ASSIGNMENT
As part of the intervention for the protection of migrant minors in the Southern and Northern Borders, the collaborator will support the Manager of the Border intervention in the management of the Roster resource pool according to the “open roster” model, guaranteeing the selection phases of the consultants involved, permanent and constant training for the selected group, the relationship with the programmatic area for updating project needs, the operational management of the activation of the assignment supporting all operational program needs, monitoring and management of financial documentation.
In particular, the assignment involves the identification, expansion and consolidation of a pool of trained, engaged and ready-to-deploy resources to support the project teams in case of need and/or emergency situations.
MAIN ACTIVITIES’
The collaborator, in support and/or in agreement with the “Border Intervention” Manager and the Field Coordinators, will carry out the following activities:
- Design the reference profiles that take into account the territorial extension and the diversification of the consultancy profiles necessary according to the programmatic priorities.
- Liaise with the Manager and Field Coordinators for needs analysis, updating of the roster pool currently present and starting the selection and engagement phase of the consultants currently part of the Roster group.
- Liaise with the Supply Chain Structure, with the Program Manager and the “Border Intervention” Manager to guarantee and monitor the regular publication of the profiles, the collection of the CVs received and the continuous selection.
- Carry out constant selection interviews with the identified candidates.
- Constantly evaluate and update the most suitable publication channels for disseminating the positions to be sought.
- Manage the induction and training process of the different profiles in order to achieve a standardized and homogeneous level of quality of the interventions.
- Develop a periodic training and information mechanism for all roster members.
- Encourage and propose the creation of face-to-face and online training opportunities aimed at updating and consolidating the professional skills and sectoral knowledge of roster members.
- Consolidate and manage availability calendars for the activation of roster members in relation to the needs of the Save the Children in Frontier intervention.
- Provide updated information to Roster members on the state of migratory flows and the reality of landings and the phenomenon.
- Promote the connection between staff and structures/directions involved in the formal activation of roster members (procurement processes and SOP procedures).
- Periodically update the tools, operating manuals and SOPs, verifying that they have been read and understood by all Roster resources.
- Follow the formal activation of resources, ensuring the transmission of all the necessary training, knowledge, logistical, operational and financial material.
- Activate the management steps required for internal policies (ticket opening, acceptance and formalization of additional transport and accommodation services and follow-up drafting of the appointment letter).
- Monitor compliance with the accounting and reporting requirements set out in the roster member activation mechanism.
- Guarantee the regular collection and systematization of data regarding interventions carried out outside the ordinary areas of intervention, supporting the quantitative and qualitative monitoring of the activities carried out.
- Contribute to the regular drafting of project reports with particular reference to the activities carried out by the roster staff.
- Contribute to the development of periodic analyzes that contain, among other things, the number of roster resource activations, most requested profiles, possible new needs to be covered in terms of professional profiles.

- The scheduling of regular refresher and update meetings has been defined to maintain active staff engagement.
- Consolidated package of documentary, operational and financial material for roster consultant activation.
- Connection mechanism defined and regular availability of consultants to cover the territorial needs of the North and South areas
FINAL RESULTS
- Composed and activated regular pool of thematic consultants according to the profiles necessary for the multidisciplinarity of the intervention
- Updated programmatic needs analysis
- Set up a regular liaison process with the Management Team for constant analysis of programmatic needs and identification of operational solutions
- Scheduled recruitment, refresher and roster consolidation sessions
- Mechanism set for activation and closure of activities in line with Save the Children’s management, procurement, CSG and Protection policies
- Guaranteed regular collection of quantitative data and elaborate qualitative data relating to interventions carried out outside the ordinary border intervention areas
- Guaranteed reporting and intermediate and final accounting of the financial-administrative activity
EXPERIENCE AND QUALIFICATIONS
- University degree, preferably in the humanities/economics
- At least 3 years’ experience in a similar role and/or managing protection interventions in border areas
- Excellent knowledge of the migration phenomenon
- Excellent knowledge of the migrant minor protection system
- Excellent knowledge of MS Office
- Management and administrative skills
