Monitoring, Evaluation, Accountability and Learning Leader At Americares

The Monitoring, Evaluation, Accountability and Learning Leader will be responsible for, among others, the following functions:

  • Work with coordinators at each site of our emergency operations in Colombia to plan and establish monitoring and evaluation, and learning activities.
  • Determine and develop protocols and management processes for the monitoring, evaluation, accountability and learning system for the programs.
  • Develop and implement a framework for program monitoring that includes rapid assessment and baseline and endline tools, general and project-specific response monitoring tools, approaches, staff and team responsibilities, and frequency of monitoring and evaluation activities.
  • Lead the data collection and analysis process for investigative activities of our emergency operations.
  • Ensuring data quality and compliance with all grant-related reporting requirements and timely submission.
  • Lead and implement the Requests, Complaints and Suggestions System in a way that is ethically sound and that shows progress, evaluates our impact, indicates any gaps and informs the next steps of the program.
  • Apply flexibility and adaptation to data collection methodology based on changing landscape, environmental fluctuations and changing priorities.
  • Provide technical support to the country team, regional and head office to ensure that accurate and timely information is distributed to appropriate channels.
  • Maintain quality standards of all monitoring and evaluation systems in accordance with the organization’s policies and guidelines.
  • Provide timely progress reports to senior leadership, stakeholders and relevant partners.
  • Coordinate and work hand in hand with the M&E technical team of the headquarters.
  • Represent Americares in meetings and training on data collection and reporting issues for the humanitarian response coordination agencies in the country.
  • Apply flexibility and adaptation to data collection methodology based on changing landscape, environmental fluctuations and changing priorities.
  • Provide technical support to the country team and head office to ensure accurate and timely information is distributed to appropriate channels.
  • Train teams in the country to manage the information system and protect information.
  • Supervise and accompany the technical operations of the monitoring and evaluation assistants at the headquarters.
  • Constantly supervise and train: Monitoring and evaluation officer, two monitoring and evaluation assistants, and technically the monitoring and evaluation assistants, from all Americares Colombia headquarters.
