The Humanitarian Logistics Cooperative (also known as “hulo”) is the first humanitarian cooperative that connects stakeholders and pools resources to optimize logistics and the supply chain. hulo members are ACTED, Action Against Hunger, BIOPORT, French Red Cross, Fleet Forum, Handicap International / Humanity & Inclusion, Intersos, Médecins du Monde, Oxfam Intermón, Plan International, Première Urgence International, Solidarités International, and Welthungerhilfe.

Its objective is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics actors and improving performance through the pooling of logistics resources and expertise. and supply chain.

Hulo was created in June 2021, and today its permanent team is made up of around forty people, spread across several countries. We anticipate significant growth in the coming months as has been the case since the launch of the Cooperative. We work dynamically to grow this Cooperative and its impact, with daily challenges around innovation, structuring and continuous improvement of our activity.

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in more than 20 countries, the SI teams – 2,500 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

DESCRIPTION OF THE OFFER

The mission of the Country Coordinator (M/F) of the hulo Cooperative is threefold:

He/she will be responsible for representing hulo to all stakeholders (including institutional donors) concerned by its activities in the country.
He/she will therefore have to continuously lead, unite and expand a network of humanitarian partners and support them in identifying shared initiatives.
Finally, in close collaboration with the Operations department and the Business Analytics and Research department, he/she will have to manage and guide the implementation of these initiatives, before systematically capitalizing on the completion of these projects.

Develop the portfolio of organizations that can participate in the Cooperative’s shared initiatives within the country of assignment

Ensure representation of the Cooperative in existing meetings or forums.
Develop a network of operational partners locally.
Maintain good relations with all country representatives of international and national organizations, institutional donors, United Nations agencies, and Clusters (and in particular the Logistics Cluster if present).
Prepare and lead information and promotional meetings to present the Cooperative, its mandate, its approach and its activities.
In close collaboration with the management of the Cooperative, initiate any partnership useful to the development of the Cooperative in the country.

Design and implement sharing initiatives with participating organizations in the country

Propose a sharing strategy consistent with the country of assignment.
Collect needs from humanitarian organizations active in the country and identify all potential opportunities for pooling.
Define which shared initiatives could be concretely launched and implemented.
Identify the methods of pooling and the obstacles to pooling.
Plan the implementation of each shared initiative.
Facilitate the deployment of the Shared Resources (SR) shared announcements application in the country.
Ensure the presentation and promotion of the application to local users.
In conjunction with the functional referent of the application, monitor the application usage indicators in the country in order to ensure its optimal use.
If necessary, report any usage problems encountered.

Ensure reporting and capitalization of pooling initiatives (in conjunction with the Business Analytics and Research (BAR) department)

With the support of the Deputy Country Coordinator, ensure:

Systematic updating of initiative management tools
Drafting of capitalization reports for each initiative.

Ensure the transmission of information to the Headquarters team for the preparation of donor reports.

YOUR PROFILE

Specific skills and experience:

Justification of three to five years of experience in various humanitarian contexts.
Good understanding of the challenges of humanitarian supply chain management and the sharing/pooling of services.
Experience in Coordination/Representation in the field (e.g. Clusters, etc.) strongly desired.
Ability to develop, plan, and evaluate projects.
Ability to create, maintain and expand a network of diverse partners.
Facilitation, presentation and facilitation skills.
Ability to motivate, guide and train different partners around a common project.
Ability to create and develop good relationships with groups and individuals.
Ability to travel, resilient, tolerance for stress and working in difficult conditions.
Knowledge of humanitarian standards of accountability and good practices.
Excellent command of Microsoft tools.
Fluency in French and English (oral and written).

IF WILL OFFER YOU THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from EUR 3080 gross per month (2800 base salary + 10% annual leave compensation paid monthly) and a monthly Per Diem of USD 800.

SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternation between work and leave is put in place for 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.

Single, comfortable room in the guest house, with 24/7 electricity.

Restaurants and international food available

Living conditions in Goma are very good with easy access to a wide range of restaurants, cafes…

Security risks are low and restrictions are very limited.

However, when one goes onto the bases, living conditions are more basic, with fewer opportunities for socialization, as well as restrictions on individual movement. Security levels vary depending on different geographic locations and changes in context.
