditure levels per line in the validated budget ;
  • Organize a weekly meeting to monitor the consistency of expenditure with respect to the project budget ;
  • S’ ensure that the materials purchased and assigned to the project are well used and properly inventoried by the logistics manager.
  1. As Project Coordinator ALAPAJ
  • Participate in the’ needs assessment for new projects as well as for ongoing projects
  • Search the’information needed to prepare project proposals
  • Advise the National Programme on the feasibility of projects and on the’implementation strategy before the project is launched
  • Participate in the preparation of Budgets for project proposals in general and those of the tertiary sector in particular,
  • Support the National Programme Officer in reviewing all budgets submitted by the field teams.
  • Attend, in consultation with the national programme officer, planning meetings useful for the management of projects
  • Prepare’implementation guidelines for tertiary projects
  • Participate in the evaluation of projects and ensure that budgets and proposals translate these evaluations.

Profile sought

Training

Have a minimum BAC + 3 university degree in the area of intervention selected ( Sociology, Management and Project Management or other equivalent area … )

Knowledge and Experience

Practical experience in the design, implementation, monitoring and evaluation of emergency or development programs / projects

At least two years of professional experience in a recognized humanitarian NGO in program management ;

Experience in evaluation, preparation of proposals and budgeting of projects and narrative and financial reports

Good knowledge in current application of Word, Excel, Outlook, MS Project and Powerpoint software.

Basic skills

Development and management of results-based programmes/projects

He/she contributes to the achievement of results through basic research, analysis and effective monitoring of project implementation. Its analytical capabilities allow it to identify opportunities for project promotion and participate in their formulation by ensuring that the rigor required by JRS in this area has been respected/observed.

Innovation and promotion of new approaches

He/she improves strategies for the implementation of existing projects, documents and analyses innovative strategies, best practices and new approaches to exit strategies.

He/she must be able to adapt quickly to changes that may occur during the execution of projects.

Languages

Mastery of French (read, written and spoken) is required and a good level of English (read, written and spoken) is desired.

Knowledge of the’Arab would be an asset.
