Programme Manager – Disaster Risk Reduction Cambodia and Laos At People in Need

Background of the position

In Cambodia, PIN has been active since 2008 through a wide range of initiatives in both long-term development and emergency assistance. Currently, PIN programming portfolio focuses on promoting alternative livelihoods using the market systems development approach, green energy and climate-sensitive market solutions, technical and vocational education and training (TVET) for sustainable jobs creation and disaster risk reduction and resilience in both urban and rural parts of Cambodia.

As part of its Disaster Management and Urban Resilience programme, PIN is currently working on multiple fronts to enhance the anticipatory and preparedness capacities of key disaster management stakeholders in Cambodia, mainly the National Committee for Disaster Management (NCDM), its provincial and district offices, MOWRAM and other relevant stakeholders. Over the past years, PIN has supported NCDM with the design, development and broad-based operationalization of Cambodia’s national flood early warning system “EWS1294”, which has become the official government monitoring and information management tool for predicting monsoon-induced flooding and alerting at-risk communities ahead of potential hazard situations.

In Cambodia, EWS1294 system features 30 active sensors placed strategically across Cambodia’s river network, has 130,000+ registered users and has already sent out 1.8m+ alert messages since its inception. At present, PIN is working closely with NCDM and Cambodia’s cell service providers to upgrade EWS1294 to a broadcasting-based model that will ensure an even broader population coverage.

In Laos,, PIN is piloting a project to develop an early warning system in the southern provinces of Laos, in collaboration with the Ministry of Natural Resources and Environment and the Ministry of Labour and Social Protection. After the successful completing the pilot, PIN will scale up the system in North and South of Laos in order to develop the national system.

PIN’s strategic vision is to continue to invest into Cambodia’s disaster risk reduction landscape by exploring innovative linkages between contextualized disaster management approaches, climate-smart solutions and ways to integrate shock-responsive social protection mechanisms to gradually build resilience of the most vulnerable populations across Cambodia.

Reporting Relations & Interdependencies with Other Functions

The Programme Manager is responsible for overseeing the overall project cycle management of the EWS programming in Cambodia and in Laos as well as assuring program development in line with PIN strategic priorities and identified funding opportunities. The Programme Manager oversees all projects under the EWS programme.

The Programme Manager ensures smooth delivery of all active project components in desired quality standards, including team and stakeholder management, donor engagement, timely internal/external reporting and other related tasks.

The Programme Manager is supervised by the Country Director. The Programme Manager works in close cooperation with Project Managers and Coordinators who are under his/her direct supervision. In case of absence of one or more PMs, and whenever requested by the Country Director, the Programme Manager acts directly as Project Manager for one or multiple project(s), including the necessary representation toward possible third parties involved in the project(s).

The Programme Manager also works in close coordination with PIN’s Finance, MEAL, Communications and Support systems departments as required. She/he also supervises all activities implemented by PIN partners, co-facilitators and external consultants.

Duties & Responsibilities

Project Implementation

  • Supervise and approve the preparation of consistent Action Plans from the PMs under his/her direct supervision.
  • Oversee the development and regular updating of implementation plans that will set out future activities and track progress to date on outputs and activities.
  • Attain the adequate objectives and results in proper quality and in time supported by relevant data.
  • Ensure the requested administrative outputs (narrative and financial reporting, evaluation, with supportive documents, etc.).
  • Communicate and timely solve all necessary changes related to budget, timeframe or project’s Log Frames.
  • Making sure all requirements regarding visibility & reporting are fulfilled, promoting proactively better visibility of PIN´s projects and achievements.
  • Supervision of complying with all given guidelines and procedures, both internal and donor’s ones.
  • Approval of finance, contracts, invoices in PIN’s internal system based on overall knowledge of projects ´implementation.
  • Application of PIN’s internal procedures (such as Code of Conduct, Mission Manual, Security SOPs, etc.) and enforcing the same rules with the team under his/her supervision and with any other support staff connected with his/her duties.
  • Draft, supervise and/or review all necessary reports to donors related to specific project agreements included in his/her sector/program.

Team management

  • Managing the team in a way that PCM of the sector/program is implemented and all team members are supported in case of need to make the whole team perform well.
  • Supervision of the team structure, identification of positions and individuals including their recruitment and if necessary layoff.
  • Supervision of the project team performance.
  • Prepare individual evaluations and appraisals of the staff under his/her direct supervision.
  • Support of professional growth of the staff.
  • Contribute to build up the team spirit and good personal relations.
  • Delegate, if needed and after a mutual agreement, duties and responsibilities within the scope of the project management to other colleagues.

Program development & fundraising

  • Plan and actively search possible ways to develop the programming portfolio, in particular developing new program ideas, researching and suggesting innovative methodologies, and developing new relations with relevant actors and possible experts.
  • Cooperate with HoP and other PIN’s colleagues in fundraising activities, in particular in developing new program/project proposals, conducting needs assessments and negotiating with partners and donors.
  • Proactively network, alongside CD and HoP, with relevant stakeholders in the sector and identify opportunities for developing PIN’s programming portfolio.
  • Work closely with the MEAL team to build a strong database of research studies and data from past/ongoing projects to support development of new grant opportunities.

Representation

  • Represent with local and central authorities, local and international organizations, and other possible stakeholders in the matters related to his/her tasks.
  • Attend and participate actively in Humanitarian Response Forum meetings.
  • Represent PIN whenever requested and expressively delegated by HoP, or CD.

Requirements:

  • Relevant academic degree;
  • At least 2 years of experience in development work, preferably with experience in the Southeast Asian region;
  • Extensive experience managing a conglomerate of complex projects, including multiple stakeholders under tight deadlines;
  • Experience managing ECHO and UN agencies funded projects including an excellent understanding of various donors guidelines/ standards;
  • Experience in program related financial management and budgeting;
  • Experience with projects writing for various donors (ECHO, UNDP, SDC, etc);
  • Demonstrated skills in partnership development and networking with government, civil society and other stakeholders;
  • Technical Knowledge on Disaster Risk Reduction and Effective Emergency Preparedness would be an advantage;
  • Excellent coordination/facilitation and communication skills;
  • Result oriented person able to manage multiple tasks, work under pressure and meet deadlines;
  • Team building and coordination experience;
  • Excellent interpersonal communication/negotiation skills;
  • Demonstrated high level of verbal and written English communication skills.
