Organizational structure: The Project Manager (Programme manager) will report directly to the on-site project director, the IILA scientific coordinator, the AVSI Regional team and under the supervision of the Legal Representative AVSI Peru.

Position objective:

AVSI is a non-profit Non-Governmental Organization (NGO) of Italian origin that carries out development cooperation projects in various sectors, with special attention to education and the promotion of human dignity in all its facets, as well as response actions. and humanitarian aid around the world. In Peru, it is registered in the Public Registry of Lima as a subsidiary since 2003 and recognized as a Foreign Entity for International Technical Cooperation (ENIEX) in 2005 by the Ministry of Foreign Affairs. It intervenes in urban and rural areas, in sectors such as Education and Socioeconomic, Vocational Training and Job Creation, Sustainable Agriculture, Energy and Environment, Remote Sustainability and Emergency

The IILA – Italian-Latin American International Organization is responsible for the project “Towards a future with equality with better systems of universal social protection and labor inclusion in Peru – Peru” , with the AVSI, through its subsidiary in Peru, as a co-implementing partner entity, and with the FIIAPP, from Spain, a co-implementing entity for Spanish public mobilization. The project is financed by the European Union (EU) and is part of its Multi-annual Indicative Program (MIP) Peru 2021-2027 strategy. It will focus on the priority area “Human development and social inclusion and work.”

The General Objective of the project is for Peru to move towards the establishment of a universal, inclusive Social Protection System (SPS) with equal opportunities for all, without distinction of gender, sex, ethnic origin or nationality. It is articulated in two specific objectives:

1: Social protection and employment policies: support the design, review and compliance of regulatory frameworks and policies for (a) non-contributory and contributory social protection and (b) employment and the labor market, applying in both cases a focus on rights, interculturality and gender.

2: Supply and quality of social protection and active labor market policies at the territorial level: improve conditions for greater coverage and quality of social protection services and of active labor market policies at the territorial level, paying special attention to gender equality and interculturality

The project is developed by IILA with the support of AVSI and FIIAPP as co-implementing entities. In addition, we will work in close collaboration with the GIZ which, in the same line of financing as the EU Delegation, will be responsible for some activities of Specific Objective 2 and another complementary specific objective, aimed at improving social protection and socio-integration. economic situation of migrants and refugees.

AVSI in Peru selects the Project Manager (Programme manager), who will act in the city of Lima (Peru) and will be responsible – proactively and purposefully, and within the framework of the planned governance structure – to support the IILA Project Director in the preparation of strategic guidelines and periodic work plans, as well as for the development of activities. In this framework, the Manager is also responsible for the operational execution of the activities under the responsibility of AVSI, leadership of the personnel hired by AVSI and for coordinating the administration of economic resources of the project implemented by AVSI, in accordance with the guidelines, policies and regulations of the European Union, IILA and AVSI Peru Foundation.

Main tasks and responsibilities:

With the general coordination of the IILA project director in Lima, the Project Manager (Programme manager) will be responsible for:< /span>

  • Provide support to the IILA Project Director for the definition of the project’s strategic guidelines and the development of work plans.
  • Participate in the project governance bodies at a strategic and operational level, when required.
  • Carry out the tasks of coordination and management of the activities that are entrusted by the Director and the IILA coordinator in Rome. This also implies coordinating the monitoring of the project; knowledge management; support external evaluations; plan the work of the AVSI team and be responsible for the management of Human Resources and define the organization of tasks for the development of the team’s work.
  • Accompany the national and international expertise involved to facilitate the performance of the activities that the experts are entrusted with.
  • Carry out or coordinate the preparation of periodic and final reports of the project, as well as partial and thematic reports that are requested.
  • Act in strong synergy and receive assistance from the AVSI Foundation regional team;
  • Coordinate the budget of the AVSI responsibility project in Peru, accompanying the administrative-financial team in the execution of funds oriented to results;
  • Prepare periodic reports of the initiative and supervise the periodic accountability of the financial resources managed by the AVSI;
  • Contribute to the preparation of the project work plan;
  • Support dialogue with different actors in the territory, creating synergy and better strategies for project implementation.
  • Support dialogue with institutional partners to guarantee good project results.
  • Ensure a work environment consistent with AVSI’s Code of Ethics and Conduct policy;
  • Be responsible for the articulation, preparation and systematization of the meetings planned within the framework of the project.

Minimum requirements:

Education: Master of Political Science; Economy; Right; International relations; or related areas. Bachelor’s degree with extensive proven experience.

Work experience: Minimum 5 years in development or humanitarian aid projects, international cooperation work preferably financed by the European Union. Experience in relevant topics such as Social Protection and Labor and experiences in Public Policies are valued.

Hard skills:

Team management capacity; ability to use full Office System; Analysis and management of results-oriented budgets; Knowledge of project cycle management tools (Logical Framework; Planning Matrix and monitoring of indicators; Financial Matrix); Knowledge of virtual platforms (Zoom, Google Teams, etc.). Experience in projects financed by the European Union.

Soft skills:
