JOB CONTEXT:
HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. HI has been supporting two hospitals and one physical and functional rehabilitation centre, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis).
Today, HI is implementing these activities in 6 governorates (Amanat Al Asimah, Hajjah, Al Hodeidah, Taizz, Aden and Lahj governorates) from 14 health facilities and rehabilitation centres.
In parallel, HI is implementing inclusive humanitarian action, as well as humanitarian mine action activities in the south of Yemen.
YOUR MISSION:
Under the responsibility of the Geographic Director Middle East, the Yemen Country Director contributes within his/her geographical area to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion.
He/she ensures optimal quality and impact of the activities in the Programme, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.
In this context, your missions will be as follows:
1. Management
- Set up a team spirit and team functioning guaranteeing synergies and exchange of good practices between the different actors in the Programme and with head office colleagues.
- Based on the Human resources strategy of the Programme (in the StratOp), size and plan annually human resources needs of the Programme.
- Recruit and contribute to the professional development, autonomy and well-being at work of his/her direct managers : in link with the corresponding professional channels, set formalized individual objectives, ensure coherence between HI’s needs and competencies and motivation of his/her teams, develop and monitor competence development plan, evaluate individual performance, contribute to career evolution.
- Acknowledge individual and collective efforts and performance.
- Embody and transmit HI values, ensure compliance with code of conduct and institutional policies, ensure the expected mind set and individual and collective behaviours, and disciplinary measures when necessary.
- Conduct a Programme Steering Committee with his/her direct managers: Operations Manager, Area Managers, Technical Unit Manager & Shared (support) Services managers.
- Steer organisation transformation, in particular through managerial and work practice change and continuous improvement of working processes.
2. Deployment of HI Strategy 2025 and HI frameworks & regulations in the Programme
- Conduct the development of the Programme’s Operational Strategy, and its implementation and annual monitoring, taking into account context and external constraints, HI’s mandate and 10-year strategy, the Technical Strategies and the Development plans of Emergency, Atlas and Impact-Innovation-Information Divisions.
- Be responsible for fundraising and resource planning:
- Ensure the deployment of and compliance with HI global frameworks, institutional policies and standards. These include: the mandatory reference frameworks (such as HI Mission & Values or HI Theory of Change: Access to services), all HI’s institutional policies (Security / Code of Conduct and Safeguarding / Bribery prevention / PME and Project Quality Framework / Age-Gender-Disability), all institutional directives and processes; delegation thresholds; security levels.
- Ensure financial control and monitoring of operations are effective in the Programme: consolidation, control and reporting of operational and organizational elements within the Programme (dashboards, corrective measures, unrestricted fund consumption, etc.)
- Be responsible for security management: in link with the Security advisor, develop a culture of safety & security at Programme level; ensure that security documents are up-to-date and that all necessary measures are put in place; ensure incident management and reporting according to HI frameworks.
- With both potential opportunities and risks in mind, ensure continuous monitoring and analysis of current developments in his/her geographical context
- He/She is the legal representative of the overall HI organization internally and externally, and promotes a high reputation and positive image of HI. This includes:

- Employer’s representative responsibilities and compliance with local working regulations.
- Communications on behalf of HI.
- Representation of HI vis-à-vis local, national, traditional, political, military and diplomatic authorities and bodies.
- Representation of HI vis-à-vis international organizations and coordination mechanisms & system.
- Negotiation and signature of operational partnerships, and monitoring of operational partnerships signed in affiliated countries.
4. Influence and leadership
- Develop external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media) in the Programme’s geographical scope
- Take on the messages of HI global advocacy to all relevant external parties.
- Develop a local specific advocacy activity in accordance with the Operational Strategy of the Programme.
- Develop the communication and information activities, in accordance with the Operational Strategy.
- Carry the overall HI mandate (e.g., advocacy, weapons, emergency) and organization (including Federation, Technical Divisions, National Associations, the Institute), internally and externally (be a representative of HI vis-a-vis external parties)
CHARACTERISTICS OF THE POSITION:
The position is based in Sanaa – Yemen with regular travel to Aden for representation with local authorities.
The expatriate is expected to travel between HI bases (Aden, Mokha and Hajjah, Hodeidah). In the four locations, shared guesthouses well equipped. The work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra-professional activities in Sanaa and Aden. All movements are done by car. HI has set up a curfew. The situation is relatively calm in Sana’a, Hodeydah and Hajjah nowadays. However, the security is volatile in southern areas (Aden and Mohka).
The mission has put in place adequate security rules and processes to allow teams to work in a safe environment. Despite the country’s situation, the risk for expatriates remains limited and no critical incident happened over the past period.
Local medical capacity remains a concern for the person with fragile health, ongoing treatment and that needs close medical follow up.
Dress code: Men will be required to wear long pants and at least a short-sleeved shirt. Women are required to wear the abaya and hijab (headscarf) outside of the compound. For female staff in the office, appropriate attire includes long pants and long sleeve shirts.
YOUR PROFILE:
- At least 5 years’ experience at key management position within international organizations
- Management experience in humanitarian, security and emergency programs
- Strong interpersonal and intercultural skills;
- Ability to work under high pressure and without constant supervision;
- Motivated by constant program adaptation to an evolving context and set up of partnerships with local and international partners;
- Excellent organisational skills, co-ordination and transfer of knowledge;
- Excellent communication skills and commitment to team work;
- Ability to work in a tensed and volatile context with strict security measures;
- Proven experience in negotiations with institutional donors, project writing and reporting.
