DESCRIPTION OF THE ASSOCIATION
La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, and in particular children, the same chances of survival and development.
It operates in 28 countries through a global approach, focused on the child but also on mothers and disadvantaged communities:
- Prevention and screening from an early age, particularly within the framework of school health programs.
- Care and surgery, to meet the most urgent needs of children and their mothers.
- Training and skills transfer to local teams thanks to our international network of experts in all areas of surgery.
- Construction and equipment of hospital structures adapted to local needs.
La Chaîne de l’Espoir has been working in Burkina Faso for almost 10 years, mainly through two medical projects. The first is a project for the prevention and integrated management of noma and maxillofacial pathologies started in 2014 through the organization of companion surgical missions. It is the subject of co-financing from AFD, the second phase of which started in July 2021. The project is implemented with 3 associative partners (La Voix du Paysan, Sentinelles, Bilaadga) and 1 hospital partner (the CHU of Bogodogo). Its implementation is done in close collaboration with the Ministry of Health (non-communicable diseases department) and the Faculty of Medicine of the University of Ouagadougou.
In addition, La Chaîne de l’Espoir is developing a cardiac surgery project in Burkina Faso, in partnership with the Tengandogo University Hospital (Ouagadougou). This program aims to strengthen the offer of pediatric cardiac surgery in Burkina Faso by setting up support for the start-up of the activity of the pediatric cardiac surgery department at the Tengandogo University Hospital. Companion surgical missions are organized with volunteer medical-surgical teams. The Chaîne de l’Espoir also ensures the provision of medical materials and equipment enabling the diagnosis and treatment of cardiac pathologies locally. La Chaîne de l’Espoir also supports operations for the most deprived children with heart problems, who cannot access surgical care due to lack of sufficient resources.
POSITION AND MISSIONS
As Head of Mission, your main missions will be:
- Develop the mission’s country strategy in conjunction with the headquarters teams
- Ensure the proper implementation and monitoring of overall programming: development, quality control, etc.
- Ensure the proper coordination of a team of 8 people (sizing, recruitment, supervision, etc.)
- Supervise the management of the safety of Chaîne de l’Espoir staff and equipment
- Represent La Chaîne de l’Espoir to partners, donors, local authorities, etc.
- Develop the La Chaîne de l’Espoir network with other health and humanitarian actors
- Guarantee compliance with logistics, finance and human resources procedures
- Support field/headquarters teams during audits
- Ensure donor reporting
PROFILE AND EXPERIENCE
You already have one or more significant experiences in Africa with a strong taste for team management, project development, partnership management and you have good representation skills, this position is for you.
Training
- Higher education in international relations, international solidarity, development or equivalent training.
Experiences and technical skills
- More than 4 years of experience desired in a similar position in the field, within an international NGO.
- Adherence to the humanitarian principles and code of ethics of the Chaîne de l’Espoir
- Knowledge of how international NGOs operate
- Excellent command of project cycle management
- Strong project design and development capacity
- Knowledge of international solidarity financing mechanisms (institutional and private)
- Good knowledge of health issues in developing countries
- Capacity for negotiation, representation and relational ease, including in intercultural environments
- Patience, flexibility and ability to adapt
- Good knowledge of the context of Burkina Faso and West Africa appreciable
- Rigor, capacity for analysis and synthesis
- Mastery of the Microsoft Office Package computer tool.
- Ability to travel to areas sometimes considered unstable
- Stress management, ability to manage fatigue and set limits

TERMS
- Desired start date: April 2024
- Nature and duration of the contract: 12-month renewable CDDU
- Full-time position based in Dakar as an expat
- Gross monthly salary: from €2,900
- Per diem and monthly living expenses: €700
- Break and leave policy: 25 days of leave per year & 5 days of R&R every 12 weeks
- Plane tickets: 100% coverage for departure & return from mission + 6 months leave
- Individual accommodation: 100% coverage with a maximum ceiling
- Medical coverage: 50% coverage
- Medical evacuation and repatriation insurance: 100% coverage
