COLOMBIA – DEPUTY FIELD COORDINATOR FOR PROGRAMS (H/F) – BUCARAMANGA At Solidarités International

ABOUT THE MISSION…

In Venezuela, people are faced with hyperinflation, struggle to find necessities, lack of medicines and access to medical services in addition to a rise in crime rates. Many Colombians, formerly settled in Venezuela have decided to go back home while many Venezuelans chose to migrate to major cities in Colombia or to transit through them during their journey to other countries in the region. They walk along the roads, often with no means or possessions. One of the main routes for those travelling to Bogotá or Medellín goes through Bucaramanga. Walkers called the Caminantes use this road every day.

SOLIDARITÉS INTERNATIONAL is at the moment running or providing support to four shelters located at strategic points on the migration route in Santander and North Santander. SOLIDARITÉS INTERNATIONAL, in consortium with PREMIÈRE URGENCE INTERNATIONALE, is ensuring access to basic services for persons on the move using these shelters, with a particular focus on access to water, sanitation and hygiene (rehabilitations/construction for water supply, sanitation facilities, provision of hygiene items, etc.). We are also improving shelter infrastructure and delivering food assistance as well as healthcare and psychological support services through PREMIÈRE URGENCE INTERNATIONALE.

SOLIDARITÉS INTERNATIONAL is seeking to further develop this response in the coming months, through various fundings, and support new shelters, providing additional services, and proposing a daily transportation and shelter services for the most vulnerable and PWSN (People with Special Needs) Caminantes.

ABOUT THE JOB

General objective:

The Deputy Field Coordinator for Programs (DFC-P) is in charge of supervising the implementation of multi-sectorial programs (shelter, WASH and food security) in Santander and North Santander States. In line with both the Annual Country Strategy and the evolution of the humanitarian needs in the area, the DFC-P will support designing and implementing new projects and will ensure the relevance of the activities implemented. She/he oversees the quality of project implementation through the direct management of Program Managers. She/he also supports the Field Coordinator (FC) in his/her representing tasks in external meetings under his/her delegation.

Main duties and responsibilities:

  1. Strategic orientation
  2. Coordination and programs monitoring
  3. Institutional knowledge building
  4. Reporting/communication/representation
  5. Team management

The main challenges:

  1. Training and capacity building of 3 to 5 Program Managers in particular regarding the use of project cycle management tools, team management and grant management;
  2. Changing work environment in which the program implementation can rapidly become challenging due to political changes, restrictive local regulations and now COVID protocols;
  3. New mission in need for structuration and inter-department coordination.

Priorities for the 2/3 first months:

  • Design and start implementing a follow up and capacity-building plan for each Programs Managers;
  • Lead the search for new shelter locations and launch their set up (multisector);
  • Take the lead in the grant management at base level including setting tools as needed and compiling data coming the field;
  • Take the lead in the interagency shelter coordination (PUI, CARE, UNHCR etc.);
  • Launch a humanitarian transport program (new sector for SI).

YOUR PROFILE

Education: Master degree in humanitarian action or international cooperation or equivalent.

An education background in one of the following sectors is an asset: project management, camp coordination, protection or grant management.

Experience: at least two to three years of experience as Program Manager in a humanitarian context. An experience in CCCM or in project coordination is an asset. Experience in the same position or in Program Coordination is highly preferred. Experience in Colombia is valued.

Technical skills and knowledge: the program is multi-sectorial and make necessary to have good management and organizational skills above all. Demonstrated capacity to manage grants is needed. Proved experience in capacity-building of key staff (Program Managers) is a strong asset.

Languages: Spanish and English are mandatory.

Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / adaptability / solution-oriented

SI WILL OFFER YOU

A salaried post: According to experience, starting from 2 200 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem

SOLIDARITÉS INTERNATIONAL also covers accommodation costs in a shared Guest House and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 850 USD allocated by SOLIDARITÉS INTERNATIONAL). To these break periods, it is necessary to add the granting of one additional rest day per month worked**.**

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Expats are housed in a hotel house which offers very good housing conditions (each bedroom with a bathroom), outside living area, etc. Almost everything can be found in Colombia. The position will require regular travelling to Pamplona (4 to 6 hours by car).

Covid19

Solidarités International recommends vaccination against Covid-19, using WHO approved vaccines. If possible, the vaccination should be done before departure in order to reduce the logistical constraints once on the ground.
