ToR for Program Baseline assessment At Oxfam

1. General Background

Oxfam is an international confederation, Oxfam has been working in the Occupied Palestinian Territories (OPT) since the 1950s, where a country office was established in Jerusalem in the 1980s. Oxfam mainly works in the most vulnerable communities, such as Gaza, East Jerusalem, and Area C, of the West Bank where the Israeli Government maintains full military and civil control.

Oxfam is looking for a consultant to conduct a baseline study for the “Masarouna, Our Pathway Program”. **

2. Program background

Masarouna is a five year regional program, that is implemented in six countries: Egypt, Iraq, Jordan, Lebanon, the Occupied Palestinian Territory (OPT) and Tunisia.

The program aims to mobilize the power of young people (YP), aged 18-35, for collective action in MENA to support their fight for greater freedom of choice and respect for their SRHR through new and innovative pathways for change and support their work for greater freedom of choice and respect for their Sexual and Reproductive Health and rights. The program will work on strengthening youth engagement in civil society towards influencing decision makers and society to address inadequate legislation and harmful traditional norms that affect their SRHR. Additionally, the program will work on strengthening civil society and the formation of new partnerships and alliances to lobby and advocate for SRHR and opening up space for their voices.

The program Strategic Objective: young people in targeted MENA region achieve more freedom to enjoy their SRHR in inclusive societies.

The program has two pathway of changes with the following long-term, intermediate and early outcomes:

Pathway 1: Lobby and advocacy with YP for their SRHR

Long-term outcome 1: Decision-makers have formulated (and implemented where possible) policies, and/or removed/amended harmful policies, to enable young people to enjoy their SRHR.

Intermediate outcomes

1.1 Decision-makers demonstrate greater accountability, responsiveness and awareness around more inclusive youth-friendly SRHR.

1.2 Young people increasingly engage in advocacy efforts for policy and practice changes on SRHR.

1.3 Social norms have shifted (including among public and private actors) for more support on SRHR needs and issues of YP.

Early Outcomes

  1. YP and civil society are capacitated to advocate for safe, adequate and inclusive SRHR information and services.
  2. YP have increased knowledge and skills to claim their SRHR.
  3. Public awareness of the importance of SRHR for YP is enhanced.

Pathway 2: Strengthening civil society and reclaiming civic space

Long-term outcome 2: A stronger, inclusive and transformative CS movement has contributed to an enabling environment and amplified the voices of YP to claim and exercise their SRHR.

Intermediate outcomes

2.1 CSOs working with YP are empowered to form partnerships for collective advocacy on SRHR.

2.2 CSOs and social movements working with YP have adapted to shifting civic space and reclaimed space through movement building and stronger innovative alliances.

Early outcomes

  1. CSOs working with YP have increased their civic space influencing capacity (online/offline) on SRHR and have increased their organisational capacities
  2. CSOs have created safe spaces to provide YP with a platform to connect on SRHR issues.
