Overview of position:
The SIERY project aims to enhance economic & social wellbeing for Yemeni, in particular for the poorest & most vulnerable, through strengthening local governance & local economic development across 45 districts in 9 governorates.
A key component of the project is the support to implementation of governorate priorities, including but not limited to rehabilitation & / or construction of education, health, road, water & market infrastructure.
The work is carried out by local contractors through various Responsible Parties (RPs) & our client directly.
Role objectives:
Under the guidance of the Chief Technical Advisor & direct supervision of the National Coordinators Institutional Resilience & Economic Resilience & Engineers, the Consultant Engineer will:
Review the needs assessment, design & BoQ / specifications of different solar system projects in:
Hadramaut:
Supply & installation of solar systems for schools.
Supply & installation of solar systems to wells.
Taiz & Ibb:
Supply & installation of solar system for 4 water projects.
Hodeidah & Hajjah:
Supply & installation of solar system for 1 school.
Supply & installation of solar system for 2 health clinics.
Supply & installation of solar system for 1 handicraft center.
Responsibilities are to review the needs assessment, design & Bills of Quantity (BOQ) / specifications of different solar system projects:
Review assessments / verifications prepared by 3rd parties.
Review BoQ / technical specifications, cost estimates & scope of work pertaining to solar energy projects prepared by 3rd parties.
Review technical documentation prepared by 3rd parties.
As applicable develop the internal cost estimation of the 10 projects, in line with the current market prices, based on the final technical documents such as BoQs, designs, & SoW.
Key deliverable is to:
Review of assessments, designs & BoQs / specification of 10 projects.
Project reporting:
The consultant will report directly to the relevant National Coordinator & our clients Engineer.
Key competencies:
Bachelor’s degree in electrical / solar engineering or related field with a minimum 7 years of relevant work experience in engineering or related field (if master’s degree, this is reduced to 5 years), including understanding of technical drawings & BoQs.
Experience with social, environmental & health standards.
Experience in the relevant field of electrical engineering, especially design & design review, assessment etc. of solar systems.
Experience in preparation / review of BOQs, specifications, cost estimates etc. for different electrical works as per international standards or best practices.
Fluency in English & Arabic, both written & oral is required.
Excellent computer literacy excellent communications, report writing & analytical skills.
Knowledge & experience in ensuring consideration of construction for people with disabilities.
Discretion & sound reasoning in dealing with sensitive matters, ability to independently solve complex & challenging problems.
Strong planning & organizational skills, ability to handle planning multiple concurrent projects / activities.
Excellent interpersonal skills, ability to establish & maintain effective working relations with sensitivity & respect for diversity.
Ability to work under pressure & meet deadlines.
Demonstrated ability of analytical & drafting work.
Knowledge of international standards, specifically for electrical design & solar systems works.
Demonstrated technical ability in the relevant field of electrical engineering, especially design & design review, assessment etc. of electrical works (electrical design, implementation & supervision of infrastructure projects, particularly in electrical installation, renewable energy, solar systems etc.).
Demonstrated technical ability in implementation of electrical works projects including solar systems (monitoring, supervising, quality control, overall project management including approval of materials, key personnel, schedule, workmanship, etc as well as verification of executed works as per agreed standards & approving payments accordingly etc.).
Familiarity with computers & word processing (Word, Excel, Power Point).
