Tdh has been working in Palestine for 50 years and has current partnerships with 10 local organizations in Gaza and five local organizations in the West Bank, including East Jerusalem, with a primary focus on protection (including MHPSS, child protection and GBV), education, cash for protection and Multipurpose Cash Assistance. Today, Terre des hommes is committed to offering support to the population of the Gaza Strip suffering from the ongoing hostilities.
Tdh in Gaza, oPT Palestine:
The Gaza Strip faces a severe humanitarian crisis, with 1.5 million internally displaced persons due to ongoing hostilities, seeking refuge in UNRWA facilities, hospitals, churches, public buildings, and schools. Overcrowded conditions prevail in UNRWA shelters, notably at the Khan Younis Training Centre, hosting 22,100 IDPs, exceeding its capacity tenfold. More than 15% of IDPs have disabilities, but shelters lack necessary equipment, prompting medical issues. Water and sanitation suffer from 120 wells and one desalination plant shutting down due to fuel shortages, leading to a significant drop in water consumption. Food stocks, estimated to last seven days, are hindered by fuel and water shortages. Resource scarcity, security concerns, and closed banks impede access to basic needs, while humanitarian actors struggle to respond due to shortages of electricity, fuel, water, medicine, and essential items. The Gaza Strip experiences a significant reduction in internet access, hampering information transfer. Urgent comprehensive humanitarian response is crucial to alleviate suffering and meet the needs of conflict-affected individuals, particularly children, youth, and pregnant or lactating women.
Responsibilities:
- Participate to exploratory missions, initial strategies, and implementation.
- In close coordination with the Emergency Base Coordinator and the Fin-HR Manager/coordinator in capital, defines, analyses, and monitors the project’s HR and Financial operational needs and the associated budgets. Proposing corrective actions when required.
- Planning, supervising, and ensuring the implementation of the associated processes (recruitment, training, briefing, induction, evaluation, potential detection, development, and communication) of the project staff.
- Ensuring hiring, amendments, and contract termination formalities for employees at project level are according to local labor laws.
- Supervising/performing payroll procedures, ensuring that all data related to monthly salary calculation of the project national employees are correctly entered in HOMERE or the HR software in use in the county.
- Implementing circuits and workflows (management of cash boxes, transfers, advances, purchase procedures, payment validations, follow up of regular payments, bank reconciliation)
- Being responsible for all movements and/or accommodation of staff in the Project.
- Ensure the initial implementation of Tdh finance and HR tools.

Profile:
- Diploma or degree in management, business administration and/or Human Resources.
- Minimum of 2 years of professional experience in a similar position
- Significant experience of working in emergencies and conflict zones in NGO
- Fluency in Arabic and English is essential.
- Proficient in the use of Microsoft Office Suite
- Able to work in unstable, uncertain, or potentially dangerous environments, independently and in a team.
- Management capacity and excellent interpersonal communication skills.
- Strong cross-cultural communication and resilience skills.
- Strong sense of confidentiality, conflict management and promotion of a healthy work environment
- Able to establish and maintain effective working relations with people of different cultural backgrounds.
Conditions offered:
- Swiss contract
- Gross monthly salary between 4200 CHF and 4900 x13,36 months
- Insurances: sickness, accident, repatriation
- Annual leaves: 25 days/year
- Flights to duty station and back
