CONTEXT :

On April 15, 2023, clashes broke out in Sudan between the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF) due to power struggles between the army commander and the leader of the paramilitary Rapid Support Forces on the country’s transition plan.

Despite the official closure of the border between Chad and Sudan announced on April 15, Chad continued to welcome refugees fleeing the conflict in Sudan. The new arrivals come from Darfur, one of the regions of Sudan most affected by violence.

The AHI specialist will intervene as part of the emergency response implemented in eastern Chad following the Sudanese crisis which led to the massive arrival of refugees from Sudan. The activities will be part of a 7-month project. The proposed intervention responds to the emergency needs of populations affected by the Sudanese conflict by aiming to improve and strengthen the capacities of humanitarian actors and organizations of people with disabilities and to respond to the specific needs of affected populations.

The project will cover different sectors of intervention, namely: physical and functional rehabilitation, health through the establishment of psycho-social support services and inclusive humanitarian action.

YOUR MISSION :

Under the management of the Technical Head of Program (THOP) and in close collaboration with the Inclusive Humanitarian Action Specialist (based at headquarters), the Inclusive Humanitarian Action Technical Specialist contributes to the implementation of HI’s mandate and the operational strategy of the Chad program in particular as part of the emergency response through these different missions:

Responsibility 1: Ensure technical support and quality monitoring of the activities of Humanity & Inclusion humanitarian projects

  • Contribute to the dissemination of standards and norms on inclusive humanitarian action within other HI intervention sectors as part of the emergency response;
  • Train and technically support operational teams in the implementation and monitoring of their activities in order to improve the inclusion of people with disabilities in the response;
  • Support operational teams in the participatory identification of barriers and facilitators to access to protection services and humanitarian assistance by developing appropriate methodologies;

Responsibility 2: Collect qualitative information on service access barriers and protection risks

  • Develop tools facilitating the identification of access barriers to services and protection risks, particularly for people with disabilities;
  • Support the AHI component manager in data collection through observations and discussion groups with populations and with humanitarian actors;
  • Support the participation of people with disabilities and their organizations in the process (identification, implementation, monitoring, etc.);

Responsibility 3: Ensure awareness-raising and training of humanitarian actors and disability organizations on inclusive humanitarian action;

  • In support of the inclusion component manager, contribute to the development and planning of awareness-raising and training activities for humanitarian actors and DPOs on inclusion and AHI;
  • Prepare and lead awareness-raising and training sessions for humanitarian actors in line with the IASC guidelines on the integration of people with disabilities in humanitarian action and inclusive humanitarian programming;
  • Contribute to identifying and training “inclusion” focal points within humanitarian organizations to monitor the consideration of inclusion;
  • Support the targeting of disabled people at risk (particularly women and girls with disabilities) and ensure that they benefit from access to services and the distribution of emergency and protection kits/items;

Responsibility 4: Contribute to the capitalization of knowledge, know-how and interpersonal skills in the field of inclusive humanitarian action

  • Identify good practices (or promising practices) within the emergency AHI project with a view to capitalization;
  • Contribute to the capitalization of project know-how and the internal and external dissemination of project good practices;
  • Ensure the transmission and appropriation of technical tools and devices at the operational team level;

He/She will also be responsible for representing HI in the various coordination meetings organized to ensure that disability is taken into account and inclusion in the emergency response.

He/She will ensure that he/she is particularly in touch with those involved in the response in terms of basic needs and distribution in order to ensure that people with disabilities are targeted in the response.

YOUR PROFILE :

  • You hold a degree in law/sociology/psychology (BAC + 4)
  • You have at least 3 years of experience in planning, implementing and monitoring awareness-raising, training and technical support activities in the field of inclusion
  • You master the global frameworks on inclusive humanitarian action
  • You know the standards and norms of humanitarian inclusion for people with disabilities

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

In N’Djamena

N’Djamena is a secure capital (few incidents, strong presence of security forces) where life is quite good (restaurants, bars, supermarkets, bakeries, hotel complexes, etc.). N’Djamena brings together a strong expatriate community. Many sports are possible there (tennis, boxing, yoga, golf, etc.).

The major risk is that of a terrorist attack like those that occurred in 2015. Security rules are therefore in place to minimize exposure to risks but these measures remain limited to the places most at risk in order to allow people to lead a quasi- normal. Accommodation in N’Djamena is provided in a guest house, shared house.

To the East

Living conditions in the eastern provinces are very simple and basic. A community of expatriates working for NGOs is growing due to the emergency response linked to the influx of Sudanese refugees.

HI opened a base (office + guest house) in Adré and implements activities on early rehabilitation, mental health and shared storage for the benefit of humanitarian actors.

Security is not a major issue in the area, although the risk of car jacking is always present and the border with Sudan is very close. A curfew is currently in place at 10 p.m. by local authorities.
