A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. She is also at the head of 12 regional health and social training institutes.

Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.

In the same way as in the professions that it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This results in an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at maximum efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their complete autonomy.

Mission context

On September 8, 2023, an earthquake shook Morocco, causing nearly 3,000 deaths and 6,000 injuries. The Moroccan Red Crescent and the CR/CR Movement immediately go to the field, in close coordination with local authorities, to assess the situation and provide aid to those affected.

The French Red Cross was quick to mobilize in response to the crisis. On September 9, 2023, a call for donations was launched with the aim of contributing, as part of the CRCR Movement’s response, to relief actions on site, and to provide essential products.

The CRf then organizes, at the beginning of October, an exploratory mission to meet the Moroccan Red Crescent (MRCS) with a view to supporting the emergency response to the earthquake. After identifying unmet needs and defining cooperation modalities, the French Red Cross wants to support the Moroccan Red Crescent and act by opening a delegation on site.

Job

RESPONSIBILITIES

Under the responsibility of the head of delegation, the general role of the First Aid delegate is as follows:

  • Ensure the collection of information required to support the implementation of First Aid activities in Morocco;
  • Coordinate the implementation and monitoring of activities planned in the First Aid sector in coordination with the Moroccan Red Crescent.
  • Explore the development of new activities in the field of First Aid;
  • Support the Moroccan Red Crescent in developing its overall First Aid capabilities.

Strategy

  • Contribute to the development of the First Aid program strategy, in order to clearly define the activities to be carried out and the timetable.
  • Study the development of new activities
  • Define the nature and extent of First Aid assistance
  • Support the MRCS in the design of its multi-year action plan for First Aid in line with the IFRC Vision 2030 for First Aid.

Partnership

  • Participate in technical meetings and working groups related to First Aid with MRCS, Movement partners and other actors at national and global level in liaison with GFARC.
  • Meet regularly with the technical teams of the Movement’s partners, around the theme of First Aid, in order to encourage synergies and complementary approaches in programming.
  • Ensure liaison between the FRC and the MRCS for all aspects relating to the “First Aid” component, both at the level of the National Committee and the branches.

First Aid Activities Project Management

  • Manage the implementation of First Aid activities which revolve around 3 complementary components: 1/ Support for the strategic and material capacities of the MRCS in terms of First Aid 2/ Strengthening the MRCS training resources (tools and teams of trainers ) 3/ Support for commercial and advocacy capacities
  • Work in permanent contact with the IFRC World First Aid Reference Center at headquarters;
  • Provide technical contributions, a work program, a timeline, a logical framework and any other qualitative information;

Candidate profile

  • Professional technical experience corresponding to the above duties and responsibilities.
  • International humanitarian experience in the field.
  • Good communication skills.
  • Good sense of diplomacy
  • Knowledge of First Aid.
  • Relevant training and knowledge of the RCRC movement.
  • Fluency in one (preferably two) languages. English or French is mandatory, and Arabic is an asset.

Prerequisites

  • Passport with a validity of more than 6 months at the time of planned departure
  • Up-to-date vaccination record / ability to travel
  • Complete vaccination schedule required

Practical information related to the position

Terms of employment

  • Type of status : expatriate
  • Type of contract : French fixed-term contract/precariousness bonus paid at the end of the contract
  • End of year bonus : equivalent to a 13th month pro-rata based on attendance time
  • Per diem : daily per diem which varies depending on the country
  • Leave : 5 weeks of paid leave/year and 21 days of recovery – Plane ticket 100% covered by the CRf for travel home/mission for leave after 6 months
  • Health coverage : CFE + Mutuelle MSH (100% covered) – 75% covered by the CRf
  • MedEvac/repatriation insurance : YES
  • Other insurance : provident insurance (death-disability)

Summary

  • Location: Rabat – MOROCCO, with possibility of travel within the country
  • Duration: 12 months
