LE CONTEXTE ET L’OBJECTIF DU POSTE:

The United Nations World Food Programme (WFP) is the frontline UN agency in the fight against hunger. Since its creation in 1963, WFP staff around the world have worked tirelessly to eradicate hunger. Each year, WFP feeds more than 90 million people in over 70 countries. Recently, WFP has been diversifying its portfolio along the humanitarian and development spectrum with preparedness and immediate response emergency operations; recovery and resilience activities, including the implementation of capacity strengthening for social safety nets, school meals, nutrition- sensitive activities as well as progressive local purchases; and the provision of emergency logistics, telecommunications and aviation services.

Haiti’s Human Development Index (HDI) ranks 170 out of 189 countries in 2020. Rates of extreme poverty are high and their cause is multidimensional. This poverty is manifested in particular by high illiteracy rates, a life expectancy of 63.7 years in 2018, high infant mortality and significant gender inequalities. A large majority of the population does not have access to basic services such as drinking water, electricity, sanitation and health coverage.

In addition, Haiti is vulnerable to natural disasters. It is considered the fifth most exposed country to natural disasters. The country has suffered, in less than ten years, more than four major disasters from which the country is still struggling to recover: the earthquake of 2010, tropical storm Isaac and hurricane Sandy in 2012, hurricane Matthew in 2016, hurricane Irma and Maria in 2017 and the earthquake of 2021. The country is therefore exposed to earthquakes, the passage of cyclones and also to drought waves linked to the El Nino phenomenon (2018).

Beyond these factors, food insecurity is driven by the poor performance of the agricultural sector combined with the strong dependence on imports of food products (more than half of the food products present on the market) in particular for rice (83%). Product prices are largely influenced by logistical challenges, high production costs, precarious market structures and high inflation rates in recent years.

The latest IPC (Integrated Food Security Classification) results presented in March 2022 report that 4.5 million people will need food assistance in Haiti between March and June 2022 (including 1,3 M of people in IPC 4—Emergencies), which represents 45% of the Haitian population.

These worrying results are largely linked to [1] the political crisis that has taken hold in the country since July 2018 which has led it into an economic and social crisis, [2] to an agro-climatic crisis with significant pockets of drought in the country causing a significant decrease in agricultural production. In addition, the COVID-19 pandemic has contributed to the increase in food insecurity. The growing insecurity and the blocking of certain access points to the country, in particular since June 2021 the road leading to the Great South, have worsened the indicators of food insecurity.

Thus, WFP in Haiti has defined its strategy to fight against hunger in the Country Strategic Plan [CSP 2019–2023] which provides, among other things, for activities related to emergency food assistance to populations affected by a shock, the establishment of nutrition-oriented social safety nets, the provision of school meals in all 10 departments of the Country, the strengthening of the capacities and livelihoods of small producers as well as their resilience in the face of climate change in particular, and the strengthening of the capacities of national and local actors to the fight against hunger. The Country Office is entered in its new CSP covering 2024–2028.

This assignment is in the Programme unit of WFP Haiti and the job holder is to report to the Head of Enablers.

RESPONSABILITÉS/OBLIGATIONS :

Within delegated authority, the Programme Officer will be responsible for the followingduties.

A. End-to-end FLA process management and compliance assurance

  1. Leading the end-to-end FLA process management, ensuring all the review, registrations and due-diligence processes have been followed and items are treated on a timely and due quality manner.
  2. Ensure the SOPs for FLA management are regularly updated/revised to reflect any new changes on corporate guidelines (from FLA drafting to WINGS processes attached to it, inclusive archiving, tracking-tool update, alerts prior to expiring FLAs).
  3. Lead the FLA management team (Partnership and Business Support Associates and Assistants) to ensure all the Agreements are prepared correctly and in line with the SOPs, as well as timely registered in WINGS.
  4. Ensure standardization of templates, formats, reporting structure, costs allocations.
  5. Ensuring timely creation of FLAs in WINGS and quality distribution reports and relevant invoices are timely submitted for the reconciliation against deliveries and payments process (inclusive of CBT reconciliations processes).
  6. Tracking the progress of the FLAs in terms of consumptions and alerting technical units (AM/Officers) for expected FLA amendments and adjustments.
  7. Coordinate information and reports on partnerships for programme and management briefings taking points reports and ACR.

B. Capacity strengthening, technical support, internal quality check

  1. Providing guidance to technical units on budget negotiations with CPs. Preparing analysis of various FLA budgets in order to harmonize the process and ensure there are no duplication of costs or double charging
  2. Supporting Technical units in circulating Call for Proposals (CFP) to the potential NGOs for proposal submission while ensuring the given timelines
  3. Supporting Technical units in providing feedback to the NGOs on the outcome of their project proposals
  4. Providing technical assistance and guidance to the technical units on the CP performance assessments, ensuring timely completion of the process and maintaining a database of the results for review by CPC during FLA extensions and renewal process
  5. Participating on CPs performances assessments, spot checks and micro-assessments and audits.
  6. Supervise the FLA management team (Partnership and Business Support Associates and Assistants), assess their training needs and provide timely opportunity to develop their skills and capacity and provide clear guidance and support in carrying out their duties
  7. Delivering trainings and learning sessions for PU Business Support team and ensure constant technical support and troubleshooting on any corporative platforms relevant for the successful performance of their duties (i.e.: WINGS, ITS, WU tracking platform, Haiti CO tracking tool for CBT reconciliations and for FLA tracking, etc.). Developing required training materials for their future reference and consumption
  8. Perform random spot-check on FLA team deliverables and ensure archiving is according to SoP

C. Strengthening WFP’s CPs capacity

  1. Leading on the regular update of WFP Partners ROSTER
  2. Leading the definition of “minimum standards” and lighter procedures to access the ROSTER for smaller organizations key to WFP Haiti access strategy
  3. Delivering trainings and learning sessions for CPs on budgeting, reporting and compliance to WFP administrative and financial regulation. Developing required training materials for their future reference and consumption
  4. Delivering trainings and learning sessions for WFP technical units’ staff on FLA process including, partnership process, budgeting, proposals, capacity assessments, performance assessment and reporting. Developing required training materials for their future reference and consumption

D. Partnership Focal Point

  1. Leading the process on the UNPP (UN Partners Portal) for the registration, identification and selection of cooperating Partners. Additionally, providing trainings and orientation to other units, Field offices and CPs on the UNPP process
  2. Implement any new corporate tools, coordinate with HQ & RBP for the deployment, trainings of staff, and CPs if needed (PartnerConnect).

QUALIFICATIONS ET EXPÉRIENCE REQUISES :

Formation : Advanced University degree in social sciences, economics, International Relations, Mathematical sciences and other related fields.

Expérience : 3 years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

Connaissances et compétences :

    • Demonstrated high moral integrity by modelling the UN’s values and ethical standards, impartiality and discretion and proven capacity of initiative, discretion and autonomy; – Sectorial planning, results-based management and reporting;
