The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide appropriate assistance with a rights-based approach to refugees, asylum seekers, displaced persons internal, repatriated and migrants. DRC has been present in Colombia since 2011 with a focus on Humanitarian Mine Action (HMA) and providing support to the population affected by the conflict in the south of the country, but in 2018 it expands its operations in response to the Venezuelan crisis. DRC Colombia currently implements a humanitarian response focused on protection for Venezuelan and returned Colombian refugees and migrants in Colombian cities such as Riohacha, Barranquilla and Bogotá, currently also incorporating activities in the municipality of Barbacoas and Norte de Santander.
About work:
Provide administrative assistance, technical support and ensure that program and project activities are carried out safely, sustainably and effectively.
This role is nationally focused and ensures compliance with DRC procedures and guidelines in the country. Its function contributes to the development of national strategies, which translate into the development of action plans and daily tasks. In addition, it provides support and technical guidance to the national operation. Therefore, it is expected that this position will not be held exclusively in Bogotá, but will include regular trips to the field and extensive participation in the field in coordination with the Security Coordinator.
Responsibilities:
Communication and information:
- Support the Security and Access (S&A) Coordinator in communicating and coordinating with relevant stakeholders on all matters related to the security of DRC personnel within the country.
- Collect, verify, analyze and communicate information that affects or may affect DRC operations.
- Analyze and provide technical advice to Security Incident Reports (SIR) from field offices, keeping the internal database updated.
- Provide technical support when necessary to field officers.
- Prepare monthly security and access reports and follow up on monthly reports from field officers.
- Write and disseminate security alerts to staff when necessary.
- Inform visitors and new staff members of safety procedures.
- Actively participate and contribute to DRC Colombia’s “Hard to Reach” initiative.
Security management:
- Contribute to security risk assessments (SRA) when requested by the S&A Coordinator
- Support the S&A Coordinator in remote and field support and technical assistance when necessary, contributing to the design, development and execution of humanitarian access strategies.
- Support the S&A Coordinator to ensure compliance with MOSS.
- Support the S&A Coordinator in conducting visits to support officers on the ground and ensure that SOPs and intervention strategies for principled humanitarian action are appropriately implemented and contextualised.
- Develop on-the-ground assessments and advise on preventive and mitigation measures where necessary.
- Ensure tracking of documentation updates based on the Security Level System (SLS).
- Support the S&A Coordinator in the design and implementation of training on safety procedures for staff.
- Maintain a network of contacts and represent DRC in security and access meetings when necessary.
- Any other task related to the nature of the work as indicated by the supervisor.
- Support to the S&A Coordinator in the development of the DRC Access Tool.
Humanitarian Access:
- Support the S&A Coordinator in monitoring access challenges and limitations throughout the Mission.
- Support the S&A Coordinator in developing staff capabilities at the field level and managing strategies.
- Support the S&A Coordinator in managing incidents related to humanitarian access.
Minimum required experience and skills.
- Minimum 2 years of relevant experience in security operations and management and/or humanitarian access.
- Full professional command of English and Spanish.
- Demonstrated ability to prioritize tasks and meet deadlines.
- Stable, moral and robust character and good teamwork.
- Excellent communication skills.
- High personal and professional integrity.
- Excellent command of MS Word, Excel and PowerPoint.
Desirable
- Training in safety, fire and evacuation procedures.
- Safety training (HEAT, PAST or similar).
- Experience negotiating access for humanitarian organizations or other agencies.
Education:
Relevant university qualification (e.g. political science, international development) or equivalent.
Languages
- Full professional command of English and Spanish.
