Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
A 6.8 magnitude earthquake hit Morocco on September 8, killing and injuring thousands of people and causing widespread destruction. The Moroccan Red Crescent Society (MRCS) responded immediately, providing first aid and psychosocial support, helping transport the injured to hospitals, evacuating people from damaged buildings and providing dignified burial management. Through this appeal, the IFRC is supporting MRCS to meet the immediate and early recovery needs of 500,000 affected people. Priorities include providing food and safe water, essential household items, shelter support, health and mental health services, and cash assistance.
The IFRC’s Global Humanitarian Services and Supply Chain Management (GHS&SCM) is a core function supporting the IFRC humanitarian action. The GHS&SCM operates on a cost-recovery basis and has a global network including:
• A Global GHS&SCM department – HQ – Geneva
• A Global Operational Procurement team in Budapest – Global Service Center
• A Global Fleet and Logistic Hub in Dubai
• Five regional operational GHS&SCM units located in Budapest, Panama, Kuala Lumpur, Nairobi and Beirut
• Country-based logistics set-up
This position is based in Rabat, Morocco and requires in-country travel (when deemed necessary, to places where the safety situation permits). IFRC works in an integrated manner with the Moroccan Red Crescent (MRCS) and its partners. MRCS has the role as the Movement convener for operational field response and coordination among Movement partners.
Job Purpose
The Supply Chain Logistics Coordinator is responsible for the coordination and management of the country Morocco level logistics operations in co-operation with The Moroccan Red Crescent (NS), the Participating National Societies (PNS) and RLU in-line with IFRC Supply chain management strategy. The coordinator will ensure the efficient and effective delivery of goods and equipment, to optimise service quality and cost effectiveness and to meet the needs of the Federation and partners.
Job Duties and Responsibilities
This role carries both coordination and management responsibilities. The role will coordinate country level supply chain service provision in conjunction with The Moroccan Red Crescent and under the technical guidance of the IFRC Operational GHS&SCM. The ultimate aim of working with the MRC is to build the skills and capacity of the NS to enable them to manage country level logistics as set target with RC/RC need. The coordinator is also responsible for the direct management of IFRC logistics programs and carries accountability for country level IFRC fixed logistics assets.
Key tasks and responsibilities
• To develop the supply chain strategy for the operation to provide strategic planning for efficient supply chain services to all programs. The supply chain strategy will include the following: structure, organization, resources and assets, capabilities, procedures, communication and information, management, HR profiles and budgeting in alignment of programs and other support services.
• To coordinate and manage the supply and logistics support for the delegation operations in Morocco including requisitioning, receiving, storing, and issuing goods in-line with IFRC standards, practices, and procedures in conjunction with NS Logistics.
• To provide supervision and direction of the operations’ sourcing systems in close cooperation with Regional GHS&SCM Team.
• To manage the IFRC Morocco Logistics and supply chain team, objective setting, performance review, recruitment.
• To build relationships with the MRC’s Logistics and other colleagues, to share learning and build capabilities to enable the transference of logistics activities from IFRC to the MRC’s responsibility.
• To provide logistics technical advice, support, and training to the MRC’s and IFRC personnel to warrant the necessary capability and understanding exists ensuring that there is full adherence to best practice principles, and compliance with necessary regulation, legislation and IFRC procedures.
• To lead country-level coordination with other humanitarian/government agencies to ensure the delivery of a right quality logistics service that meets the needs of partners and services users, avoids duplication and focuses upon the provision of aid to affected community members.
• To be responsible for the effective management and maintenance of IFRC fixed logistics assets ensuring adherence to country and IFRC regulations, practices, and other requirements.
• To prepare timely monthly reports detailing specifics according to the needs and distributing them to the Operational GHS&SCM and to Geneva Surge team.
• To produce regular, timely and accurate narrative and financial reports for the Federation and donors.
• Liaise with international, governmental, and non-governmental organizations on logistics matters and collaborate where appropriate.
Education
- University degree in Business, economics, Engineering, or other relevant experience in the area. – Required
- Degree and/or post graduate qualification in logistics strategy and management. – Preferred
Experience
- Minimum 5-7 years of experience of a wide variety of logistics roles and activities, including procurement, contracting, transport management, warehouse management, stock control, distribution and convoying, workshop management and customs clearance. – Required
- Min. 3 years of relevant experience in field operations. – Required
- Experience in managing resources (people and budget) in large scale operations – Required
- Experience of managing and integrating complex global supply chain services. – Required
- Experience in setting up complex supply chain and logistics infrastructures. – Required
