MdM has been present in Madagascar since 1986 on long-term, recovery and emergency programs. The mission currently has a national office and four operational bases: Antananarivo, Tamatave, Mananjary and Ambovombe.
MdM has been operational in the Mananjary district since February 2022 following successive cyclones. The association is developing an integrated healthcare offering through mobile clinics. MdM is currently implementing a post-cyclone recovery program funded by the European Union, an emergency response program focused on protection in coordination with Humanity Inclusion funded by ECHO, as well as two CMs funded by UNICEF.
As part of its cyclone and nutritional emergency responses in the South-East, Médecins du Monde is launching a new program in the districts of Mananjary and Nosy Varika, Vatovavy region, jointly with CARE International. In partnership with the authorities and humanitarian actors in place, the program will help reduce morbidity and mortality and alleviate the food insecurity situation of populations affected by successive shocks in the region.
To this end, MdM supports the entire health pyramid on most of its intervention programs and defends a holistic approach to access to care, integrating access to SRH services and the prevention and management of violence. based on gender. An advocacy strategy is developed around the issues of access to sexual and reproductive health rights, free emergency care, and consideration of issues surrounding GBV.
The mission has approximately 107 employees. The main donors are the European Union, the Crisis and Support Center, BHA/USAID, Monegasque cooperation, Expertise France, UNICEF and the L’Oréal foundation.
JOB DESCRIPTION :
Under the supervision of the site coordinator, you guarantee technical support for improving the quality of medical activities as part of the MdM response on these emergency and recovery projects in the districts of Mananjary and Nosy Varika in the region Vatovavy.
More specifically, your main responsibilities are as follows:
Assistance to field medical teams
- Identify and carry out training for the benefit of MdM medical staff and its partners
- Supervise MdM teams to ensure the quality of post-training activities and compliance with protocols
- Analyze and propose an organization of activities in accordance with MdM processes and directives and supervise them
- Ensure that MdM and donor standard operating procedures are implemented regarding logistics, budget, administration and human resources
- Analyze and propose management of the resources necessary for activities (logistics, finances, HR) in consultation with administrative and logistics managers
- Carry out medical consultations in your area of expertise
- Analyze and propose the assessment of medical needs, also including medication needs
- Analyze and propose the modalities and optimal monitoring of medical or non-medical equipment, materials and consumables and their proper use
- Supervise the quality of health care in the program’s CSBs, with regard to state therapeutic protocols in force and WHO standards by supervising health workers and preparing and supporting them in the implementation of corrective actions
- Report monthly to the coordination of reports generated by the activities carried out.
Technical reinforcement of medical teams
- Participate in the development of the skills of MdM’s medical and GBV/protection teams by identifying training needs, contributing to the creation of training modules if necessary and implementing this training
- Develop training curricula
- Implement, supervise, systematize data collection within the operational team
- Analyze the data produced by the medical activities carried out and submit this analysis to the coordination teams
- Share this analysis with communities using our healthcare offering during community meetings
- Develop tools to facilitate the application of new skills.
Team management
- Manage and motivate your team’s staff: information, objective setting, activity monitoring, vacation management, staff recruitment, discipline, security, training, performance evaluation, skills management
- Plan, monitor activities and execute corrective actions if necessary
- Advise, serve as an intermediary and support the measures to be adopted in the event of difficulties, malfunctions and/or incidents.
Reporting et communication interne
- Produce training reports
- Participate in the writing of the monthly siterep
- Actively participate in meetings of the MdM internal team and the consortium team if applicable
- Participate in context analysis as well as risk analysis
- Ensure reporting of your operational activities
- Prepare periodic epidemiological reports, training medical staff in this exercise
- Train medical staff in the use of data collection tools provided by MdM
- Prepare an end-of-mission report at the end of your contract.

Doctor, midwife or nurse with experience in IMCI, PECMA, SRHR and in a hospital environment
