The USAID Mali Anka Jiko project in Mali, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), accepts currently expressing interest for the position of Finance Manager of the USAID Mali Anka Jiko Project. This position will be located in the main office in Bamako and will last approximately 4 years.

Job description: USAID Mali Anka Jiko’s objective is to improve the quality and sustainability of rural water and sanitation services. 39;sanitation (W&S) by strengthening the capacity of key stakeholders in Malian rural communities to build, maintain and sustainably manage safe and reliable water systems, as well as to plan and implement Economic Development Programs, Social and Cultural (PDSECs) and strategic sanitation plans (PSA) in the regions of Sikasso, Bougouni and Koutiala.

Reporting to the Project Manager, the Finance Manager will play a crucial role in ensuring the financial soundness of the project. As a key financial management figure within senior management, the incumbent will closely supervise transactions, ensuring rigorous compliance with USAID and Tetra Tech regulations. This position offers a unique opportunity to exercise a strategic role within the financial and operational management of a complex project, requiring in-depth expertise and a commitment to operational excellence, with particular attention to compliance and specific requirements of USAID and Tetra Tech.

Responsibilities:

* Thoroughly review financial transactions to ensure strict compliance with USAID and Tetra Tech regulations prior to COP approval.

* Carry out systematic financial monitoring, including monthly bank account reconciliations and spot checks of petty cash management; Proactively identify challenges or potential issues to resolve, such as budget realignments.

* Support the compilation and review of financial reports and budgetary projections (CMRE, PEEAC, quarterly projections, AOP, etc.); prepare monthly financial reports and budget projections on time, in collaboration with the COP and the Headquarters Project Management Team (HO PMT);

* Facilitate internal and external financial audits, ensuring rigorous compliance with USAID financial regulations and procedures.

* Assist the COP in the overall management of project finances, including responding to administrative and financial management questions from USAID headquarters and Tetra Tech; Work closely with the COP and other USAID Mali Anka Jiko staff to monitor the project budget and expenditure planning.

* Maintain and update accounting and financial control systems; manage cash flow and ensure requests for funds from headquarters are made in a timely manner.

* Ensure transactions are correctly recorded in QuickBooks, ensuring compliance with Tetra Tech accounting and procurement standards, procedures and policies; develop and implement new operational policies and procedures, as required.

* Oversee the confidential payment of monthly payroll and ensure that income tax and social security withholdings are remitted to local authorities in accordance with local regulations, as well as any other required payments.

*Maintain close coordination with the entire project management team on financial matters and advise them, as appropriate, on items requiring their attention.

* Supervise the accounting team (Senior Accountant and Accountant), ensuring effective coordination of tasks and continued professional development of the team.

Qualifications:

* A university degree in accounting, finance, business management or a related field.

* Holding a chartered accountant title would be an asset.

* At least 8 years of relevant financial management experience, with significant experience in projects funded by USAID or similar organizations.

* Excellent understanding of USAID financial regulations and accounting procedures.

*Strong experience using accounting systems, preferably QuickBooks.

* Advanced skills in budget management and financial analysis.

* Ability to lead and supervise an accounting team.

* Excellent communication and writing skills.

* Strong analytical skills and ability to solve complex financial problems.

* Ability to work independently and make informed decisions.

* Commitment to compliance and operational excellence.

* In-depth knowledge of local tax laws and financial regulations.

* Previous experience in financial responsibility positions within development projects.

* Professional certification in accounting or finance (an asset).

* Fluency in French, written and spoken, is required; fluency in English is preferred.
