MEAL Officer (Reposting)*

in Beirut

The position is to be filled by February 10, 2024, Employment/Service location will be Beirut, Lebanon. The position is paid according to SG6.

Purpose of the position

The MEAL Officer will be responsible for providing technical planning, monitoring, evaluation, documentation, data management and reporting support for the project assigned. The incumbent will closely work with the Head of Project to set, manage, and evaluate the project performance targets in line with the project objectives and ensure they are achieved. The candidate will be responsible for guiding the overall implementation of MEAL-related activities within the project and providing timely and relevant information to the project staff.

He/she will also be responsible for strengthening the partner MEAL focal point capacity, regularly monitoring, and evaluating the results to improve project performance; ensuring monitoring, evaluation and reporting are practiced to growing and maintaining a culture of providing credible, reliable, timely and cost-effective information for management decisions, accountability and learning in alignment with the project cycle.

Your responsibilities

Design and set up the Monitoring and Evaluation System

  • Provide the required support in reviewing the project log frame matrix, particularly in the areas of performance indicators and their measurement.
  • Design and manage the implementation of project MEAL plans.
  • Design tool for beneficiaries monitoring and reporting (example: beneficiaries tracker, beneficiaries project database.)
  • Provide assistance in the development and/or finalization of the project work plan and keep it updated in accordance with project activities and timeframes as relevant.
  • Design and roll out the relevant data collection and monitoring tools as required, such as survey questionnaires, pre-post monitoring tools, PDM, KAP and beneficiary satisfaction surveys, among others.
  • Develop the overall framework for project M&E, for example, mid-term project review, impact assessment, final evaluation, and developing project Performance Monitoring Plan with relevant data collection systems.
  • Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
  • Support partner MEAL focal point in developing baseline/endline data for each project component and for all project indicators.
  • Ensure that the impact of all interventions is measurable, enhancing accountability to beneficiaries, and gender equality is met.
  • Routinely perform quality control checks of monitoring and evaluation work, overseeing that planned monitoring and evaluation activities are taking place across projects.
  • Collaborate with the Project Management unit as assigned by the Project Manager in reviewing and preparing monthly, quarterly, and final narrative reports.
  • Closely work with the project staff during the beneficiary targeting, selection, verification, registration, and management process.
  • Select the Activity Info Indicators to be reported on based on the project sectors and activities.
  • Select, collect data and report on WHH Measuring success indicators.

Implementation of M&E and Coordination

  • Collect data on a regular basis to measure achievement against the performance indicators.
  • Develop and manage an updated database and information management system for the project plan, indicators, and monitoring activities for projects
  • Monitor project activities/ output/outcome indicators and provide data against targets with consideration of project quality and provide timely feedback to supervisors and partners through written reports on a weekly/monthly/quarterly basis.
  • Coordinate and facilitate lessons learned events among partners and communities to promote sharing of knowledge generated from project-level community reflections, project monitoring and evaluations to improve future program selection, design and implementation as well as improvements in existing frameworks
  • Ensure all relevant MEAL information is collected according to the specified means of verifications in a timely manner.

Communication

  • Producing reports on M&E findings and preparing presentations based on M&E data as required.
  • Providing the Project Manager with management information she/he may require.
  • Checking that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
  • Liaise with the clusters and activity info focal point.
  • Ensure that partner organization is reporting on activity info

Complaints Response Mechanisms (CRM)

  • Mainstream the Core Humanitarian Standards (CHS) and Complaints Response Mechanism (CRM) in the project to enhance accountability.
  • Ensure the appropriate tools for program accountability mechanisms, and reporting are adopted and rolled out, and functional for all project partners.
  • Track and manage complaints like complaint database tracking sheets and ensure that all complaints are tracked and closed timely.
  • Support the project staff in ensuring sufficient community participation at all stages of project implementation.

Other Duties

  • Traveling to all areas of work to monitor program activities via observation and stakeholder interviews.
  • Performing other duties as may be assigned by the Head of MEAL and Head of Project.
  • Participate in Mid-terms and final-terms project evaluation.
  • Lead and design post implementation monitoring missions
  • Participate in coordination meetings and workshops
  • Adopt WHH data collections software (example: Commcare)

Your profile

Education

First-level University degree in statistics, demographics, public policy, economics, or related field. An advanced certificate in M&E, statistics, or economics is preferred.

Working experience:

  • Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities, with Minimum 1 year of experience within an INGO.
  • More than 2 years of experience in development, livelihood or agriculture project(s) is required.
  • Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience in designing and managing beneficiary monitoring and database systems.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys.
  • Experience in developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Experience in managing and providing training to target beneficiaries.
  • Ability to facilitate and serve as a project liaison for externally managed evaluations.

Skills:

  • Good knowledge of program implementation, monitoring, and evaluation techniques, and practices.
  • Familiarity with impact assessment is an advantage
  • Familiarity with some of the substantive issues handled by the project, such as agricultural activity, cooperation, social cohesion, and training.
  • Good knowledge and experience regarding gender mainstreaming.
  • Ability to perform a variety of conceptual analyses required for the formulation, administration, and evaluation of projects.
  • Excellent analytical skills.
  • Good team player, flexible and capable of working with a multinational country team, and capable of working under pressure.
  • Good computer application skills.
  • Good organizational skills.

Language Skills:

Fluency in English and Arabic

Contract framework

  • The contract is a Service Contract.
  • The contractor will report to the WHH senior Meal Officer.
  • The contractor will not have any personnel supervision responsibilities.
  • The work location is Beirut office. The service requires field visits to partner organizations and project sites. There are options to work 1-2 days per week from home.
  • The service is needed until end of December 2024 (possibility of extension)
  • The deliverables are to be communicated and approved by the senior M&E officer.

Payment Terms:

  • Salary Grade 6
  • Consultants new to Welthungerhilfe are paid a daily rate/monthly fee corresponding with the current and valid payment scale.
  • The consultant receives a gross payment. The fee is paid monthly through bank-transfer to the account provided by the consultant upon approval of the service requester.
  • In case of the un-accomplished tasks, Welthungerhilfe reserves the right to postpone the delivery of the payment until the accomplishment of the full and /or pay him/her in pro rata of the accomplished objectives.
  • The monthly fee covers ALL expenses related to the work. No additional payment can be demanded by the contractor. Accepting the payment in this contract means the contractor accepts that the financial benefits are adequate and can cover all costs required to complete this task and duty of care.
  • The consultant is responsible for the fulfilment of all fiscal and social insurance law obligations arising from this contract and must perform all necessary actions himself/herself. The monthly fee covers ALL expenses related to health/health insurance or duty of care. No additional payment can be demanded by the consultant.
