Context:

Launched in 2022, with funding from the European Union, the Migrant Protection, Return and Reintegration Programme in Sub-Saharan Africa (MPRR – SSA) enables migrants who decide to return to their country of origin to do so in a safe and dignified manner, in full respect of international human rights standards and the principle of non-refoulement. In close partnership with state and non-state actors, it provides assistance to returnees to help them rebuild their lives in their country of origin through an integrated approach to reintegration that seeks to address the economic, social and psychosocial needs of returnees while including their communities in the reintegration process.

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Project Manager of the MPRR-SSA in IOM Guinea Country Office (CO) and in close coordination with the Head of Programmes and the Regional Monitoring and Evaluation Officer at the Regional Office (RO) for West and Central Africa in Dakar, Senegal, and relevant units at Headquarters, the Monitoring and Evaluation Officer will be responsible and accountable for coordinating and supporting the effective implementation of the Monitoring and Evaluation (M&E) of the MPRR-SSA programme in Guinea CO. This includes the contribution to the development and implementation of the M&E system to strengthen monitoring and evaluation activities, data collection and analysis, reporting, to facilitate learning and recommend continuous improvements, where necessary.

Core Functions / Responsibilities:

  1. Contribute to the development, implementation and consolidation of the of the MPRR-SSA standardized M&E system and strategy, including M&E workplan, tools and data collection methods and procedure for the MPRR-SSA programme to maximize learning and accountability.
  2. Maintain and adjust the overall MPRR-SSA programme Monitoring and Evaluation framework in close coordination with the Regional Monitoring and Evaluation Officer, Project Manager and other relevant staff in the CO.
  3. In the framework of the MPRR-SSA, support the implementation of the M&E plans and the generation of reliable data for results-based management of the MPRR programme. Coordinate the data collection exercises and data management activities (sampling, tool development/review, enumerator training, pilot surveys, data collection, data cleaning and data analysis).
  4. Prepare monthly, quarterly, and annual programme reviews, participatory impact assessments, process and operations monitoring, real time, midterm and final evaluations, and contribute to the lessons learned workshops, while monitoring the compliance of M&E arrangements with the donor/UN/HQ requirements.
  5. Monitor and coordinate the Monitoring and Evaluation support activities assigned to other staff of CO to facilitate comprehensive and detailed coverage of programme M&E activities through all stages of implementation.
  6. Collaborate with IOM units, Implementing Partners and United Nations Coordination Team(UNCT) on both quantitative and qualitative monitoring aspects to provide relevant information for performance management and evaluations of programme activities for complying with regular reporting requirements.
  7. Draft regular monitoring reports to be shared with relevant stakeholders such as donors/UN agencies and coordinate with the CO’s Public Information Officer with regards to utilization of M&E findings in Public Information materials. Check that the evaluation reports are made available to the main stakeholders and donors, and are made public as per IOM Evaluation Policy.
  8. Contribute and facilitate the regular sharing of M&E findings with relevant stakeholders and other IOM Regional and Country Offices and departments, and that M&E data/reports are discussed in the appropriate forum in a timely manner, including to clarify discrepancies and clear gaps.
  9. Coordinate the process for identifying the key performance questions, indicators and parameters for monitoring and evaluating performance and achievements.
  10. Design the format for performance reports in line with M&E guidelines and donors/United Nations Coordination Team (UNCT) requirements, review and analyse the monitoring reports and targets, highlight the causes of potential bottlenecks in implementation and recommend corrective measures, where necessary.
  11. Participate to the selection of and monitor the work of Implementing Partners that are sub-contracted to conduct surveys and studies required for Monitoring and Evaluating programme, in line with procedural M&E and reporting guidance to be included in Implementing Partners’ service contracts.
  12. Review the availability and quality of existing social and economic data related to the programme area, the methods for collecting them and the degree to which they can provide baseline statistics and reference for project/programme/strategy monitoring and evaluation.
  13. Participate in activities with external partners, UN and donors to facilitate access to M&E data to stakeholders. Undertake regular duty travel to the field in coordination with relevant IOM staff and/or partners to support implementation of M&E and to discuss corrective measures when needed.
  14. Contribute to the development of the programme Strategy, Consolidated Appeal, Plans and/or Annual Report, in coordination with the Operations and Resources Management units. Check that budgets include necessary resources for M&E activities, including for conducting evaluations.
  15. In coordination with the relevant units and Focal Points of the CO, support the “do no harm” principle and work to promote Accountability to Affected Populations (AAP) approaches through awareness-raising and the development of effective accountability mechanisms, in line with IOM’s global standards.
  16. Keep abreast of internal framework for Monitoring, Evaluation, Accountability and Learning(MEAL) and Results Based Management (RBM) developments to ensure compliance with processes and strategies such as the Country and Regional strategies, IOM Institutional Questionnaire (IQ), IOM global M&E strategy, Strategic Results Framework (following IOM Global Vision), regional M&E planning tools and PRIMA-for-all standards.
  17. Contribute to the staff capacity building, develop and facilitate training on specific M&E aspects.
  18. Review and provide technical inputs for the donor reports including project summary reports, quarterly flash updates and annual narrative reports.
  19. Coordinate with RO Dakar, through the Regional MEAL Officer, for all requested coordination tasks, including CO’s Monitoring and Evaluation activities implementation, M&E institutional strengthening and capacity building.
  20. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in project monitoring, reporting and evaluation;
  • Experience in the development or review of log frames/result matrices and M&E work plans;
  • Proven experience in data management including data collection (surveys in particular), data cleaning and drafting statistical and analytical reports in a humanitarian or development context;
  • Experience in organizing and delivering training and strengthening capacities in M&E;
  • Experience in Project Cycle Management (PCM) and Results Based Management (RBM);
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • Experience in organizing consultations, workshops and seminars with high level stakeholders; and,
  • Work experience in/familiarity with the region is an asset.

Skills

  • Strong reporting and writing skills in English and ability to meet deadlines;
  • Demonstrated knowledge of development of data collection tools, their administration and evaluation techniques and practices;
  • Good level of computer literacy, including database applications, statistical software such as PowerBi, R or SPSS;
  • Ability to adapt M&E tools to work effectively with local authorities, stakeholders and beneficiaries;
  • Good communication and analytical skills;
  • High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas;
  • Strong interpersonal and teamwork skills;
  • Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds;
  • Familiarity with financial and business administration;
  • Sound and proven understanding of internal and international migration issues in the country and in the Region;
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Good knowledge of monitoring and evaluation techniques including evaluative methodologies and results monitoring plans;
  • Knowledge of UN cooperation frameworks and bilateral donor programming requirements; and,
  • Good team building skills with a track record in team coordination and building trust.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
