MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

Context

MdM France has been operating in Ethiopia since 1986 in different types of health projects from long-term interventions to emergency response. MdM France currently has operations in the Afar, Oromia, and Tigray regions for humanitarian response and Harm Reduction. MdM France is implementing emergency response projects in 3 regions of Ethiopia for the provision of integrated primary health assistance for the population affected by multi-facet crises i.e., drought, famine, and inter-regional and communal conflicts. Under Harm Reduction, MdM France is implementing a project for the reduction of gender-based violence among Female Sex Workers in the Afar region.

MdM France has been operating in Tanzania since 2010 on Harm Reduction with drug users & mor recently on SRHR projects. MdM Tanzania mission’s target population consists of AGYWs, MsMs, SWs and PWIDs, affected by violence, stigma and discrimination, facing increased health risks while being excluded from programs and services. Improving access to care for those affected by social violence and health care exclusion and making service delivery more inclusive is at the heart of MdM Tanzania’s country strategy.

Objectives

We are seeking a qualified consultant to conduct Preventing Sexual Exploitation and Abuse (PSEA) training for our [and our implementing partners] staff in Ethiopia and Tanzania missions. PSEA is a critical component of our commitment to upholding the highest standards of conduct in our operations both for beneficiaries and staff members.

The primary objectives of the consultancy are:

  • To enhance the understanding of PSEA principles and guidelines among our personnel working in humanitarian settings.
  • To empower staff with the necessary skills to identify, prevent, and respond to instances of sexual exploitation and abuse.

Activities planned:

  • To deliver comprehensive PSEA sensitization session to all staff members in Ethiopia and Tanzania missions (half day sessions) on all the places of work in the 2 countries.
  • Provide a restricted training to PSEA missions focal point (2 focal points on each base) based on MdM material

Write a post training report with the list of trained staff & overall results of tests for each bases.

Scope of Work:

The consultant will be responsible for:

  • Have a briefing with the PSEA advisor on MdM policies and MdM training material & with the Ethiopia and Tanzania teams in order to adapt the training material to the local context.
  • Coordinate directly with the missions’ team the logistical arrangement for the organization of all trainings & printing of needed materials (posters, leaflet, etc)
  • Delivering engaging and participatory training sessions using a variety of methods such as presentations, case studies, and group discussions based on the MdM training.
  • To ensure that staff members are well-versed in reporting mechanisms and procedures related to PSEA incidents. Conduct pre and post test before & after the training

Qualifications and Experience:

The consultant should possess:

  • Demonstrable expertise in PSEA, with a focus on working experience in NGOs operating in humanitarian settings.
  • In-depth knowledge of international guidelines and best practices related to PSEA.
  • Proven experience in developing and delivering PSEA training programs for diverse audiences.
  • Proven experience of working in an African context. Knowledge of Ethiopia and/or Tanzania has added value.
  • Familiarity with the socio-cultural context of Ethiopia and Tanzania.
  • Fluency in English is a must whereas conversational/comprehension experience in the national languages of Ethiopia and Tanzania will be an added value.

Deliverables:

  • A detailed PSEA training curriculum tailored to the context of Ethiopia and Tanzania missions.
  • Training materials, including presentations, handouts, and case studies.
  • Pre and post-training assessments to measure the effectiveness of the training.
  • A comprehensive report summarizing the training activities and outcomes.

Proposal Submission:

  • Consultants are invited to submit a detailed proposal, including a curriculum vitae, relevant experience, a proposed training approach, and a financial proposal for:
    • Half day briefing with HQ & mission staff prior to departure;
    • 1,5 days of preparation of the training (taking into consideration the MdM training material)
    • 3 half day trainings in Addis Abbeba in Ethiopia;
    • 3 half days trainings in the field in Ethiopia;
    • 2 half days trainings in Dar es Salaam in Tanzania;
    • 5 days of international & national travel.
  • The financial proposal must also factor in the costs associated with visas, travel and stay.
  • Selected consultants will be responsible for paying & arranging their own visas (online request) however MdM France missions in Ethiopia and Tanzania will provide supporting documents for the visa process. MdM will book flight tickets and provide accommodation. Per diem should be included in consultancy fee.
  • Provide several dates of availability for the consultancy.

Duration and Timeline:

  • All proposals must be submitted to doi.applications@medecinsdumonde.net with copy to coralie.fremion@medecinsdumonde.net indicating “ETH-TAN/PSEA Training Proposal” in the subject line, by January 31, 2024.
  • The short-listed consultants will be invited for the interview and the selected consultant will be notified by February 20th, 2024.

The selected consultant will be expected to deliver the training session in Ethiopia and Tanzania ideally in the month of March 2024 however the dates of the consultancy can be negotiated.
