Proposal Summary:
The U.S. Department of State Bureau of International Narcotics and Law Enforcement (INL) plans to fund a Justice Sector Assistance Program (JSAP) in the West Bank. It will focus on providing technical support, capacity-building and logistical support to key stakeholders in the Palestinian justice sector, including but not limited to law enforcement, the public prosecution, judicial institutions and security agencies.

Position Summary:
The Police Advisor will provide leadership, guidance and strategic planning for all police programming activities while serving as a liaison with the Palestinian and international law enforcement community. As well as working to improve the capacity of Palestinian Civil Police (PCP) with regards to technical training including but not limited to court security, warrant executions, criminal investigations and ensuring human rights protections. The Police Advisor will lead and team and also plan and lead counterpart capacity building. This is a full-time position based in Ramallah. The project is expected to have a duration of a one-year base period with additional four years in options. Implementation is anticipated to begin in 2023.

Responsibilities:

  • Advise on and coordinate the project’s police programming activities.
  • Serve as a liaison with the Palestinian and international law enforcement development community.
  • Improve capacity of Palestinian Civil Police (PCP) and other counterparts to improve their efficiency and further professionalize work functions such as warrant executions, court security, prisoner escort, among others.
  • Improve quality of criminal investigations by enhancing coordination between relevant justice and security sector counterparts.
  • Support human rights protection by improving understanding of the elements of crimes needed for prosecution, as well as protection of victims’ and perpetrators’ rights.
  • Improve counterpart capacity in crime scene investigations, evidence collection, testing and storage, increased use of reliable evidence and reduced reliance on confessions, and other specialized topics as identified.

Qualifications:

  • A relevant master’s degree with at least seven (7) years of technical experience or a relevant bachelor’s degree with a minimum of ten (10) years of law enforcement experience.
  • Strong leadership, program/organizational management and communication skills, as well as sound analytical abilities.
  • Experience developing training materials.
  • Proven ability to successfully lead an intercultural team in a development context, including supervising long-term field staff and short term international and local experts is required.
  • Fluency in Arabic preferred.
  • State Department, USAID or relevant international development experience preferred.
  • Experience working in the Middle East and/or within conflict environments preferred.
