Acted Yemen

Acted has been present in Yemen since 2012 with a coordination office in Sanaa, and 6 area offices in Aden, Al Dhalee, Marib, Saadah, Dhamar, and Al Hudaydah. Acted currently intervenes in 8 governorates (Aden, Al Dhalee, Al Hudaydah, Abyan, Marib, Raymah, Saadah, and Dhamar). Key areas of intervention focus on providing emergency response, Durable Solutions, and sustainable development depending on each governorate’s unique circumstances. Acted achieves these goals by focusing on several key sectors, namely: WASH, Food Security and Livelihoods, Sustainable Agriculture, Camp Coordination and Camp Management (CCCM), Infrastructure Rehabilitation, Economic Recovery, Capacity-Building of Local Civil Service Organizations, and Cash & Voucher Programs. Acted is a proud member of the Cash Consortium of Yemen (CCY), Yemen Displacement Response (YDR) consortium, and recently led a flagship consortium project focused on developing Pathways to Durable Solutions for IDPs in Yemen.

Prior to the commencement of conflict in Yemen in 2015, Acted focused more heavily on development projects (infrastructure, sustainable WASH, etc.), whereas the needs began to shift towards emergency response programming as the situation evolved. In response, Acted has adapted its programming to best suit the needs of each governorate, whether that be emergency response, sustainable development, or through a hybrid approach.

You will be in charge of

1. Cluster Coordination (80%)

  • Assume overall responsibility for co-leadership of the cluster, working closely with the UN co-lead agency UNICEF
  • Support the cluster coordination at national and sub-national levels. In particular, lead on supporting, strengthening and monitoring sub-national coordination mechanisms and mechanisms of exchange between cluster partners
  • Motivate cluster partners to participate in WASH events (coordination meetings, working groups, trainings, workshops, assessments, etc.)
  • Support the development and delivery of the Cluster Strategy and Response plan. Including:
    • Measure and monitor progress against the cluster strategy and recommend corrective actions where necessary, with focus on delivery of strategy for protection mainstreaming, gender mainstreaming and WASH in IDP settlements
      • Develop and support the implementation of contingency and response plans for high and/or recurring risks (floods, AWD/Cholera, displacements etc)
      • Support adherence to common standards and guidelines, including through developing technical guidelines
    • Facilitate assessment of needs that are age, culture and gender-sensitive, and ensure gaps and duplications are identified and addressed. Including:
      • Lead hazard identification, risk assessment and risk monitoring as part of HPC or on need basis
      • Lead on capacity building for cluster on data collection and data analysis in close partnership with the IMOs
    • Represent the WASH Cluster at forums and trainings of national/local authorities as appropriate
    • As primary focal point for the CCCM, Shelter and Protection clusters, ensure strong coordination and sharing of information between clusters
    • Ensure that the WASH Cluster’s Framework on Accountability to Affected Population (AAP) is implemented and followed by WASH Cluster members, and is monitored and reported accordingly

2. Acted Internal WASH Technical Support and Coordination (20%)

  • Support the development of a coherent WASH strategy across Acted’s areas of intervention in Yemen
  • Support review, improvement and harmonization of WASH implementation approaches and methodologies across different projects (including technical assessments, technical specifications, identification of beneficiaries)
  • Provide technical support to the Project Managers and other staff to implement Acted WASH projects to a high quality standard
  • Provide technical inputs into proposal design, ensuring new or adapted projects for the WASH sector focus on maximizing efficiencies and impact

Expected skills and qualifications

  • Advanced university degree in WASH discipline or a related technical field
  • At least 5 years of experience in project management in an emergency context, preferably in an international context
  • Demonstrated knowledge of global Cluster approach guidelines and terms of reference
  • Proven experience in multi-actor management
  • Previous experience in Cluster Coordination will be an advantage
  • Demonstrated communication and advocacy skills
  • Demonstrated experience in capacity building/training and mentoring in complex context
  • Demonstrated knowledge of the WASH sector in Yemen and its priority issues will be an advantage
  • Demonstrated knowledge and experience of gender mainstreaming in WASH programming will be an advantage
  • Fluency in English required, Arabic a strong advantage

Conditions

  • Salary between 3250 and 3450€ monthly (before income tax), depending on the level of education, security level, etc as well as a monthly living allowance of $300

  • Contribution to the luggage transportation: up to 100 kgs, depending on the length of the contract
