THE CONTEXT AND OBJECTIVE OF THE POSITION:

The United Nations World Food Program (WFP) is the UN agency on the front line in the fight against hunger. Since its creation in 1963, WFP staff around the world have worked tirelessly to eradicate this scourge. Every year, WFP feeds more than 90 million people in more than 70 countries.

In Haiti, WFP and its partners provide assistance to the most vulnerable populations with a view to achieving the Zero Hunger objective. The WFP is notably involved in the implementation of a school canteen program, which constitutes the largest food safety net in the country, as well as in resilience, social protection, nutrition, emergency preparedness and response activities.

In this context, the WFP is developing a resilience program in several departments of the country, based on an integrated approach throughout the link between humanitarian work and development. The program aims to provide direct assistance to populations affected by crises and chronically vulnerable, while strengthening adaptation capacities in the face of shocks and strengthening food systems, and thus based on a participatory approach with strong community engagement. . Gender issues are integrated throughout the program, based on appropriate analysis to reduce gender inequalities and gender-based violence and promote women’s economic empowerment. The resilience program is currently in the scale-up phase, involving a thematic and geographical expansion, including an increase in the most vulnerable populations to be assisted.

RESPONSIBILITIES/OBLIGATIONS:

The program associate will be responsible for managing community asset rehabilitation and livelihood strengthening activities in one of the WFP sub-offices (Cap Haïtien, Miragoane, Gonaives, Jeremie). Under the dual supervision of the sub-office head and the activity manager/unit head (SO-3/ACT 4 Resilience/FFA), the program associate will have the following responsibilities:

  1. Contribute to the implementation of resilience actions in the region of assignment, including the integration of transversal approaches to gender equality and environmental protection;
  2. Contribute to the development of projects, plans and processes, ensuring alignment with the program, policies and resilience strategy;
  3. Ensure the management and monitoring of projects in the region of assignment;
    • Coordinate with Cooperating Partners (CP) for the correct implementation and monitoring of projects, through ongoing support and regular field visits; – Produce regular progress reports on activities and projects within its competence as well as project monitoring-evaluation mission reports; contribute to the preparation of consolidated reports on resilience activities and the development of monthly briefs or other reports; – Support the structuring and updating of databases relating to the projects under his responsibility and the integration of relevant data into corporate platforms; – Review the technical and financial reports of project partners under his supervision, in strict collaboration with the Resilience Unit at central level; – Contribute to the preparation and/or revision of agreements between the WFP and cooperating partners, within the framework of projects under its responsibility;
  1. Coordinate, together with colleagues in the unit, the planning, organization and facilitation of Livelihoods-Based Seasonal Programming (LBP) workshops;
    • Contribute to writing PSME and PCP workshop reports; – Coordinate the framing, support and monitoring of Cooperating Partners in the implementation of Participatory Community Planning (PCP) processes;
  1. Support capacity building of WFP colleagues, cooperating partners, decentralized government units, in activities within its competence, in project implementation departments;
  2. Coordinate the actions of his competence with the staff of other PAM units present in the sub-office, in order to ensure the progress of project monitoring actions;
  3. Support the development of missions of WFP resilience staff in the area of ​​competence;
  4. Contribute to the development of a framework for collaboration with state actors at the departmental level of relevant ministries, through the holding of bilateral meetings, participation in coordination spaces, the development and implementation of agreements;
  5. Support the identification, development and management of partnerships with state actors, UN agencies, cooperating partners, aiming for an integral and multisectoral framework of food assistance and resilience interventions, at the level of target departments in the region;
  6. Represent, at the level of target departments, the PAM in working meetings and other meetings and support the organization of ad hoc meetings and training on themes relevant to the resilience program;
  7. Carry out other tasks requested by the line manager and management.

DELIVERABLES AT THE END OF THE CONTRACT:

  1. All asset and livelihood creation projects under the supervision of the sub-office are fully finalized with high quality technical standards.
  2. All cash distributions planned under the projects are fully finalized without loss of money.
  3. All PCP workshops planned as part of the projects are supported and documented.
  4. All donor visits and technical missions are supported by high-quality coordination.
  5. All projects are fully documented in collaboration with the monitoring and evaluation and program team, partners and the PAP technical team for project archiving.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Education: Hold an undergraduate degree in a relevant discipline (economics, administrative sciences, or environmental sciences or agronomy or international relations).

Experience: Minimum 3 years of professional experience in project management and/or resilience and/or sustainable development, and/or agriculture/environment, including database management;

Significant professional experience in the field (at least 3 years) in the implementation or supervision of community asset rehabilitation or Cash for resilience projects;

Knowledge and skills :

  • Good ability to manage information and structure databases;
  • Good analytical and problem-solving skills;
  • Good understanding of programmatic priorities in relation to humanitarian assistance and resilience;
  • Good coordination skills and effective communication with implementation partners and other stakeholders;
  • Able to carry out precise and careful work, produced on time and to standards;
