Introduction

The Jesuit Refugee Service (JRS) is an international Catholic organization and a work of the Society of Jesus. It was founded in 1980 and is now found in around fifty countries. Its mission is to support, serve and defend the rights of refugees and forcibly displaced people.

JRS works with other humanitarian organizations and agencies to support forcibly displaced people, provide them with quality services, and publicize their situation so that their rights and dignity are better respected. . JRS is open to collaboration with Jesuits, men and women religious and lay people of all religious and philosophical convictions. Since its creation, JRS has been able to fulfill its mission thanks to the participation of volunteers and employees committed to serving refugees and displaced people. JRS has been present in Chad since 2006.

General objective of the position

Under the supervision of the National Director, ensure a good definition, planning, implementation and monitoring of all logistics operations on the mission as well as the security of the organization’s personnel and assets in order to enable the provision of quality services, effectively and efficiently, to people supported by JRS in Chad.

Main job responsibilities:

1. Management of vehicles/rolling equipment and movements

• He/She is responsible for the proper maintenance of vehicles and equipment and the management of their movements in the intervention area (planning and monitoring of movements);

• He/She sets up a maintenance schedule and monitors compliance with maintenance and management procedures for the car fleet and generators;

• He/She supports the program teams in identifying the needs for rolling machines and other related costs as part of the writing of project proposals or revisions;

• He/She monitors consumption, consumption reports and calculates the costs of the car-motorcycle fleet.

2. Stock, asset and infrastructure management

• He/She supervises and monitors stock movements according to JRS policies;

• He/She supervises the reception of deliveries and cargo by road and/or air flight;

• He/She monitors stocks, limits storage losses and ensures the use of tools/formats for reporting;

• He/She ensures that warehouses/stores have rules of use and that they are respected by users

• He/She is responsible for the correct management, including maintenance and inventory, of assets (computers, printers, NTC equipment, etc.) and infrastructure (offices, guest houses, etc.) of JRS in Chad

3. Purchasing management and supply chain

• He/She ensures that purchases and the supply of goods and services are carried out according to the project purchasing plan and within the timeframes necessary for the proper implementation of activities and the proper functioning of the various offices and sub-offices, in the compliance with JRS and lessor procedures.

• He/She centralizes major base purchases and ensures their delivery to the field in close collaboration with base logisticians. It collects and updates the list of all approved suppliers according to the usual needs of the organization.

4. Logistics personnel management

• He/She manages, supervises and trains the logistics staff (drivers, guards, logistician assistants, cleaning and maintenance agents) of the mission;

• He/She participates, in coordination with key contacts, in sizing the mission’s logistics and security HR.

5. Reporting and archiving

• He/She prepares monthly logistics reports and all reports and instruments requested by the organization.

6. Security

• He/She, with the support of project directors, his/her hierarchy and the regional office, contributes to the implementation and compliance by the teams of the JRS Chad security management plan.

Required profile

Training and experiences:

• At least 3 years of experience in managing logistics and security on humanitarian projects;

• Diploma attesting to higher studies in logistics, professional training or experience in electricity or automobile mechanics would be an additional asset;

• Security training in particular HEAT, advanced management of NGO security essential

LANGUAGES :

• Fluency in French (read, written and spoken) and good level of English (read, written and spoken).

• Knowledge of Arabic, a local language and/or Spanish would be an asset.
