PSI/Madagascar has been working to strengthen the health system in Madagascar for over 20 years, and has been selected as Principal Recipient for the integrated HIV/TB grant (2024-2026) from the Global Fund against AIDS, Tuberculosis and Malaria to provide technical support to the Government of Madagascar and a wide variety of community partners.

PSI therefore seeks a Senior Technical Advisor II for HIV & TB Differentiated Service Delivery to play a pivotal role in driving the success of Madagascar’s national programs aimed at combatting HIV & TB. The Senior Technical Advisor II will primarily support the technical functions of the national HIV program, and secondarily support the PSI/Madagascar HIV & TB department including managing the implementation of technical activities in line with PSI and global best practices. They will lead the design of technical activities and strategy of the HIV & TB department, lead internal and external capacity building efforts and must be an internal and external thought leader and renowned expert in their field.

Salary Range:
$100,000 (MINIMUM) – $125,000 (MID-POINT) – $156,000 (MAXIMUM)

For candidates approved to be hired directly through the local PSI office, pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency.

Responsibilities

Your contributions – Representation: Develop and maintain relationships with external partner organizations and donors. Influence the context in which PSI works through representation at relevant technical working groups, conferences, workshops, and policy-oriented forums. Assist in fostering, maintaining, and strengthening internal strategic partnerships in collaboration with relevant departments and technical area leads in support of the Director of the HIV & TB department. 30% of Time – Provide strategic leadership and technical support to three key national institutions: the Secretaire Executive/Conseil National de la lutte contre le SIDA, the Programme National de Lutte contre les IST/SIDA, and the Programme National de Lutte contre la Tuberculose, and to a range of civil society organizations engaged in HIV and TB prevention and treatment. – Lead coordination between PSI and other stakeholders, including the Country Coordination Mechanism, other Principal Recipients engaged in Global Fund programming, and other donor and technical partners including the WHO, UNAIDS and USAID. – Collaborate with stakeholders to develop detailed workplans featuring milestones and oversee their implementation to ensure adherence to the established plan. – Review the technical quality of programs/activities in the field by conducting frequent site visits, meeting with program managers, and government counterparts in the field, provide expert technical assistance, monitoring progress, and reviewing and analyzing results.

  • Technical: Lead the development of the HIV & TB department’s technical activities and strategy. Provide in-country technical assistance to build capacity of PSI/Madagascar to effectively deliver results in line with PSI and global best practices and the department’s technical strategy. Analyze evidence to determine best practices. Provide subject matter expertise to the HIV & TB department. Lead the implementation of the HIV & TB department’s workplans. 25% of Time.
    • Collaborate closely with cross-functional teams to implement key components of differentiated service delivery approaches for HIV testing, prevention, and care. This includes supporting the operationalization of task-shifting, decentralization of service delivery, and the strengthening of community-based initiatives; and leading the review, updating and operationalization of patient and referral tools, sample referral SOPs for TB & HIV, as well of other practical tools (training materials and tools) to improve the quality of services.
    • Plan and oversee the implementation of key strategies throughout the HIV &TB cascades, including case finding, linkage, initiation, and retention in care and treatment and the prevention cascade, link to biomedical HIV prevention services, such as condom programming and initiation and effective use of PrEP/PEP. You will help Sub-Recipients to translate insights and evidence from data outcomes into program improvement strategies, and to provide data analysis support to Sub-Recipients to frequently monitor the effectiveness of interventions and based on the analysis instrumentalize adaptation and shift in implementation of cascade activities and develop a quality improvement plan to guide implementation of the activities.
    • Ensure the maintenance of high-quality standards for HIV & TB testing, prevention, and treatment services at both facility and community levels by providing oversight of quality improvement and quality assurance activities.
    • Promote the seamless integration of HIV & TB services, identifying opportunities for efficiency in the delivery of integrated care and actively participating in the implementation of these activities.
    • Offer strategic guidance to enhance the technical and program implementation capacity of SE/CNLS, PNLIS, and PNLT, aligning their efforts with international best practices.
  • Thought Leadership/Knowledge Management: Recognized internally and externally as high-level subject matter expert, who drives thought leadership across PSI. Share technical knowledge and expertise to increase capacity in HIV & TB. Drive the utilization of evidence-based tools and innovations to improve the PSI network’s performance and reputation in a specific technical area. 15% of Time
    • Assume a leadership role in the design and implementation of integrated, differentiated HIV & TB testing, prevention, care, and treatment services. These services will target key and priority populations and must align with national standard operating procedures and guidance, yielding measurable outcomes and substantial impact.
    • Contribute to the development of comprehensive training plans for healthcare providers, community agents, and community cadres. Additionally, oversee the successful implementation of these training plans.
    • Work with the Program and M&E teams at PSI and the various partner organizations (SE/CNLS, PNLIS, PNLT) to review and analyze program results on a regular basis to monitor progress towards achieving project goals. Oversight at both central and operational levels: reviewing the technical quality of programs/activities in the field by conducting frequent site visits, meeting with program managers, and government counterparts in the field, providing expert technical assistance.
  • People Management: May manage people; provide coaching and mentoring to staff. 15% of Time
  • Program Management: Lead a team or individually manage technical workstreams. Provides subject matter expertise while ensuring that all milestones and deliverables are met. 15% of Time

Qualifications

What are we looking for?

  • Doctorate Degree (or international equivalent) in a related field preferred
  • Master’s Degree (or international equivalent) in a related field (e.g. MSc, MPH, MHA, MPA).
  • At least 15 years related work experience in HIV and TB public health programs, experience with the implementation of differentiated HIV care and treatment programs preferred.
  • At least 5 years supervisory experience.
  • At least 7 years program management for global health projects in Africa, familiarity with Global Fund funded projects preferred.
  • Familiarity with the context of the Madagascar health delivery system, SE/CNLS, PNLIS, and PNLT is welcomed.
  • Ability to contribute to internal and external body of evidence in relevant technical areas.
  • Ability to provide strategic technical assistance to the PSI Network.
  • Ability to share knowledge internally and externally with communities of practice; represent PSI externally.
  • Ability to design solutions to complex technical challenges.
  • Ability to oversee the execution of complex technical projects or initiatives.
  • Ability to monitor and assess performance of self, other individuals, and/or organizations to make improvements or take corrective action.
  • Ability to manage teams of technical advisors to achieve technical objectives. Ability to lead thought leadership in relevant technical area, persuade, and motivate people and teams.

  • Proficient in Microsoft 365. Familiarity with a quantitative or qualitative data analysis program preferred.
