ALIMA in Haiti
In November, ALIMA led an exploratory mission to Haiti, to better understand current needs, more specifically in Port-au-Prince. Given ALIMA’s mission, we focused on humanitarian health needs, through the identification of the most vulnerable populations and the obstacles restricting access to health services. What emerged from our assessments was a crying need for health actors and therefore a strong desire to intervene as soon as possible in 2024. A team therefore went to Haiti in February to start activities.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS
Level 3: As part of their duties, the position holder will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or presentation of a certificate of good conduct will be necessary. In situations where it is impossible to provide a criminal record or a certificate of good conduct, a sworn declaration will be requested.

MAIN MISSION
Under the supervision of the Head of Mission, the project coordinator is responsible for the implementation of the country operational strategy in its area of intervention, in line with the three-year strategic plan and the mandate of ‘ALIMA.
More specifically, he/she is responsible for implementing the project and contributing to the results set for the project according to the evolution of the humanitarian situation and needs in the area of intervention and on the basis of medical objectives. -operational measures pre-established in collaboration with the coordination, in compliance with humanitarian principles and ALIMA’s mandate. He/She is the guarantor of the safety of his teams throughout his area of intervention in Port au Prince. He/She is responsible for supervising teams, monitoring programmatic indicators and donor contractual indicators and monitoring project expenses – with the support of coordination, and communication with governmental and non-governmental actors in relationship with the project.

- Monitors compliance with the established timetable and set objectives.
- Evaluates the objectives of the project and their implementation (financial, human, logistical, etc.) via the development of regular summary and relevant reports for coordination (SITREP)
- Monitors each department present on its base and ensures the proper implementation of activities according to the set objectives.
- Ensures effective communication within his team and smooth flow of information
- Organizes, leads and documents coordination meetings with his team, according to the frequency defined with country coordination
- Representation
- Participates in coordination meetings in his area of intervention
- Collaborates with humanitarian and medical actors to ensure good coordination of activities and teams in the intervention area and the pooling of resources.
- Maintains close relationships and regular exchanges with administrative and health authorities for the proper conduct of the project (signing and compliance with MoUs, negotiation of resources allocated to activities, joint implementation of activities, etc.).
- Management of material and financial resources
- Controls the budget of its base and makes each department responsible for controlling its budget lines
- Supervises and validates the proper use of the resources made available by ALIMA for carrying out the project, all orders (medical and logistical) and project purchases.
- Controls that the monthly monitoring of the status of project expenses and commitments is carried out and participates in the analysis of financial data with the administrative manager on his basis
- Controls that monthly monitoring of the status of project logistics is carried out and participates in data analysis with the RLP of the project(s) in its area of intervention
3. Data analysis and reporting
- With the Medical Manager, he/she supervises the establishment of a system for collecting and analyzing medical data and epidemiological surveillance and its evolution according to needs.
- Consolidates reports from all departments and analyzes data for sharing for coordination according to the mission timeline (SITREP).
- Contributes to the writing of projects and future projects in its area of intervention as well as to the internal and operational reporting of all projects in the same area.

- Responsible for the safety of ALIMA employees and partners on projects in its area of intervention
- Assesses risks and threats related to the implementation of activities.
- Establishes safety rules for its area of intervention, subject to validation by country coordination, disseminates them to staff and ensures their compliance by all project teams.
- Identifies and develops a network to guarantee the safety of teams and access to vulnerable populations targeted by the project.
- Collects, centralizes and analyzes information related to the security context and shares it with the head of mission to facilitate decision-making
- Informs the country coordination of any security incident or threat that may have an impact on the security of ALIMA personnel and/or property
6. Implementation of preventive measures against abuse of power, gender-based and sexual violence
EXPERIENCE AND SKILLS
- Prior experience in an equivalent position in an international NGO.
- Prior experience in degraded security contexts and emergency contexts.
- A medical or paramedical qualification or experience in medical project management is an asset
- Prior experience managing multicultural teams.
- Establishment of contact networks and ability to maintain a neutral posture when faced with opposing actors within the framework of the same armed conflict.
- Oral and written mastery of French is essential
- Understanding of English and a local language is an asset
TERMS
Duration and type of contract : French law fixed-term contract of 06 months with possibility of extension
Starting position : April 1, 2024
Salary : ALIMA salary scale + experience valuation + Per diem
ALIMA supports:
- Travel costs between the expatriate’s country of origin and the place of mission
- Accommodation costs
- 2.08 days of leave per month
- Daily per diem
- Medical coverage from the first day of contract to one month after the date of departure from the country of mission for the employee and his dependents
- Break policy every 3 months (for 6 months of mission)
- Evacuation for the employee
