WHO ARE WE ?
Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles.
In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society, children in vulnerable situations, women, migrants or displaced people and victims of crises or conflicts.
To carry out our mission, we base ourselves on three pillars:
- Care : provide real access to care for populations.
- Change: more than helping, we want to change things in the long term.
- Testify : We do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

CONTEXT
Under the Morocco Programs Coordinator, and in coordination with the CG Tunisia (when he/she is working on Tunisia) you are in charge of piloting the definition of an advocacy strategy for MdM BE in the region of the Maghreb and to support and train the teams from the countries concerned in its translation to local contexts. You are also in charge of organizing advocacy actions vis-à-vis European, regional and international authorities.
THE ESSENTIAL
This role will be responsible for:
- Contribute to defining MdM’s advocacy strategy in the Maghreb region;
- Accompagner les équipes des pays concernées à développer et opérationnaliser la stratégie de plaidoyer de MdM BE et ses partenaires au niveau national, régional et international, destinées à lever les barrières d’accès au droit à la santé pour toutes et tous avec un focus particulier sur les droits à la santé en migration et le droit à la santé sexuelles et reproductive.;
- Fédérer des coalition d’acteurs autour de ce plaidoyer, afin de créer un rapport de force favorable vis-à-vis des décideurs ( l’UE et des instances internationales et régionales) ;
- Approcher les autorités compétentes, et accompagner le changement politique et sociale.
TÂCHES ET RESPONSABILITES
En tant que Referent.e Plaidoyer : piloter la Co-Construction d’une stratégie de plaidoyer pour MdM BE au départ de sa vision et du plan stratégique en cours.
Exemples de tâches :
- Accompagner les équipes du terrain et du siège à planifier et organiser des actions de plaidoyer en lien avec les Théories de changement définies par MdM BE par chacune de ses 5 expertises et en lien avec les stratégies de plaidoyer propres à chacun des pays
- Former les collègues de terrain et du siège dur de techniques de plaidoyer et d’influence
- Aider à l’analyse des données et écrire des rapports pour monter du plaidoyer basé sur les évidences
- Favoriser le travail en Réseau inter MdM et avec d’autres plateformes et groupes actifs en matière de plaidoyer sur les thématiques phare à MdM.
- Se coordonner avec d’autres chapitres de MdM BE pour mener des campagnes de plaidoyer conjointes dans les pays d’intervention et en Europe
- Récolter auprès des équipes terrain des témoignages à fin d’alimenter des actions de plaidoyer
- Rassembler les principaux acteurs concernés par les problématiques ciblées, afin de mutualiser le plaidoyer et de créer les possibilités des rapports de force favorables au changement recherché
- Entretenir des relations avec des acteurs clé (organismes internationaux, parlementaires, pouvoirs publics, presse….) ayant de l’influence pour provoquer du changement politique
- En fonction des besoins; programmer et effectuer les tâches nécessaires à la mise en œuvre de projets spécifique tels que définis dans les plans d’action afin d’atteindre les objectifs du projet dans le respect des délais impartis
En tant que Membre de l’équipe DOI : analyser, communiquer et apporter les améliorations aux procédures, modèles, méthodes et outils existants afin de renforcer les compétences des équipes sur les techniques de plaidoyer
Exemples de tâches :
- Participer aux réunions internes (réunions d’équipe et du Réseau MdM) et externes (groupes de travail, alliances, plateformes…)
- Rédiger des rapports de plaidoyer en collaboration avec les équipes terrain, les partenaires et la Direction Santé
- Former et accompagner les équipes en matière de plaidoyer
- Develop and facilitate the systematization of data collection and testimonies used for advocacy purposes
- Organize advocacy actions towards decision-makers and key stakeholders
- Maintain relationships with key players in the region, Europe and internationally
- Support the development and operationalization of strategies and annual advocacy plans in the countries concerned
- Act as a catalyst for advocacy messages from MdM partners vis-à-vis regional, European and international bodies
- Facilitate advocacy spaces for partners and for rights holders themselves
As an inter-association and network collaborator : be in regular contact with the advocacy focal points of the other chapters of MdM and the International network
- Pay special attention to obstacles to access to abortion, and to other sexual and reproductive rights, to access to the rights of people in migration situations and to barriers to humanitarian access
- Listen to the MdM Network and other external organizations and platforms to fuel advocacy
- Building a network of partners and fueling networking, particularly around the Mediterranean
YOUR PROFILE
Studies/training and Experience
- Master’s degree in public health, and political science, in international humanitarian law or other related subjects
- In-depth knowledge of access to the right to health for the most excluded people
- Minimum 3 years of professional experience in similar positions
- Proven experience in advocacy
- Experience in mobilizing networks
- Experience desired with a vulnerable public
Skills and qualities required
- Expertise in immigration law / Access to care for vulnerable people.
- Good ability to analyze the situation and rights.
- Flexibility. Solution oriented. Rigor and organization.
- Mastery of the pack Office.
- Perfect command of French. Fluency in Arabic is an asset.
- Very strong writing and communication skills
- Mastery of persuasion techniques
- Very good knowledge of the political landscape in terms of access to human rights, or sexual and reproductive rights and health, or migration
