Nature of consulting:

Technical assistance for the systematization of the management model of the Department of Labor Mobility Programs.

  1. Project context and scope:

Historically, migration has been a present and determining dynamic for Salvadoran society and economy. El Salvador is a country of origin, transit, destination and return. In this sense, it is vital to carry out public policy approaches that consider the multidimensional impact of migrations, taking into account the different environments and scenarios.

Specifically, in terms of migration and labor mobility, in 2019, the Labor Migration Program (hereinafter PML MTPS) was created in order to promote the inclusion of Salvadoran people in the international labor market through migration. regular, orderly and secure through temporary employment abroad. In February 2021, the Ministry of Foreign Affairs (MRREE) and the Ministry of Labor and Social Welfare (MTPS) signed a cooperation agreement to strengthen those related to the management of labor mobility in the PML. That same year, the Foreign Ministry received the higher mandate to start the Labor Mobility Program (PML RREE) through which the placement scheme for temporary workers to the United States would be managed.

For its part, the current government aspires to facilitate the development of policies and programs that promote the interest of migrants and society, offering effective protection to migrant workers and their families. Part of this initiative, and considering the principles of effectiveness and efficiency in public administration, seeks to systematize the processes that are part of the management of Labor Mobility Programs within the Department of Labor Mobility Programs of the Ministry of Foreign Affairs.

The management of these labor mobility schemes involves a whole series of extremely important aspects such as ethical recruitment, protection of the rights of migrant workers, care for their families, management of alliances with different national and foreign actors, as well as the reintegration of returned people into the social and productive life of the country, among many others; Thus, it is pertinent to systematize the processes that ensure a comprehensive operationalization of such schemes for the benefit of all the actors involved.

It is precisely these aspects of the activities of the Department of Labor Mobility Programs that the consultancy will have as a framework for action; considering in each of the phases the actors who make managerial decisions, as well as the operational elements that ensure compliance with the activities included in the exercise of the Program. It is intended that the consideration of these subjects of responsibilities emanating from the Manual be adaptable given the flexibility with which the Program draws on operational personnel due to its interactions with cooperation agencies and foreign companies. This aspect will allow the execution of the Labor Mobility Program to be guided in an effective, efficient and sustainable manner, so that the present experience and its systematization serve as a precedent for the processes that currently occupy the Department as well as in future labor mobility initiatives. contributing to the comprehensive development of migrant workers and their social groups.

The temporal scope of the consultancy is expected to be two months in which all the deliverables described later in the document will be completed, its development may be carried out remotely, except when face-to-face meetings and presentation of reports are scheduled. physical deliverables.

Strengthen the institutional capacities of the Department of Labor Mobility Programs through the systematization of the Management Model and Process Manual.

Specific objectives:

  1. Systematize the phases and stages of the DPML through the design of a “Process manual for the management department of Labor Mobility Programs Abroad.”
  2. Define linkage mechanisms with the different actors related to labor mobility from multi-actor, inter-institutional and inter-sector perspectives.
  3. Provide recommendations for the organizational development of the DPML with a view to the establishment of a Labor Mobility Agency.
  4. Ensure the effectiveness and efficiency of the DPML’s attention to applicant and beneficiary Salvadoran migrant workers.
  5. Establish the management and execution of new similar initiatives with other strategic partners in El Salvador.

  1. Identify and define, with the Technical Commission, the methodology to be applied for the systematization of the management model of the Department of Labor Mobility Programs.

  5. A summary of continuous improvement mechanisms will be presented in accordance with the needs, opportunities and potential identified in the provision of the DPML public service. It is expected to define mechanisms of contact, communication, dialogue and multi-actor joint construction that are efficient and effective, from the perspective of inter-institutionality and inter-sectorality in addressing the needs of Salvadoran migrant workers.
  6. It seeks to obtain recommendations on actions that promote the recognition and integration of temporary migrant workers and their contributions as strategic partners for economic, community and national development, considering the resources of the diaspora as a starting point, according to their classification in human capital (creativity, knowledge, experience), emotional capital (family, friends, commitment,

willingness to contribute in their country of origin), social capital (networks, values, norms), financial capital (family and collective remittances; investments in

businesses, solidarity for the development and acquisition of goods).

