HORIZONT3000 specializes in the assistance, coordination and monitoring of projects and programmes as well as in the provision of technical experts in countries of the global south. HORIZONT3000 assists over 150 projects (through funding and experts) in 14 countries in Africa, Latin America and Oceania. Thematically, HORIZONT3000 focuses on two sectors: Civil Society and Human Rights as well as Rural Development and Natural Resources Management with promoting Gender equality as a cross-cutting issue.
HORIZONT3000 interventions target the most vulnerable population groups, such as smallholder farmers, marginalized women, children and youth, human rights groups as well as indigenous populations. Through its presence in the regional and country offices, HORIZONT3000 cooperates and engages through an open and constructive dialogue with local partner organizations and beneficiaries guaranteeing a participatory approach and ensuring relevance and sustainability.
In the years 2016-2018 HORIZONT3000 was confronted with several cases of fraud and corruption among partner organizations which led to project cancellation in East Africa. In response, the HORIZONT3000 management developed the transparency project with the Goal**” Zero tolerance to corruption in HORIZONT3000 and among partner organizations in Uganda, Tanzania and Kenya.** “The project is implemented in phases: phase 1, 2016-2018, phase 2, 2020& 2022 and now phase 3,2023-2026.
The Transparency project focuses on raising awareness about anti-corruption, empowering and equipping HORIZONT3000 staff with the knowledge and skills to detect, prevent and combat corruption in their work through training and developing standard tools (due diligence checklist, traffic light system for categorizing partner organizations, revision of the monitoring standards for partner visits, etc.)
HORIZONT3000 has planned to conduct a 2 days training on: Detection and Prevention of Corruption within the Non Government Organization Sector in East Africa for her Partner Organizations and staff.The goal is : “To equip the partner organizations and staff with the knowledge and skills and empower them to detect, prevent and combat corruption in their work.”
The mode of training will be hybrid using both online and physical approach and will be facilitated by a consultant for 2 days. All partners in Uganda, Kenya and Tanzania will organize their teams in a room/location where they will access the training on an internet enabled tool such as a computer and projector enhanced with speakers and be able to interact with the consultant. The HORIZONT3000 staff in Uganda on the other hand, will be mobilized to attend the physical training in a conference room/hotel.
The training programme will be shared early enough with both online and physical attendees and should provide for break offs for break tea and lunch by both categories of participants. The consultant is expected to organize the training as though all participants were in the room and give opportunity for discussion, group work etc. There will be both pre and post-tests to gauge the level of knowledge gained from the training among participants.
The training is targeting 21 H3000 staff and a number of partner organizations each presenting 5 people (project coordinator/manager, accountant, ED, Board Treasurer and Chairperson) in Kenya, Uganda and Tanzania and new staff at the H3000 Regional Office. Total expected number of participants, 105(online)+18= 123. Some Partner organizations have their board members outside East Africa in Countries like German and USA and these are likely to join too.
HORIZONT3000 will rely on the consultant (s) to come up with the appropriate methodology, tools and approach that will be fine tuned during the inception meeting. Overall the methodology will be participatory in nature.
HORIZONT3000 seeks for the services of the consultant (s) to facilitate this training on the 14th and 15th of November 2023. The Consultant will work under the supervision of the Finance Manager.
The consultant (s)should possess;
- Have at least a Master degree in the relevant field
- Strong background in anti-corruption, fraud prevention and internal control systems for non -profit organizations preferred.
- Experience facilitating capacity development trainings using participatory methods both physical and virtual.
- Strong analytical and writing skills;
- Proven organizational, interpersonal and communication skills
- Fluency in English and Swahili
