THE CONTEXT AND OBJECTIVE OF THE POSITION:

The World Food Program in Haiti is a major player in the fight against hunger. Several activities are being implemented to reduce food insecurity in the country, including emergency food assistance for the most vulnerable households, the implementation of nutritional activities, those linked to resilience, and school canteen programs. and local purchases then those which aim to strengthen social protection systems. WFP in Haiti is seeking to strengthen its Business Support team linked to the Program to carry out all administrative support tasks for the Program Unit and transactions necessary for the implementation of operations.

RESPONSIBILITIES/OBLIGATIONS:

Within the Cooperating Partners Management (CPM) team, the Business Support Assistant will have to carry out the tasks described below in accordance with the principles, standards and requirements of the PAM, in order to ensure good administrative management Program Unit files, agreements with cooperating partners and generally all Program Unit transactions linked to operations (transversal across all activities).

  1. Have a good knowledge of the WFP Administrative and Financial Manual and be able to respond to support requests from Unit staff in the event of doubt about the correct procedure to follow;
  2. Appuyer l’Unité Programme dans les différentes activités et tâches administratives nécessaires au suivi opérationnel des projets ;
  3. Appuyer la création des Micro-Purchase Orders (MPO) ;
  4. Encoder tous les accords, avances, paiements effectués dans le système (WINGS/SAP);

4a. Créer les documents des accords des partenaires Coopérants (SOA/PODA) ;

4b. Créer les requêtes (OA/PR) pour la distribution de cash aux bénéficiaires ;

4c. Traiter et enregistrer les avances demandées par les Partenaires Coopérants ;

4d. S’occuper du processus de paiement des partenaires coopérants à travers l’ITS (invoice tracking system), la création de SES (service entry sheet) et les requêtes de paiement, tout en s’assurant que les normes du PAM sont respectées ;

  1. Traiter les réconciliations liées aux distributions monétaires (dont la création des SES) ;
  2. Archiver toute la documentation dans WINGS ;
  3. Maintenir à jour l’outil de traçage des transactions (Tracking Tool – TT) et s’assurer de la qualité des données insérées à chaque transaction ;
  4. Faire le suivi mensuel des PODA ouverts pour l’Unité Programme ;
  5. Préparer le Cash Forecast mensuel pour l’Unité Programme ;
  6. Assurer toute autre tâche à la demande de la hiérarchie.

LES LIVRABLES À LA FIN DU CONTRAT :

  1. Le processus de création et suivi des étapes administratives et financières des partenariats (p.e. : PR, PO, SES, etc) respecte les délais et qualité attendus ;
  2. Le processus de facturation des partenaires de mise en œuvre est réalisé dans les délais et selon standards de qualité attendus ;
  3. La « tracking tool » est toujours complète et à jour avec les données des transactions ;
  4. Les informations sur les avancées des différents dossiers sont partages de façon régulière ;
  5. Toute la documentation de support nécessaire selon standards du PAM est disponible et archivé.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Education: hold an undergraduate degree in a relevant discipline (administration, management and accounting or project management, economics and/or legal sciences or similar) .

Experience :

    • Minimum 2 years of professional experience in management, accounting and administration; – Minimum 2 years of professional experience in the financial and/or administrative management of projects in state or private organizations; – Experience in the humanitarian field is an asset.

Knowledge and skills :

    • Able to carry out precise and careful work, produced within deadlines and standards; – Have permanent availability, be dynamic and tolerate working under pressure; – Able to establish and maintain harmonious working relationships with colleagues, superiors, subordinates and external contacts; – Have good adaptation in a multicultural environment and good interpersonal relationships; – Proficiency in basic Microsoft Office software (Excel, PowerPoint, Word) and Internet navigation.

LANGUAGES :

    • Very good command of French (spoken, read, written); – Fluency in English is an asset.
