Background
SoCha is supporting the implementation of the USAID/Philippine’s Digital Connectivity and Cybersecurity Partnership (DCCP) – Pacific Activity with a consortium of partners. The DCCP-Pacific Activity is a five-year effort to increase digital access and connectivity, improve efficient delivery, and improve the use of digital services throughout 12 Pacific Island Countries. The Activity is based in Suva, Fiji, and is committed to advancing demand-driven, equitable, local solutions to digital connectivity and cybersecurity in 12 Pacific Island Countries – the Federated States of Micronesia (FSM), Fiji, Kiribati, Nauru, Palau, Papua New Guinea (PNG), Republic of the Marshall Islands (RMI), Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.
DCCP-Pacific has four primary objectives: (1) improve broadband access; (2) strengthen digital policy and regulations; (3) advance digital government; and (4) enhance digital skills and literacy.
Scope of Work
SoCha is seeking a Senior MEL Specialist for the DCCP-P Activity. The Senior MEL Specialist will report to the Chief of Party (COP) to oversee DCCP-Pacific’s MEL functions. The Senior MEL Specialist will ensure the success of DCCP-Pacific’s data management, internal learning, and reporting functions to USAID/Philippines. Key responsibilities of the position include:
- Plan and coordinate MEL implementation under the oversight of the COP.
- Provide strategic advice and direction to the DCCP-Pacific team on ensuring high-quality M&E outputs.
- Lead on AMELP maintenance and annual reporting.
- Train the DCCP-Pacific team and other relevant stakeholders on M&E data collection and reporting protocols.
- Maintain stakeholder relationships for data collection requirements.
- Provide and manage internal writing and editorial support, document review, and error checking for various MEL products.
- Coordinate semiannual learning activities, including Pause and Reflect sessions, with activity personnel, counterparts, private sector, and other stakeholders.
- Lead on Data Quality Audits on an ad hoc basis.
- Lead on MEL input for quarterly and annual reports.
- Provide other MEL technical support as needed.
In addition to the responsibilities above, the Senior MEL Specialist must have subject matter expertise in one of the following areas:
- Public policy reform in the Pacific and/or Philippines.
- Information communication technology (ICT) logistics and infrastructure.
- Digital economy or digital transformation.
- Digital regulations.
Minimum Qualifications and Experience
- Master’s degree in public administration, international development, or similar field.
- Ten (10) or more years of M&E experience with government or donor-funded projects.
- Three (3) or more years M&E experience with USAID-funded projects.
- Experience with USAID’s CLA approach preferred.
- Prior experience with digital transformation, information communications technology for development (ICT4D), digital ecosystems, cybersecurity, or similar disciplines.
