Context:
Under the overall supervision of the Regional Director (RD) and direct supervision of the Regional Monitoring and Evaluation/Risk Management Officer (ROMERO) and in close coordination with the relevant Units/Programmes at the Regional Office (RO) and Country Offices (COs), the Monitoring and Evaluation Officer (Programmes) will be responsible and accountable for supporting the Monitoring and Evaluation (M&E) aspects of regional programmes and activities mainly focused on European Union (EU) Migrant Protection Return and Reintegration Programme (MPRR); and Regional Development and Protection Programme for North Africa (RDPP).
Core Functions / Responsibilities:
- In consultation with ROMERO and Project Managers/ Focal Points, contribute to the development of project standardized M&E framework and related systems including, M&E plan, tools, quality assurance mechanisms, and data collection methods and procedures, including proper use of IOM’s Project Information and Management Application (PRIMA) and the Strategic Results Framework (SRF).
- Work in close consultation with ROMERO and Project Managers/ Focal Points to consolidate and share as necessary relevant M&E information to inform project progress and improvement in line with IOM and donor requirements.
- In line with donor agreements and project, M&E plans, and in coordination with ROMERO and Project Managers/ Focal Points and COs, provide the necessary technical support for successful implementation of project baseline assessment, mid-term and final evaluations, including the development of evaluation ToRs, the identification of the evaluator, as well as the coordination of evaluation processes.
- Work with the project teams to draft management responses to evaluation recommendations and assist with the monitoring of their implementation.
- Document M&E trends and activities and create mechanisms for documenting and sharing learning among project staff and checking that e M&E processes strengthen or feed into Accountability to Affected Population (AAP) mechanisms, where relevant.
- Review M&E plans regularly and check their pertinence to programme goals and objectives in coordination with respective COs.
- Undertake regular field visits to support the implementation of M&E and to identify areas of improvement as well as facilitate access to M&E data for relevant stakeholders.
- Review progress reports of COs, and identify the causes of potential bottlenecks in project implementation and necessary corrective actions.
- Coordinate the effective information flow between COs, core project governance team and relevant Regional Offices; Contribute to and support the process of project data discussion in appropriate fora in a timely fashion, including the good practices, lessons learned and implications for future action; If necessary, create such discussion fora to fill any gaps.
- Coordinate with the ROMERO and Project Managers/ Focal Points and Media and Communication Unit with regards to dissemination of good practices and lessons learned and utilization of the outputs of reports and findings in Public Information (PI) materials.
- Keep abreast of developments in IOM’s Evaluation and Monitoring and Results-Based Management (RBM) functions to ensure compliance with IOM strategies and institutional monitoring and reporting requirements, including for the SRF, the IQ, PRIMA, and other regional M&E planning tools.

Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Operational and field experience in coordination, project management and monitoring and evaluation of migration related projects;
- Strong experience in coordination, communicating and liaising with governmental authorities,UN, international and national non-governmental organizations (NGOs) and other national/international institutions;
- Work experience in the North African region is an asset.
Skills
- Good knowledge of technical cooperation principles, concepts and techniques;
- Good knowledge of monitoring and evaluation concepts, approaches and techniques including qualitative and quantitative methods, participatory approaches, and evaluative methodologies; • Sound knowledge of refugee and migration-related issues, including economic and social conditions of migrants in several countries;
- Knowledge of UN cooperation frameworks and bilateral donor programming requirements;
- Good knowledge of financial and administrative management;
- Effective resource management and mobilization skills;
- Good writing, research, communication and negotiation skills;
- Ability to prepare clear and concise reports;
- High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas;
- Sound interpersonal and teamwork skills; and,
- Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic or French is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