  1. The consultant(s) will present an action plan for the development of the Management Model and Process Manual, having learned in depth the particularities of the Department after meetings with executing actors of the Labor Migration Programs.

Specific products to be delivered within the contracting period PRODUCT 1:

  • Proposal for a work plan, with its methodology and schedule to be used
  • Action Plan for the implementation of the Management Model and the Process Manual of the Department of Labor Mobility Programs Abroad.

PRODUCT 2:

  • Executive Summary of DPML Organizational Development Recommendations.
  • Executive summary of recommendations on the DPML Communications Plan, both internal and external.
  • Executive summary of recommendations for the integration of migrant workers as strategic partners for development.
  • Interim report on consultancy activities

PRODUCT 3:

  • Executive summary on the individual DPML processes for each of the phases: Business Management, Selection, Recruitment and Visa, Monitoring and Return, and Impact Assessment and Reintegration.
  • Preliminary version of the Management Model and Process Manual of the Department of Management of Labor Mobility Programs Abroad.
  • Report on corrections and recommendations considered in the model and the Manual.

Note: The products will be approved by the Technical Commission designated by the Creation of Alliances for Migration project.

Payment of fees will be made upon delivery and approval of specific products. To proceed with the payment, the consultant must deliver the indicated products within the established period of time (according to the provisions described above).

  1. Service approval and monitoring
    • The closest monitoring will be under the coordination of the Coordinating team of the Creation of Alliances for Migration Project based in El Salvador in conjunction with the Department of Labor Mobility Programs.
  • The general monitoring will be carried out by the Technical Commission made up of the Coordinating team of the Creation of Alliances for Migration Project in conjunction with the Department of Labor Mobility Programs.
  • The IOM and Department of Labor Mobility Programs may hold conversations and reviews whenever it is considered necessary.
  • Prior to the approval of the final report, the consultant must socialize the Technical Commission, so that the main products are preliminarily presented in the latter, who will make in writing the recommendations that the consultant must include. in his final report.
  • The Technical Commission will monitor the work of the consultant, with whom it will maintain permanent communication, periodic meetings and to which the work reports will be sent. With your approval, the respective payments for the products presented will be made according to the conditions established in these TDR.
  • Once the products of each phase have been prepared and in order to validate them, work meetings will be held with the Technical Commission.

Payment will be made according to the effective delivery of the following products:

Product 1:

8. Education, Experience, and/or Required Skills Academic Requirements:

The consultant must meet the minimum qualifications defined in the following profiles: Senior Expert:

  • Graduated in Higher Education, preferably with a specialty in Social Sciences or Public Administration.
  • Demonstrated experience in field information collection processes.
  • Proven ability to analyze and synthesize information and develop Management Models and Process Manuals.
  • Demonstrated experience in developing Management Models and Process Manuals.
  • Proven capacity with the public and business sectors.
  • Negotiation capacity to create consensus with the actors participating in the process.

Experience:

Minimum two to five years of experience in the development of Management Models and Process Manuals.

  • Proven experience in recruitment processes.
  • Proven experience in process improvement processes.
  • Experience in developing improvement action plans.
  • Knowledge in some of the following areas: a) Human Mobility, b) Human Rights, c) Labor Recruitment, d) Planning.
  • Have experience in the development of methodological/pedagogical tools and application of interviews.
  • Fluent command of the English language
  • Relationship with other people and institutions at a managerial and technical level;
  • Use of computer tools Microsoft Office package.
  • Strategic and analytical thinking.
  1. Related trips

The consultant will be in charge of the logistical processes involved in the activities within the consultancy. In addition, the consultant must cover the expenses related to mobilization, food and accommodation outside of San Salvador as long as they are necessary.
