The Deputy Country Director (DCD) plays a pivotal role in supporting the Country Director with program implementation and the day-to-day management and coordination of program activities. The DCD is responsible for supervising Chiefs of Parties, and GC-WBG core Finance, Procurement and Compliance, People and Culture and Operations/Security/IT Directors as well as Strategic Growth and Business Development Senior Manager to ensure the effective execution and implementation of program activities, the establishment of program quality systems, sound financial and procurement processes and the timely reporting to donors. Working closely with the Chiefs of Party, the DCD leads donor relationships and serves as the main contact with HQ for all program, finance, contract, and HR activities.
Additionally, the DCD collaborates with the Country Director on various aspects, including business development, policy matters, donor engagement for new initiatives, external stakeholder relations, and crisis management. In the absence of the Country Director, the DCD assumes the role of Acting Country Director. The DCD is based in the West Bank and reports directly to the Country Director.
Responsibilities
Responsibility Area: Management, Leadership, and Coordination
- Provide program and operational leadership.
- Represent Global Communities along with respective Chiefs of Parties in interactions with donors.
- Lead internal senior management meetings.
- Coordinate donor and stakeholders visits to field sites as needed.
- Represent the Country Director at external and internal meetings as requested.
- Serve as acting Country Director in the absence of the Country Director.
- Directly supervise Chiefs of Party, and Global Communities Palestine Core team.
- Conduct performance appraisals for direct reports, ensure timely and regular feedback and provide mentoring on individual performance.
- Enable a culture of coaching, mentoring, and training of staff to ensure learning and adapting.
- Ensure all program team members understand and perform their duties in accordance with GC’s values.
Responsibility Area: Program Delivery and Development
- Global Communities implements humanitarian and development activities in Palestine, the Deputy Country Director will support the Country Director with overall responsibility for program implementation with oversight over Chiefs of Party, Program Directors, and core functions directors.
- Ensure all programs are implemented according to strategy, work plans, and budget, in addition to meeting indicators and deliverables as per awards’ requirements.
- Collaborate with Chiefs of Parties to establish high standards of program quality, data-driven adaptation, and compliance with all donor requirements.
- Support the Country Director in leading regular Senior Management Team (SMT) meetings and program team meetings to assess progress, facilitate strategic planning, monitor budget utilization, assess the organizational climate, and ensure proper compliance.
- In conjunction with Program Directors and Chiefs of Party under your supervision, determine the appropriate frequency of field visits to ensure the effective implementation of activities, identify programmatic gaps, etc., which may involve up to 30% travel.
Responsibility Area: Finance and Operations
- Oversight of Director of Finance to ensure programs are on track for financial spending, including through the review of spending plans and monthly pipelines.
- Approval of expenses in accordance with the approval matrix.
- Monitor adherence to national, donor and Global Communities’ processes and policies are followed in program implementation, finance management, procurement, and HR processes.
- Oversight of People and Culture Manager regarding hiring, staff satisfaction, staff training, benefits, and organization environment.
Responsibility Area: Reporting and Knowledge Management:
- Accountable for timely delivery of all agreement deliverables
- Oversee compilation of monthly and quarterly reports, ensuring accuracy and timeliness
- Ensure quality control over all deliverables under the program by reviewing report drafts, and drafting content, as necessary.

Knowledge, Skills and Abilities
- Proven ability to work in a fast paced, demanding environment, often working under pressure in insecure environments.
- Ability to process information and synthesize for key decision- makers.
- Knowledge of partnership management best practices, including working with local NGOs, CSOs or national development and humanitarian response mechanisms.
- Strong cross cultural communication skills.
- Strong interpersonal and representational skills.
- Knowledge of development and humanitarian response coordination structures, mechanisms, and standards.
Qualifications
- Undergraduate degree in a related discipline and a minimum of eight years of related work experience or a minimum of 12 years of related work experience.
- Post graduate degree preferred.
- At least six years of experience in complex emergencies.
- At least five years of experience in a senior leadership capacity in an international post.
- Demonstrated experience delivering or overseeing development and humanitarian assistance programming.
- Demonstrated experience managing partnerships or locally led projects (through small and large grants), including overseeing capacity assessments, capacity development plans and co-creation with local partners.
- Competent understanding of US government rules and regulations and prior experience working with USAID funding required.
- Excellent communication skills, both written and verbal, including ability to effectively communicate across cultures and demonstrated ability to write required documents in a clear, concise, well-organized manner.
- Excellent interpersonal and relationship-building skills, including with donors, partners, direct reports, supervisor, and colleagues.
- Demonstrated experience managing complex, multi-sector development and humanitarian portfolios.
- Working proficiency in English required. Knowledge of Arabic is desirable.

- Must have U.S. work authorization.

Salary and Compensation
The estimated salary for this position is between $126,794 and 174,369. Final salary will be based on several factors including qualifications, geographic location, experience, and internal equity. Global Communities provides a comprehensive benefits package; please note that this position is not eligible for allowances.
