Project Summary:

Creative Associates seeks a Deputy Chief of Party/IR Lead (DCOP/IR Lead) for the anticipated USAID-funded Sri Lanka Social Cohesion Activity which seeks to support Sri Lanka’s continued journey toward reconciliation by facilitating constructive interaction across diverse entities and identities to address grievances and misperceptions, fostering inclusive and transparent collaboration to improve equitable access to services and socioeconomic opportunity, and building individual and institutional capacities and leadership to interrupt existent or potential cycles of violence.

Position Summary:

The DCOP/IR Lead will be responsible for overseeing and managing the technical implementation in close coordination with the COP to ensure the program achieves results.

Responsibilities

Responsibilities:

  • Directly support the Chief of Party (COP) in the design, rollout, and daily management and implementation of program activities;
  • * Collaborate with COP and contribute to the design and implementation of overarching program goals and strategies, and implementation of tools or processes necessary in reaching determined goals and strategies;
  • * In coordination with the COP, oversee the development and monitoring of the project budget to ensure the activity meets it spending projections and that expenditures are in compliance with Creative and USAID policies and regulations as well as the scope of the program’s budget;
  • * Work with technical leads and project partners in each location to ensure a shared vision for project activities and outcomes, address implementation challenges, and encourage the sharing of best practices and project successes;
  • * Develop innovative technical strategies for improving program impact;
  • * Supervise and provide program management support to technical implementation staff to ensure effective and timely management of all activities and initiatives;
  • * Mentor, guide, and supervise implementation staff; support and develop efforts for staff professional growth;
  • * Liaise with governments officials, maintaining professional relationships and forming new ones that support program implementation and a contextual understanding of the operational environment;
  • * Ensure the timeliness, cost, and quality implementation of activities performed;
  • * Contribute to the development of the annual work plans, work plan budget and other program management tools that identify key objectives, responsible staff, deliverables, and potential challenges, etc.;
  • * Oversee staff capacity-building across the program and provide evaluation and workforce management to ensure their continued growth;
  • * Collaborate with all local stakeholders and implementing partners and other implementing partners, to ensure that all activities conform to requirements and regulations
  • * Coordinate with Team Leads and Technical Advisors to ensure harmonization of project approaches across technical and geographical areas
  • * Serve as Acting Chief of Party as required.
  • Qualifications

Qualifications:

  • Minimum 8 years of experience working on donor-funded projects in a related role: social cohesion, reconciliation, and/or peacebuilding
  • * Minimum three years of field experience on USAID-funded or similar projects, including supervising experience leading and mentoring host-country teams.
  • * Experience working in developing countries, preferably complex and challenging field operations.
  • * Experience with a donor, contractor/IP, or international NGO managing an office.
  • * Fluent in USAID policies and proceduresin regard tohuman resources, financial management, financial reporting, and operations procurement processes, systems, and grants management.
  • * Former and/or acting technical DCOP experience strongly preferred.
  • * Fluency in written and spoken English required; proficiency in Tamil and/or Sinhalese preferred.
  • Position contingent upon donor funding.
