Context
Cameroon is facing three conflict-related humanitarian crises, as well as the secondary effects of pandemics and epidemics such as cholera that have further exacerbated needs in the country. Incursions by non-state armed groups in the Lake Chad Basin have forced 136,210 Nigerians to seek refuge in Cameroon and 385,372 individuals to move within the country, in urgent need of humanitarian assistance. The Eastern region of Cameroon is still home to more than 315,747 refugees from the Central African Republic and the North West South West region is plagued by unprecedented violence which has resulted in the displacement of 714,159 English-speaking Cameroonians.
The Norwegian Refugee Council (NRC) has been operational in Cameroon since April 2017 and currently has five offices: Maroua and Kousseri in the Far North, Buea in the South West, Bamenda in the North West and Batouri in the ‘East.
In order to provide assistance to people affected by these three crises, the NRC is implementing 11 projects covering the three crises.
In the Far North, the NRC provides integrated multi-sectoral assistance, covering emergency needs through its Skills Bodies in particular: Education/Protection, ICLA, LFS and WaSH/Shelter. This assistance is made possible thanks to several donors including GFFO (German Federal Foreign Office) or the German Federal Foreign Office is a donor which finances humanitarian projects. In the Far North, they finance activities in sectors such as protection, WASH, shelter, distribution of AME, distribution of cash (conditional and unconditional), food security. As part of monitoring the implementation of GFFO activities, NRC is looking for an experienced manager for the management of the GFFO project.
Roles and responsibilities
The objective of the GFFO Project Manager (German Federal Ministry of Foreign Affairs) position is to implement the GFFO project in the Far North region of Cameroon.
- Comply with NRC policies, guidance and procedures.
- Coordinate and manage project implementation (activities, budget, MEL monitoring and learning of the project) in accordance with donor proposals, strategies and requirements.
- Implement technical direction and ensure high technical quality of the project.
- Provide regular progress reports to Area Manager.
- Ensure that projects target beneficiaries most in need of protection, exploring and evaluating new and better means of assistance.
- Develop and manage the project budget; ensure coordination between NRC key teams/skills for integrated programming.
- Ensure capacity building of technical staff involved in implementation and transfer key skills.
- Liaise and collaborate with relevant local authorities and other stakeholders.
- Promote the rights of displaced and/or returnees in accordance with the advocacy strategy.
The post holder:
- Is responsible for educational planning, development, implementation and monitoring of the project through monitoring and evaluation plans, expenditure forecasts and updated work plans.
- Designs and conducts assessments in collaboration with the MEL department and relevant key skill leads (WaSH, Shelter, Livelihoods and Food Security LFS, and Information, Advice and Legal Assistance ICLA).
- Assesses capacity building needs of staff and partners, and provides necessary support where appropriate.
- Participates in the definition of a monitoring and evaluation strategy.
- Collects, reports (through the Project Tracker) and analyzes project data regularly and suggests adjustments in implementation where appropriate.
- Coordinates with those responsible for other key skills and technical implementation staff for the proper conduct of activities.
- In coordination with the monitoring and evaluation department, controls and monitors the quality of activities in the field.
- Acts as budget owner, monitors project budget and provides updated monthly spending plans.
- Alerts the area manager and program director of any significant developments, delays, under- or anticipated over-consumption of the project budget, and suggests readjustments.
- Compiles and updates information regarding internal and external factors impacting project outcomes, and prepares for quarterly review meetings.
- Participates in the writing of proposals for the following phases of the project.
- Represents the NRC in relevant meetings and ensures coordination and liaison with the competent authorities in the field, upon delegation from the area manager.
- Proactively collects and posts all necessary documentation for future planned audits (lists, supporting documents, etc.)
- Leads GFFO project review meetings and prepares donor reports.
- Contributes to the deployment of an effective Complaint and Feedback Mechanism in project sites and promotes accountability and community engagement while supporting implementation staff.
- Contributes to the deployment of safe and inclusive programming by conducting relevant assessments/surveys if necessary and proposing readjustments to meet standards.
Professional skills for this position:
- At least 4 years of relevant experience in project implementation and/or management;
- Experience in managing emergency projects in a humanitarian or recovery context;
- Experience working in complex/volatile environments and with displaced populations;
- Good understanding of donor rules and regulations;
- Proven skills and experience in managing multi-sectoral and integrated projects;
- Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure;
- Analytical skills and rigor;
- Experience in staff capacity building;
- Willingness to go into the field and work in a challenging environment depending on project requirements;
- Fluency in French and English, both written and spoken (compulsory).
Context-specific skills, knowledge and experience:
- Good knowledge of the Cameroonian context, particularly the Far North;
- Strong writing and reporting skills;
- Knowledge of the humanitarian coordination framework;
- Experience in budget development and management;
- Organization and rigor;
