Chargé de projets Sécurité et Sureté Maritimes (H/F) AT Expertise France

Within the Department Peace, Stability, Security, under the direct supervision of the Head of the Global Threats Unit and in liaison with the Coordinator of the Unit Maritime and port security and safety, the project manager ensures monitoring of the operational implementation of projects of its portfolio and participates in the development of new projects. He/she works on a daily basis with all the financial, technical and managerial stakeholders involved in projects at the establishment’s headquarters. He is also in contact with the management teams located in the field.

The Maritime Safety and Security Project Manager (M/F) will work on a portfolio of projects covering maritime safety and security themes. The portfolio will include both ongoing projects and projects that will be developed in coordination with donors. This portfolio is characterized by a certain complexity given the subjects covered, its financial volume and its multi-partner and multi-country nature.

Operational implementation of portfolio projects

  • Participation in the project strategy, in coordination with the technical directors and the lessor;
  • Coordination in planning and support in the implementation of activities;
  • Monitoring of the donor relationship and link with institutional partners in France and Europe;
  • Monitoring and control of project results while respecting budgetary, time and quality constraints;
  • Management of partnership relations and animation and strengthening of the network of experts;
  • Identification of expertise and implementation of the recruitment process;
  • Contract negotiations and establishment (experts and service providers);
  • Preparation of procurement with the support of the legal department;
  • Establishment of financial forecasts based on action plans;
  • Supervision of the project monitoring and evaluation policy;
  • Commitment to project expenses up to €5,000;
  • Animation of the relationship with project assistants and supervision of the implementation of activities;
  • Ensure the coherence of the action of the 3 projects on cross-cutting themes
  • Interface between the project teams and the various contacts at headquarters;
  • Support for field teams (compliance with procedures, quality of reporting, etc.);
  • Promote the sharing of information with other similar projects in order to identify potential synergies or common actions.

Contribution to the development of new projects

  • Monitoring activities in the areas of intervention, in particular through information feedback obtained in the project environment;
  • Contribute to promotion and prospecting activities with project owners, lessors and partners;
  • Contribution to defining the orientations of the Unit, under the supervision of the Unit Coordinator;
  • Participation in the analysis of calls for projects, in the drafting of specifications or terms of reference;
  • Development of technical and financial offers;
  • Identification of the resources necessary for new projects in conjunction with internal and external stakeholders;
  • Identification and recruitment of new project teams.
  • Successful professional experience of approximately 5 years in the development and/or international cooperation sector;
  • Implementation of the entire cycle of an international/European project;

Skills sought:

  • Excellent mastery of project cycle management;
  • Knowledge of or certain interest in maritime security and safety issues;
  • Good knowledge of cooperation mechanisms and public development assistance, particularly at EU level;
  • Ability to work in French and English at a professional level
  • Excellent communication, writing and synthesis skills;
  • Sense of diplomacy, patience and ability to adapt;
  • Sense of organization and rigor;
  • Responsiveness, strong sense of initiative, autonomy;
  • Teamwork and good coordination skills;
  • Good command of office software.

Remuneration for this position consists of a gross annual package including the following benefits:

  • A 13th month paid monthly and effective upon taking up the position.
  • A variable portion of 3% of the annual gross salary
