YOUR POSITION AND RESPONSIBILITIES

Under the supervision of the Zone Coordinator, you will have overall responsibility for your intervention zone, which includes all ACF bases in Ituri. You will supervise the development and implementation of programs according to the ACF mandate and procedures, you will ensure a leadership position and coordinate the activities of the program and support teams.
Your missions will be as follows:
– Develop the strategy in Ituri, in line with the orientations of the mission, and coordinate the implementation of this strategy by involving the teams: continuous analysis of the humanitarian context, Emergency Preparedness and Response Plan , base plans, etc.
– Participate in external relations and discussions on the development of project proposals, and coordinate the implementation of programs in Ituri: represent ACF with Humanitarian Fora, national authorities and provincial partners; participate in donor visits and meetings; manage the Memorandum of Understanding and project proposals or identify program risks.
– Manage ACF base teams in Ituri: participate in recruitment, organize weekly meetings, organize evaluations, identify training needs, facilitate good communication between team members or monitor the social climate.
– Ensure internal and external reporting according to the planned formats and deadlines, as well as the functionality of accountability mechanisms, the fight against fraud and against cases of SEA: manage the development of a weekly Sitrep, communicate on progress and difficulties in Ituri, manage budget monitoring, coordinate the reporting activities of Program Managers or even contribute to the drafting of donor reports.
– Ensure security management in Ituri: monitor the evolution of the security environment through the collection and analysis of information, maintain an effective network with local stakeholders, establish the local security plan, guarantee compliance with security rules.
– Supervise and guarantee the smooth running of support function activities: closely supervise the Support Manager, ensure a good level of communication and synergy with the coordination teams in charge of support activities / the tec teams YOUR
PROFILE

You have a Master’s degree in project management or social sciences, ideally in coordination of humanitarian programs, international development, international relations or related to ACF’s areas of activity.
You have at least 5 years of professional experience in the operational management of humanitarian programs and in an emergency context.
You have at least two years of international experience in an emergency management position in an NGO.
You have excellent capacities for strategic analysis of the humanitarian context and representation with donors, partners and local authorities and strong communication skills.

YOUR CONDITIONS OF EMPLOYMENT

– Fixed-term contract under French law: 6 months
– Gross monthly salary: from 2597 to 2968 EUR depending on experience
– Retirement insurance reimbursement for non-French citizens: 16% of the gross monthly salary
– Salary increase basic: 6% every 12 months of continuous contract
– Per diem and monthly living expenses: 1031EUR net, paid in the field
– Monthly context allowance: 450EUR
– Child allowance: 1500EUR per year and per child present in the country of origin (ceiling of 6000EUR/year)
– Transport and accommodation: Coverage for travel and collective accommodation
– Medical Coverage: 100% of coverage for health contributions (CFE + supplementary health) and repatriation insurance
– Salary maintenance schemes (illness, maternity, paternity)
– Leave and RnR: 25 days per year of CP and 20 RnR per year; payment of the ticket with ceiling to go to the chosen break zone, and 215EUR fixed compensation per RnR
