Program Coordinator – MOROCCO – Rabat/Marrakech At French Red Cross

A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. She is also at the head of 12 regional health and social training institutes.

Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.

In the same way as in the professions that it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This results in an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at maximum efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their complete autonomy.

Our association also wants to strengthen its presence and the promotion of its priority commitments within the International Movement.

On September 8, 2023, an earthquake shook Morocco, causing nearly 3,000 deaths and 6,000 injuries. The Moroccan Red Crescent and the CR/CR Movement immediately go to the field, in close coordination with local authorities, to assess the situation and provide aid to those affected.

The French Red Cross was quick to mobilize in response to the crisis. On September 9, 2023, a call for donations was launched with the aim of contributing, as part of the CRCR Movement’s response, to relief actions on site, and to provide essential products.

The CRf then organizes, at the beginning of October, an exploratory mission to meet the Moroccan Red Crescent with a view to supporting the emergency response to the earthquake. After identifying unmet needs and defining cooperation modalities, the French Red Cross wants to support the Moroccan Red Crescent and act by opening a delegation on site.

Placed under the authority of the head of delegation and in close collaboration with him/her, the program coordinator contributes to the definition of the strategy of the Morocco delegation, to the writing of project proposals jointly with technical referents and is in charge of planning, monitoring as well as technical support of the various programs and projects implemented by the FIU in Morocco

Responsibilities:

  1. Coordinate the development and writing of new quality project proposals, in coordination with the Moroccan Red Crescent and consistent with the international strategy of the Directorate of International Operations (DOI) of the FIU and the Moroccan Red Crescent (CRM)
  2. Participate in the development of the CRF strategy in Morocco.
  3. Provide technical expertise in project management, and manage your team in this direction, thus guaranteeing the quality of the programs and thus the service provided to beneficiaries;
  4. Manage reporting (internal and external), capitalization and project learning;
  5. Actively contribute to good internal and external communication;
  6. Recruit and manage the team for which he is responsible

CRM capacity building is a strong transversal component of this position.

  • Works under the direct responsibility of the head of delegation.

The program coordinator has a functional management link with:

  • The technical teams at headquarters as well as the desk and the desk assistant

In addition, the program coordinator collaborates with:

  • The administrative and financial coordinator of the FIU delegation in Morocco
  • The logistics coordinator of the CRF delegation in Morocco

Practical information related to the position

Conditions of employment

  • Type of status: expatriate
  • Type of contract: French fixed-term contract/precariousness bonus paid at the end of the contract
  • Salary: salary range, according to the classification of the position on the CRf grid and according to the experience of the candidate
  • End of year bonus: equivalent to a 13th month pro-rata to the time worked
  • Per diem: daily per diem which varies depending on the country
  • Leave: 5 weeks of paid leave/year and 21 days of recovery – Plane ticket 100% covered by the CRf for travel home/mission for leave at 6 months
  • Health coverage: CFE + Mutuelle MSH (100% covered) – 75% covered by the CRf
  • MedEvac/repatriation insurance: YES
  • Other insurance: protection (death-disability)

Formation :

Master 2 diploma in one of the technical fields covered by the CRF (health, public health, etc.) or in project management or equivalent experience

Job requirements:

  • Capacity for teaching, autonomy, representation, human relations and delegation
  • Ability to manage a team in direct management and functional management
  • Project management expertise
  • Ability to take a step back and project oneself into a global strategy
  • Knowledge of public health programs
  • Knowledge of budget management and reporting
  • Good writing skills
  • Interest in the integrated approach

Experience :

  • 3 years in project management or coordination
  • Experience in the healthcare field
  • Experience in writing and project development
  • Knowledge of the Red Cross Movement

LANGUAGES :

  • French required, English appreciated, Arabic would be a plus
