About the role: This is a 6-month unaccompanied position based in Goz Beida, Chad, with a Grade 3 salary of €39,911 – €44,346 per annum, plus benefits.
In response to the influx of displaced people to Chad following the crisis in Sudan, Concern Worldwide has developed a multi-sectoral emergency response in Sila and Ouaddaï provinces, Eastern Chad. Concern’s programmes seek to improve access to drinking water, sanitation and hygiene for displaced people and host populations in camps, transit sites and settlement areas. Concern is looking to recruit an Emergency Programme Manager specialising in WASH to implement emergency activities in its area of operation.
You will report to the Area Coordinator for the Sila Province and manage the WASH Programme Assistant. You will work closely with the other health/nutrition colleagues and cross-cutting Programme Managers. You will liaise regularly with the coordination office in N’djamena, in particular with the Programme Director, the MEAL Manager, the Supervising Engineer and the Logistics Coordinator.

Your role: The Emergency WASH Programme Manager (PM) is responsible for ensuring that the WASH components of emergency projects are implemented in accordance with the proposal, the project plan, Concern’s humanitarian standards and guidelines/vision on access to water, sanitation and hygiene. The Emergency WASH PM provides support on the hardware and software components of the project. While the WASH Programme Assistant oversees the day-to-day operations in the field, the Emergency WASH Programme Manager will supervise and advise on the WASH technical areas, monitor the quality of the programme and provide support for the coordination of activities with humanitarian actors and provincial technical services.
You will be responsible for :
Programme management
- To ensure effective and efficient management of the implementation of the WASH components of emergency projects, in accordance with project proposals, donor requirements and Concern’s and humanitarian standards;
- Ensure timely production and submission of project reports and budget revisions;
- Manage the technical WASH aspects of projects by supporting the Concern team in the design, planning and implementation of WASH activities;
- Promote and ensure appropriate participation and equitable access for programme participants and communities through appropriate mechanisms;
- Participate in joint assessments and planning of responses with other teams, follow up on recommendations and assist in the development of funding proposals, where appropriate, to support Concern’s WASH programmes in Chad;
- With the other members of the Concern team, ensure that inequalities, risks and vulnerability are analysed, mitigated and taken into account in the planning, implementation and overall management of the project;
- Promote interaction with other emergency response sectors to ensure a multi-sectoral vision
Technical programming
- Provide support and implement WASH projects, with a focus on engineering (drinking water supply and sanitation) and the sustainability of WASH interventions, as well as linkages with hygiene promotion;
- Provide technical support and advice to engineers on the preparation of technical drawings and specifications for tenders;
- To provide technical support and advice to the hygiene promotion, in designing effective hygiene promotion campaigns adapted to the context;
- To develop standard operating procedures (SOPs) including a system for monitoring project activities to ensure a good understanding by the team and promote learning.
Coordination and leadership
- To share information about Concern’s activities and work and to promote good relations and collaboration with other stakeholders;
- Actively participate in inter-agency WASH coordination with relevant WASH actors at district level and participate in the national WASH cluster meeting when appropriate;
- To develop strategies and plans that contribute to raising Concern’s profile as an expert organisation in the WASH sector.
Monitoring and assessment
- To manage the WASH components of projects in accordance with the programme’s logical framework and monitoring and evaluation plan, and to ensure that teams are accountable and understand the processes;
- Develop and promote a comprehensive monitoring system to follow the progress of activities;
- Develop and maintain a monitoring system to ensure the correct use of equipment dedicated to activities;
- Ensure that the team is aware of and understands M&E requirements and methodologies and that they understand their roles and responsibilities;
- Ensure that information on programme activities and beneficiaries is regularly captured, stored and analysed in accordance with the established monitoring and evaluation plan;
- Lead regular and annual data collection and analysis initiatives;
- Ensure that beneficiaries have access to feedback mechanisms and that data is monitored and responses given in a timely manner.
Reporting and compliance with donor requirements
- Prepare high-quality and timely internal and donor reports for the programme, in accordance with donor requirements (narrative and financial);
- To contribute to the development of high quality concept notes and proposals for WASH programmes;
- Lead the documentation (i.e. in the form of technical notes, etc.) of lessons learned and best practices from the WASH programme.
Human resources
- Recruit, manage and support programme staff, ensuring that there is a clearly defined reporting structure, up-to-date job descriptions and reporting mechanisms for each team member;
- To ensure that team members are aware of the policies and procedures relating to the key concerns that affect their work and, with the support of others, to provide regular briefings on these policies, including the Code of Conduct and associated safeguarding policies,, Security Management Plan etc. Contribute to the implementation of these policies;
- Help to provide or coordinate the training needed to carry out quality activities;
- Agree SMART performance objectives for all direct reports, and ensure that all team members have properly set objectives and that performance appraisals are carried out in a timely manner;
- Monitor and review performance and hold staff accountable for meeting success criteria; provide corrective feedback where necessary and take decisive action in the event of poor performance;
- Take active steps to address equality issues, including gender, in programme and operational activities (e.g. HR);
- In coordination with the Human Resources Manager, to ensure adequate monitoring of the team, including the management of annual leave and recuperation;
- Strongly participate in and promote gender equality within the organisation.
Financial management
- Manage the programme budget dedicated to WASH activities, including regular monitoring of expenditure against budget, in line with Concern’s financial procedures and guidelines while building the capacity of the WASH Assistant to improve their budget management skills;
- In collaboration with the Area Coordinator, review financial reports and report any discrepancies to the Finance Department;
- Prepare internal budget reviews with the support of the sector coordinator and the finance team and in accordance with the timetable, while building the capacity of PM assistants to improve their budget management skills;
- Develop a clear work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget and timetable;
- Assume overall budgetary responsibility for WASH programmes.
- Support the finance team to ensure regular payments in the field;
- Ensuring that the WASH department complies with the financial process to guarantee the organisation’s compliance.
Security
- Ensure that all programme staff comply strictly with the Safety Management Plan (SMP) and SOPs;
- Ensure that staff communicate safety incidents and concerns in a timely manner;
- Provide timely security information, updates and alerts to the Area Coordinator or Country Security Focal Point or Systems Director.
Accountability
In line with Concern’s commitments under the Core Humanitarian Standard (CHS):
- actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
- work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
- work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
Other
- Supporting the implementation and updating of Concern Chad’s Country Strategy;
- Fully adhere to the commitments and rules of Concern’s Code of Conduct and associated safeguarding policies, including respect for confidentiality and accountability;
- Report any breaches of Concern’s Code of Conduct and safeguarding policies, as well as anti-fraud and whistleblowing policies, to the appropriate manager; this is an obligation for all staff
- Undertake any other relevant tasks that may be assigned by the Area Coordinator or Programme Director.
Your skills and experience will include:
Education, qualifications and experience required :
- Qualifications in civil engineering, hydrology or groundwater resources
- Practical experience in managing water and sanitation projects (catchment of springs, repair of hand pumps, boreholes, construction of wells, low-cost sanitation, etc.); sustainability of water points, training of WASH committees, etc.
- Practical experience in developing hygiene promotion campaigns in rural areas.
- Practical experience in developing a community-based approach to water, sanitation and hygiene in general.
- Practical experience of ensuring gender promotion and inclusion in the WASH sector.
- Relevant experience in emergency, post-emergency and rural recovery contexts.
- Experience in water analysis and testing.
- Experience in a complex and unstable environments.
- Good knowledge of spoken and written French and English.
- Proven track record in effective project and people management.
- Experience of coordinating WASH activities
- Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
