Detailed Description of Tasks to be Performed:
Meeting Targets and Maintaining Epidemic Control (EpiC) project, implemented by FHI 360, funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control. EpiC is led by FHI 360 and draws upon local, regional, and international resource partners to provide technical assistance, as well as global resource partners who bring unique capacities. Although originally designed as a HIV program, EpiC has been modified to accept COVID-19 funding to prepare and improve health systems to better respond to COVID-19 and reemergence.
One of the key activities related to COVID-19 of EpiC project in Thailand is the community-based surveillance and response mechanism for COVID-19 and other emerging diseases. This activity has been implemented in close partnership with the Institute for HIV Research and Innovation (IHRI), the implementing partner of EpiC Thailand. Under this activity, IHRI has designed, provided trainings and implemented the community-led surveillance and preparedness (CLSP) system with the key stakeholders in three piloted provinces: Song Khla, Chaing Rai and Bangkok, in 2023.
EpiC Thailand/ FHI 360 seeks for consultant services to review, analyze, and identify the key success factors, challenges, and recommendations to overcome such challenges during the design, training, and short-term implementation in the pilot phase of the Community-Led Surveillance and Preparedness (CLSP) system in Song Khla Chiang Rai, and Bangkok in 2023. It is expected that the community leaders and local government agencies will use this document to understand better how to effectively develop and implement the Community-Led Surveillance and Preparedness (CLSP) system. Also, it can be used for national and provincial authorities that wish to implement a community-based approach to apply or replicate this CLSP system in their areas.
Specific tasks the consultant will perform include:
- Meeting with IHRI and EpiC Thailand for planning the key components and methodologies for the analysis report.
- Review all documents relating to the Community-Led Surveillance and Preparedness (CLSP) system, such as SOP, training presentations, meeting minutes, etc., to be provided by IHRI.
- Meet with the IHRI team to clarify and discuss some key important points and other considerations from the document review.
- Facilitate the online workshop to present and discuss 1st draft of key findings to the selected key informants from 3 provinces.
- Meet with IHRI and EpiC Thailand to finalize the draft analysis report
- Finalize the executive summary in Thai and English
Deliverables/Milestones:
The consultant is expected to work in close cooperation with EpiC Thailand/FHI 360 as well as IHRI. Deliverables are the following:
- Final analysis report in Thai (not more than 20 pages).
- Executive summaries in Thai and English (5 pages each).
Qualifications and Minimum Experience and Skills:
- A degree in public health, nursing, medicine, business administration or any other relevant public health and social science
- Knowledge and experience in working with key populations in health programming.
- Experience in health management, prevention, care, and treatment.
- Experience in analysis, assessment or evaluation of activities/interventions and projects relating to health, especially communicable diseases.
- Minimum of 15 years of cumulative experience in public health, project management, evaluator or consultant and experience in working with a wide range of stakeholders.
- Experience working with a national or international development organization or agency.
- Experience in working with communities and local health authorities.
- Fluent in Thai and English (speaking and writing).
- Only for Thai citizen living in Thailand.
Duration/Period of Performance: Only inJanuary 2024 with no extension.
