Context:

Under the direct supervision of the Chief of Mission (CoM) and with the technical support from the Immigration and Border Governance (IBG) Senior Regional Thematic Specialist in Dakar, Senegal, and in close coordination with IBG Units in IOM offices in the region, the Programme Manager (Immigration and Border Governance (IBG)) will be accountable and responsible for the planning, management, implementation, oversight, coordination and the monitoring and evaluation of the IBG Projects in IOM Côte d’Ivoire.

Core Functions / Responsibilities:

  1. Manage the overall implementation of the IBG Projects in a timely manner and according to work plans, being responsible for the financial, administrative and technical backstopping of the projects, in line with IOM’s policies and practices as well as donor requirements.
  2. Supervise project teams in implementing activities, including reporting, monitoring, and evaluation.
  3. Plan, manage, coordinate, and monitor the projects for achievement of activities and results, in close coordination with the relevant colleagues in relevant IOM offices, prepare and coordinate regular project reports in a timely manner in accordance with donor’s requirements, IOM regulations, and established procedures and deadlines.
  4. Establish and maintain strong partnerships and liaison with Government entities and relevant stakeholders.
  5. Ensure adequate information management on project related activities including project awareness raising and visibility, regular updates, summaries, press releases and other relevant materials, in coordination with the donor and IOM’s Public Information Department.
  6. Develop and coordinate the implementation of contextualized capacity building activities in migration and border management, targeting relevant institutions, communities, and migrants as well as project staff.
  7. In accordance with IOM’s procedures and regulations, ensure the timely recruitment and briefing of project staff, consultants and/or experts required for the implementation of the project activities and provide guidance to ensure that a cohesive methodology is maintained for the achievement of migration and border management activities.
  8. Provide technical advice and guidance on the expansion of the IBG portfolio, develop new projects and participate in the development of fund-raising proposals and initiatives.
  9. Undertake duty travel, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, project management and implementation, and problem resolution.
  10. Represent IOM in relevant conferences, workshops, steering committees, policy, and technical working groups, as well as other forums to ensure proper coordination, presentation, and promotion of IOM activities.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five (5) years of relevant professional experience; or,
  • University degree in the above fields with seven (7) years of relevant professional experience.

Experience

  • Experience in the field of migration issues, including operational and field experience, project development, and management and report writing;
  • Experience in liaising with governmental authorities, other national/international institutions and NGOs; and,
  • Knowledge and working experience in the Western and Central African (WCA) region a distinct advantage.

Skills

  • Advanced managerial competencies.
  • Good writing, reporting and analytical skills.
  • Good communication skills and ability to maintain effective working relationships withcolleagues and government authorities.
  • Good level of computer literacy particularly in the usage of office software packages (MSWord, Excel, etc.,) and knowledge of spreadsheet and data analysis.
  • Proven background in border governance.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language and/or local language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
