Reporting to the MEAL Regional Manager (Monitoring, Evaluation, Learning and Accountability), the Colombian MEAL Manager is responsible for ensuring the proper implementation of the monitoring, evaluation, accountability, learning and information management systems. in projects in Colombia. He or she is the direct supervisor of the MEAL and Information Management teams in Colombia.

Missions and Responsibilities:

Mission 1:Management

• Manager as Role Model: Embodies HI values ​​on a daily basis.

• Manager as meaning coach: understands the strategy, makes it explicit, translates it into operational objectives for his team, leads the necessary changes and gives meaning to each management action. Promotes the exchange of practices between departments. Stimulates innovation and risk taking.

• Operational Manager: Organizes the operational management of your team, structures work around identified processes, monitors performance, and facilitates problem resolution.

• Human Resources Manager and Trainer: contributes to the development of your staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensures compliance with the code of conduct, institutional policies, morale and expected individual and collective behavior.

Mission 2: Strategy and Direction

• Contributes to defining the MEAL (Monitoring, Evaluation, Learning and Accountability) and Information Management action plan, implements this action plan and then supervises it in close collaboration with the Regional MEAL Manager and the managers. of projects.

• Ensures the implementation of monitoring, data collection, information management, evaluation, accountability to affected populations, learning and knowledge management systems that adapt to the intervention context and allow compliance with HI standards.

• Refer to the Regional MEAL Manager any information or difficulties that may help improve these systems.

• Contributes to boosting the performance of the MEAL department.

• Participates in strengthening MEAL/IM skills of partners.

Mission 3: Operational Implementation

Responsibility 1: Supports project managers and partners in the implementation of the minimum project management processes described in the PME (Planning, Monitoring and Evaluation) policy and guidelines.

• Trains and accompanies project managers in the PME guidelines and methodology, as well as in their application in the program.

• Ensures proper planning and implementation of essential project management processes in each project.

Responsibility 2: Responsible for establishing systems for monitoring results and ensuring compliance with the methodological standards that must be followed when conducting surveys.

• Ensures and develops monitoring plans and regular monitoring of project indicators. • Provides technical support to project managers and partners, and trains project teams and surveyors in monitoring and survey methods. In particular, it supports the design of questionnaires and survey protocols.

• Depending on needs and monitoring plans, contributes to specific surveys or monitoring activities through supervision or direct execution.

Responsibility 3: (If there is no Database Officer), is responsible for implementing the data management systems defined at the program level.

• Develops databases as needed and ensures data recording and processing for implemented surveys.

• Contributes to the collection of needs for data analysis and the creation of control panels (dashboard).

• Ensures access to relevant internal and external operational information for all staff.

Responsibility 4: Responsible for ensuring compliance with HI standards applicable to project evaluations.

• Ensures that evaluation activities are carried out, including annual self-evaluations and monitoring of internal evaluations.

• Ensures that feedback sessions on evaluation findings are held with beneficiaries and other project stakeholders.

Responsibility 5: Responsible for applying the mechanisms defined by the Regional MEAL Manager to provide accountability to affected populations.

• Define the mechanisms of accountability to the population and is responsible for facilitating these mechanisms.

• Provides regular feedback to the Regional MEAL Manager on the accountability mechanisms implemented to enable continuous improvement of interventions

Responsibility 6: Contributes to the learning and continuous improvement of HI interventions.

• Is responsible for implementing processes and methods for the collection, analysis, modeling and management of the knowledge produced, in accordance with the frameworks defined by the Regional MEAL Manager.

• Contributes to the analysis of the information collected and the knowledge produced to strengthen collective learning.

• Ensures the sharing of knowledge produced internally in the program and more broadly at the organizational level through the use of the HI Library.

Responsibility 7: Contributes to the external representation and promotion of HI’s MEAL experience.

• Represents HI’s MEAL and Information Management experience in all relevant networks in Colombia.

Mission 4: Emergency Preparedness and Response

• Contributes to the program’s emergency preparedness actions and, in the event of an emergency, adapts its working methods to contribute to an effective humanitarian approach by HI.
