Overview of position:
Our client deployed to Mali in January 2013 to conduct an emergency assessment of the situation with regard to explosive threats. In July 2013, the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) was established under Security Council resolution 2100.
With Security Council resolution 2690 (2023), it was decided to terminate the mandate of MINUSMA, effective 30 June 2023, after a decade of continuous activities. The Council requested MINUSMA to initiate the cessation of its operations & transfer of its tasks on 1 July 2023, along with an orderly & safe drawdown & withdrawal of personnel, aiming to conclude the process by 31 December 2023. The liquidation of MINUSMA is set to commence on 1 January 2024.
In alignment with these mandates, our client was engaged to implement a mine action program in Mali. This program aims to support MINUSMA’s liquidation efforts, focusing on ammunition & explosives disposal in the context of camp clearance & explosive ordnance risk assessment for the remaining camps during MINUSMA’s liquidation from 1 January 2024 to 30 June 2024.

Role objectives:
The CTG contracted Operations & Quality Assurance Officer will be responsible for the day to day management of the safe & efficient disposal of munitions & weapons that are awaiting destruction as part of the liquidation phase post MINUSMA withdrawal. S / he shall be responsible for his / her travel arrangements & shall liaise with the Operations Officer assigned to them as supervisor, on all security matters. S / he will report to the Operations Officer & is responsible for the provision & implementation of the following:
Develop, or assist in the development of, detailed ammunition disposal planning & associated range orders & / or weapons disposal operations.
Coordinate, facilitate & / or carry out all operational activities as per agreed disposal plans / weapons disposal operations.
Oversee the implementation, execution & completion of all operational activities carried out by CTG national staff & local labor in relation to ammunition disposal & / or weapons disposal.
Deliver training to CTG national staff & / or local labor personnel on procedures & processes related to the implementation & monitoring of technical & national safety standards.
Ensure all required relevant documentation for all munitions & weapons disposed of, is completed fully, accurate & timely & ensure proper filing, electronically & hardcopy, of this documentation.
Responsible for control & security of explosives & / or disposal equipment used during the disposal of ammunition & weapons.
Understand the International Mine Action Standards (IMAS) & International Ammunition Technical Guidelines (IATG’s).
Assist in the drafting of liquidation phase ammunition & weapons Standard Operating Procedures (SOP) ensuring that they are are in compliance with the IMAS & IATG’s.
Ensure implementation of activities in accordance with approved SOP.
Other tasks as directed by the Operations Officer.

Project reporting:
This role reports to the International Operations Officer.

Key competencies:
Master’s degree or equivalent in business administration, project management, social science, or related field plus 5 years of relevant experience required or bachelors degree or military / police college or junior command & staff course or senior staff qualification combined with 7 years of relevant experience may be accepted in lieu of the masters degree. If a proposed candidate does not have a masters or bachelors degree, s / he is expected to have a license from a government (or professional body approved by a government) to practice his / her profession plus 9 years of relevant experience.
At least 7 years of experience in operations management (military or humanitarian mine action), with at least 4 years proven & applicable experience in management of operations in humanitarian mine action.
Explosive Ordnance Disposal (EOD) Level 3 certification is essential.
Demonstrated experience in training.
Recent EOD / weapons disposal operational field experience (within the last 36 months) in Mali is essential.
Knowledge of the IMAS is essential.
Knowledge of the UN system & procedures is an asset.
Computer literacy, in particular experience of using MS Office & IMSMA.
Fluency in spoken & written English & / or French is a requirement, knowledge of a another UN language an advantage.
