CONTEXT :
After closing in 2004, HI returned to CAR in 2015 through the activities of the logistics platform, but since then HI has deployed humanitarian interventions around 4 pillars: Humanitarian Logistics – Health – Inclusion – Reduction of Armed Violence, around flagship activities:
- Facilitation of road, river and air transport,
- The rehabilitation of roads, crossing structures and airways,
- Functional rehabilitation (physiotherapy, orthopedics, hearing aids),
- Stimulation therapy for malnourished children and their parents,
- Individual and community psycho-social care,
- Inclusive humanitarian action, local development and inclusive governance and strengthening organizations of people with disabilities,
- The socio-economic integration of the most vulnerable households, particularly through the development of AGR, and professional training,
- Education about the risks associated with explosive devices.
These activities are carried out on three bases Bangui, Bambari, Bangassou and a sub-base in Bocaranga.
YOUR MISSION :
As a Project Manager, you contribute within your home country to the implementation of Humanity & Inclusion’s mandate and 10-year strategy. You are responsible for implementing the project. In this context, you ensure the optimization of the quality and impact of the project, through a delegation system with appropriate control mechanisms.
Under the hierarchical responsibility of the Area Manager of Bangui, the SMSPS project manager will be responsible for:
Mission 1 : Management
- You must understand the strategy, explain it, translate it into operational objectives for your team, and drive the necessary changes.
- You organize the operational management of your team, structure work around identified processes, manage performance, and facilitate problem resolution.
- You contribute to the development of your employees, by creating the conditions to enable their commitment, their professionalization and their attachment to HI.
Mission 2: Strategy and management
- You contribute to the development of the program’s operational strategy
- You contribute to the operational strategy (StratOp) program or country
- You write new project proposals for the continuation or extension of the project
Mission 3: Operational implementation
- You ensure the implementation of the project, in accordance with the logical framework and the allocated budget
- You ensure monitoring, evaluation, accountability and learning of the project
- You ensure project data management
- You ensure the functional animation of the teams on their project
- You contribute to communication on the project externally
Mission 4: Emergency preparedness and response
Mission 5: Management of the Ngaoundaye office
- Represents the organization in the area and area under its responsibility
- Ensures monitoring of the safety of staff operating in the area
- Supports logistics, finance and HR managers for program support activities
Mission 6: Participation in security management at intervention sites
- You collaborate with the mission security department and in particular with the security manager for monitoring teams and activities on the ground.
- In collaboration with the Area Manager and the Security Manager, participates in updating and monitoring security tools in intervention areas;
- You ensure the smooth communication of information between the Area Manager and the field teams
- Ensures regular security monitoring and ensures compliance with safety rules and travel procedures during field missions.
YOUR PROFILE :
• You hold a Master’s degree in clinical, social or intercultural psychology, or in work sociology.
• You have a minimum of 5 years of experience in your field, and at least one successful experience in the field of MHPSS in an emergency context.
• You master/understand the different explanatory models of the AGH approach (Age, Gender, Disability), the international frameworks of human rights, humanitarian action, strategies to combat exclusion and discrimination, operational and technical issues, standards and networks in your MHPSS sector.
• Previous project management experience is mandatory
• Previous experience managing an MHPSS project with an EREE component is desired
• Knowledge of the context in Central Africa is desired
SPECIFICITIES/PARTICULARITIES OF THE POSITION:
- Possibility of significant security constraints depending on the evolution of the context (EE risk on the roads and robberies, clash between armed groups and loyalist forces in the city) – Relatively significant isolation in the city of Ngaoundaye, presence of several international NGOs and expatriates.
- Very limited leisure spaces, cultural places – Relatively rudimentary living conditions: no electricity in the city (generator only) Access to the internet and telecommunications often difficult, but the deployment of a VSat is planned.
- Travel between Ngaoundaye and Bangui is by UNHAS flights. The Bocaranga sub-base (560 km from Bangui) is also served by vehicle.
