Persons with Special Needs (PBS) Officer (Internal application) At International Medical Corps

CONTEXT OF THE NATIONAL PROGRAM:

International Medical Corps is a global, nonprofit humanitarian organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Founded in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, non-political, non-denominational organization. Its mission is to improve quality of life through health interventions and related activities that build local capacity in underserved communities around the world. By providing training and health care to local populations and medical assistance to those most at risk, and with the flexibility to respond quickly to emergency situations, International Medical Corps rehabilitates and helps devastated health care systems to regain their autonomy.

In recent years, Cameroon has been affected by crises in several neighboring countries, which have led to insecurity and left Cameroonian communities in a vulnerable state, particularly women and children living in border areas. The East, Adamawa and North regions host Central African refugees, most of whom live in the subdivisions of Touboro, Djohong, Garoua-Boulai, Kette, Mandjou, Yokadouma and Kentzou. This influx of refugees places significant pressure on already limited resources and basic social services in host areas, exacerbating pre-existing vulnerabilities, particularly affecting women, children and the elderly or disabled. The gradual decline of humanitarian aid and the insufficient level of funding for development projects have a further negative impact on the vulnerability of refugees. Refugees and host communities are therefore left with significant humanitarian needs in terms of access to basic services such as nutrition, health, education and protection, which requires a combined response effort.

This is why IMC has recruited a Persons with Special Needs (PBS) manager responsible for supporting interventions for vulnerable people, including cash transfer activities in collaboration with different community organizations in different localities. The PBS manager is also responsible for supervising and supporting community protection structures. In addition, it monitors awareness-raising activities that take into account community engagement and the supervision of community-based protection structures. The PBS manager also monitors program activities using tools developed by the program.

ESSENTIAL FUNCTIONS/SCOPE OF WORK

He/she must

1. Program management and supervision:

Under the direct supervision of the UNHCR project manager of the intervention area, the PBS officer is responsible for the following tasks:

  • Ensure monitoring of activities carried out by partner NGOs and report to the Project Manager and the Field Coordinator,
  • Ensure weekly coaching of partner NGOs and data collection from these local organizations,
  • Ensure the availability of reports requested from partner NGOs and provide them with regular feedback,
  • Carry out field visits to ensure the quality of the implementation of the various interventions,
  • Ensure, in collaboration with LPCs, PSN support groups and under the supervision of local IMC partner NGOs, effective and efficient monitoring of the identification and declaration of PSN beneficiaries,
  • Ensure quality monitoring of the management of PBS beneficiaries’ files,
  • Organize the planning of remittance activities taking into account programmatic and operational issues in accordance with CBI strategy and standard operating procedures,
  • Contribute to the monitoring of the system and monitoring tools, including PDM, complaints and feedback mechanisms,
  • Assist in maintaining cash intervention payment records and tracking systems to record and reconcile expenses, balances, payments, statements and other data for daily transactions and reporting,
  • Assist in the preparation of regular and special reports, as required,
  • Ensure the classification and maintenance of files,
  • Prepare briefing materials, working papers and graphics for briefings,
  • Transmit incidents and problems to the supervisor when they cannot be resolved at his level,
  • Perform other related tasks as needed.

Monitoring and reporting :

  • Receive and process payment complaints in liaison with technical sections receiving assistance and partners.
  • Compile data and submit weekly narrative and statistical reports to the gender-based violence manager;
  • Demonstrate flexibility to perform other tasks as requested by the Gender-Based Violence Manager.

Supply :

  • Work closely with the VBG supervisor and manager to prepare procurement requests;
  • Work closely with the GBV supervisor and manager, community protection committees and logistics to identify supplies, materials and equipment needed to implement activities;
  • Ensure the distribution of materials and equipment to beneficiaries in the field while respecting the IMC code of conduct.

2. Representation

Represent the IMC at various meetings inside and outside the IMC, at the request of the sector supervisor,

QUALIFICATIONS AND ABILITIES

  • Hold a Master’s degree in Social Sciences, Sociology, Gender, Public Health, International Development or any other equivalent diploma in a related field of study
  • Two years of experience designing and implementing programs to address gender-based violence, particularly with refugees.
  • Relevant experience in this field is strongly desired
  • Knowledge of standards and guidelines for gender-based violence programming, as well as guidance on protection from sexual exploitation and abuse (SEA).
  • Knowledge of international humanitarian operations and coordination structures,
  • Ability to use good judgment, adapt to a changing environment and make independent decisions.
  • Ability to work in a team in a multicultural environment.
  • Ability to work under pressure.
  • Strong written and oral communication skills
  • Fluency in spoken and written French and/or English
  • Mastery of Fulfulde, written and oral, desirable.

OTHERS

  • Community feedback and response mechanism

– Adhere to key concepts and commitments in terms of responsibility towards affected populations (AP);

– Support the MEAL team in the implementation of CBFRM in the field by acting as the site’s CBFRM focal point;

– Promote awareness among beneficiaries on topics related to CBFRM;

– Ensure that data collected through the CBFRM is communicated to the regional MEAL officer in a timely manner;

– Ensure that complaints are resolved and that the response is communicated to the complainant no later than 30 days after receipt;

– Frequently share databases, complaints and feedback with the education and training needs assessment officer.

  • Security :

– Ensure compliance with security protocols and policies;

– Consider the safety implications of all program activities, reviewing all new initiatives with other staff, leaders and community volunteers.

  • Compliance and ethics:

– Promote and encourage a culture of compliance and ethics within International Medical Corps. To the extent applicable to the position, the candidate must fully understand and adhere to International Medical Corps and donor compliance and ethics standards.

– Performs work with the highest level of integrity.

– Communicate these standards to staff, where applicable, and partners and require them to adhere to these values.

  • Prevention of sexual exploitation and abuse:

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps.

  • Code of Conduct:

In this role, the individual is expected to promote and encourage a culture of compliance and ethics throughout the organization and maintain a clear understanding of International Medical Corps and donor compliance and ethics standards , and adhere to these standards.

If this is a supervisory position, the individual must model ethical behavior through their own conduct and supervision of the work of others; ensure that the people reporting to it have sufficient knowledge and resources to follow the standards described in the code of conduct and ethics; monitor the compliance of the people he supervises; apply the International Medical Corps Code of Conduct and Ethics and policies, including the Safeguarding Policy and the Workplace Harassment, Bullying and Sexual Misconduct Policy, consistently and fair; support employees who, in good faith, raise questions or concerns.

  • Backup:
